The meeting was called to order by Pete Maas at 4:33 p.m.
I. APPROVAL OF AGENDA
Leslie Betlach requested that two items be added under"New Business": Board,
Commission, and Advisory Committee Training scheduled for October 29, 2007
and Bike Rack Program. Frances Pieper made a motion to approve the agenda as
presented with the changes noted above. All were in favor, agenda approved.
II. APPROVAL OF MINUTES
The committee was unable to approve the September 6, 2007,meeting minutes as there
was no quorum at this meeting.
The following correction was made to the September 6, 2007,meeting minutes. On
page 2, under the heading Committee Communication, item 6 the words "visited the
biking barge"were replaced with"took a bike and barge tour". Change the first
sentence of item 6 to read:
"Pete Maas traveled to Europe and took a bike and barge tour."

III. PUBLIC COMMENTS
None.
IV. COMMITTEE COMMUNICATION
Pete Maas gave a short presentation on his European expedition which included a
DVD that was prepared for the Boeing Bicycle Club. The slide show included
highlights of his trip on the barge, bicycle paths,and some of the castle sites visited
in SE Paris. There were 20 cyclists on the ride; commuter mountain bikes were
provided and the cyclists rode between 35-45 miles per day.
V. CONSENT ITEMS
None.
VI. DIRECTOR'S REPORT
Boeing proposal to put in a park on Logan Avenue: Leslie Betlach mentioned
this is a new development within the last two weeks. There have been discussions
between the City of Renton and Boeing to put in a bike lane along Logan Avenue
(south bound).
Fort Dent Connector: Another new development is talk of completion of the Fort
Dent Connector to connect Fort Dent Park and the Interurban Trail to the Black
River Riparian Forest. The City of Tukwila is initiating this project.
VII. OLD BUSINESS
1. Craig Paynter and Pete Maas spent considerable time talking to the
consultants at the September 12, 2007, Trails and Bicycle Master Plan Open
House regarding the annexation of their area. They found the consultants
already had much of the information pertaining to possible trails or pathways
in this area.
2. Robert Peterson mentioned that it is now apparent that 132°d is extending all
the way through to Duvall.
3. Trails and Bicycle Master Plan September 12,2007, Open House: Leslie
Betlach wanted to thank those members who attended the Open House(Pete
Maas, Margaret Feaster, Craig Paynter,Jean Hobart and Bob Elliot). The turn
out was good with a better mix of comments from commuter and recreational
bicyclists at this Open House. The City will be meeting with the consultant
next week to review Open House comments and discuss criteria for ranking
trails.

4. Houser Way tree roots breaking through the asphalt: Dan Hasty is
working on this issue.
5. Cedar River Trail Park Trail to the Canoe and Kayak Center: Leslie
Betlach visited the site. There is a feasible solution to the wheel chair access
problem; the City would need to move a light pole, perform additional grading
work, install a sidewalk, and put in a crosswalk. Leslie will try to program
this for 2008.
6. Signage blocking sidewalk at Southport Building Development: Dan
Hasty followed up with code compliance.
VIII. NEW BUSINESS
1. Pete Maas had a question regarding funding and scope of Coal Creek
Parkway. Leslie Betlach confirmed that there are plans to complete the
portion from New Castle to Sunset. The road will be widened and there will
be bike lanes on both sides.
2. Leslie Betlach invited all NMTAC members to attend the Boards and
Commissions training to be held October 29, 2007 in the Renton City Hall
Council Chambers from 5:30 p.m. to 9:00 p.m. A brief discussion followed
on what will be covered at this training. Pete Maas also encouraged members
to attend since he thoroughly enjoyed the first training held in fa112006 and
felt it provided a good opportunity for meeting other committee members and
that it was a good learning experience.
3. Bike Rack Program: Margaret Feaster emailed Leslie that she has seen
people locking their bikes up to light poles in the Cross Roads area. The
NMTAC committee members had some input on what type of bike rack works
the best.

Janene Sestak also commented that she has to lay her bike down to lock it
onto some types of bike racks. This method is very undesirable because the
bike is scratched by placing it on the concrete and also when having to do this
it leaves little room for other bikes.

Pete Maas also added that,if convenient, bike racks should be placed in front
of a window or near a window area. This is a deterrent for thieves since they
are not sure if someone is watching from the window. Putting the bike rack
under a covered area if possible is also more desirable.
4. Leslie Betlach received an email from Craig Paynter requesting markings for
bicycles to get from the right-hand marked lane to the left turn lane on
southbound Duvall as it approaches NE 4th. Because of the way this
intersection is designed, a cyclist has a very difficult time trying to turn left
onto NE 4th. Robert Peterson suggested placing simple signage indicating
bikes can use the traffic lane to make the left hand turn. Leslie will submit
Craig's email to the Transportation Division.

X. ADJOURNMENT
A motion was made by Robert Peterson to adjourn the meeting. All were in favor;
the meeting was adjourned at 5:38 p.m.
