I have considered all pertinent data affecting the valuation ;
including location , type and use of the subject property, sales
and asking prices of comparable properties , the trend of the neigh-

PROPERTY LOCATION : Lying on the east side of 92nd AVenue South ,
between 7th Avenue and Rainier Avenue.
LEGAL DESCRIPTION : All that portion of the following described
property lying East of a line 40 feet east-
erly of and parallel with the north-south center-line of Section
19 , Township 23 North , Range 5 East , W.M. , southerly of existing
South margin of 7th Avenue , and northerly of the existing north- '
westerly margin of Rainier Avenue (State Highway No. 167) ; said
property described as follows :
Commencing at the North one-quarter corner
of Section 19 , Township 23 North , Range 5 East , W.M. , running I
North 82°24' East 36 feet ; thence South 1 °58 ` West 34. 3 feet to �
the true point of beginning ; thence due East 30.02 feet ; thence
South 1 °58` West 847. 39 feet ; thence South 75°45 ' West 2.0 feet ;

i + PURPOSE OF APPRAISAL : The purpose of this appraisal is to set
forth a supported opinion of the market
4 value of the fee simple ownership of the subject property.
Market Value is defined in this appraisal as the price the subject
property will bring when offered for sale by one who desires but I
is not required to sell and sought by one who desires but is not '
required to buy after due consideration of all factors reasonably '
� affecting value.
DEFINITION OF HIGHEST AND BEST USE : The most profitable likely
legal use , within the realm
of reasonable and proximate probability , to which a property can
be adapted and is capable of being use.
VALUE IN USE : Value of the property results from the use to which
it is put , and varies with the profitableness of
that use , present and prospective , actual and anticipated, There
is no pecuniary value outside of that which results from such use.
DATE OF INSPECTTON : November 2 , 1965 and subsequent dates to date
of appraisal .

ZONING : The subject land is street right of way and is not under .
any zoning use classification. Adjacent and surrounding
properties are zoned B-1 with some "G" classification to the west.
UTILITIES : Sanitary and storm sewers are available at the pro-
perty. 12" and 18" water lines are in the street
right of way. Electricity , gas and telephone service is at the
property.
HIGHEST AND BEST USE : The highest and best use of the subject ,
land will be predicated by , but subordin-
ate to , the use of the adjoining land to the East. Land to the
East is zoned ( B-1 � ; a business use classification by the City of
Renton. It is the opinion of the appraiser that the adjoining
land is capable of, and can be adapted to , gasoline service sta-
tion and other service type business use.
SITE DESCRIPTION �
The subject proper�y is an elongated tract+of land with a mean
length of 365 feet- and a width �f 24 feet- on the North ( 7th
Avenue� and narrowing to 10 feet- wide in the South (Rainier+
Avenue� . Total land area of the tract is 6 , 100 square feet - .
It is level and at grade with street and adjoining lands . There
is an encroachment of two frame buildings on the subject land
from the adjoining land to the East.
APPRAISAL PROBLEM
� A preliminary history search of title and conveyance of the sub-
ject property shows a deed dated September 24 , 1919 in which is
recited a reservation in the use of the land; "for road purposes
forever" . This is a very limiting factor and reduces the use of
the subject tract to a minimum . All value stems from use and
since use of the subject land is restricted , no market for the
land exists in the accepted sense . Economic value of the subject
land is created from the productivity of the adjoining land.
Therefore the valuation of the subject land is determined to a
greater extent by the "Value in Use" concept as against the
"Highest and Best Use" concept.
EVALUATION
It is the opinion of the appraiser that the adjoining land will
�e utilized as a commercial and business complex. The land area
of this tract is not optimum and therefore integration with any
additional land such as the subject tract , mindful of its restric-
tions will result in an increment of value. Accruing benefits from

added parking , advantages in set back requirements of improvements - j
and cognizability will result from the combination of the two par- �
cels into the larger whole. �i
Market Value of the land of the adjoining tract is established at
$1 . 25 per square foot. This value is set from a market data
approach as indicated by recent sales .
Since no market exists , in concept , for the subject land, imple-
mentation of the Market Value Concept is based upon the "Value In
Use" principal .
It is the opinion of the appraiser, based upon the above conelusions ,
that the Market Value of the subject property is :
THREE THOUSAND FIVE HUNDRED AND NO/100THS DOLLARS . . $3 ,500.00 �
