Chris Barnes, Transportation Operations Manager, PBPW/Transportation Dan Hasty, Civil Engineer, PBPW/Transportation Guests: Ron(Earl) Pieper The meeting was called to order by Pete Maas at 4:30 p.m. I. APPROVAL OF AGENDA Craig Paynter requested one new item be added to the agenda; under New Business, add Portland Bike Box. Margaret Feaster made a motion to approve the agenda as amended. Dorothy Flower seconded the motion; all were in favor, agenda approved. II. APPROVAL OF MINUTES Dorothy Flower made a motion to approve the December 6, 2007, meeting minutes as written. Craig Paynter seconded the motion; all were in favor, minutes approved. III. COMMITTEE COMMUNICATION Pete Maas led a bike ride for the Boeing Bike Club through Devil's Elbow. He said this route is a viable way to go; it is a pleasant six-foot wide path for street bikes. The west side of the path is dirt and makes the ride a little more difficult. Robert Peterson mentioned that 136�', west of Maplewood Heights Elementary (144�'over to Duvall) is now open. V. CONSENT ITEMS None. VI. DIRECTOR'S REPORT Leslie Betlach discussed the Park, Recreation, Open Space and Trails Visioning book that is being developed by the City's CIP Coordinator, Todd Black with her assistance. This document will include such things as: type of park, Renton's level of service, park amenities,park policies, design standards,planning areas,proposed level of service, strategies and goals,parks rules and regulations,and a capital facilities element. The State has proposed a new way of ineasuring level of service and this document looks into this. The Visioning document is an educational tool and will also be reviewed as part of the Parks, Recreation and Open Space Implementation Plan Update. Facility opportunities and constraints will be identified for each park area along with ideas for maximizing park and recreational opportunities. The anticipated completion date is March. Park Board: There will be no Park Board meeting in January. The January, 2008 meeting was cancelled. Leslie Betlach mentioned the City is getting ready for the annexation which is effective March 1, 2008. Four square miles will be added to Renton's 16 square miles. Pete Maas inquired as to whether the annexation will include a lot of parks and trails. Leslie Betlach indicated Cascade Park near Tiffany Park is the only park the city is acquiring with the annexation at this time. There will also be two more parks brought in over the next nine years. OLD BUSINESS 1. Copies of the signed 2008 Roster for the NMTAC were passed out to the committee members at today's meeting. 2. Houser Way Sidewalk Update: Dan Hasty noted on Houser Way,between Main Street and Spirit of Washington, it was funded to contract BNSF for removal of rubber panels and street asphalt patched. More pedestrian access vs. vehicle. VIII. NEW BUSINESS 1. Committee members reviewed the 2007 NMTAC goals at this meeting. Not all goals were accomplished during the year. The committee would still like to develop a handout/flyer to help promote pedestrian-bicycle commuter's awareness and bicycle safety. They also talked about trying to coordinate using the Community Services Booth for Renton River Days participation. 2. 2008 Goal Development: The committee members were asked to think about goals for 2008 and bring any ideas to the next meeting. 3. Dan Hasty introduced Chris Barnes to the committee. A brief update on the Sidewalk Study was given. Dan mentioned that the Transportation Dept. was planning another Open House for the Walkway Study. This is tentatively scheduled for February 26 from 5:00—8:00 p.m. The location and date are not firm yet. 4. Bicycle and Trails Master Plan: There is an Open House scheduled for Februa.ry 27, 2008 from 6:00—8:00 p.m. at the Renton Senior Activity Center. Dan Hasty also noted that the Benson Hill Annexation area was not included as part of the Walkway Study. However,this annexation area was reviewed and included as part of the Trails and Bicycle Master Plan. 5. Craig Paynter commented on the improvements made on Duvall before you get to Albertsons. The mid-block crossing and the overhead crosswalk sign on this street are a big improvement. 6. Chris Barnes gave an update on the Duvall intersection. The City has implemented a school speed zone and an overhead flasher at the school crosswalk located at NE 12�'& Duvall similar to the design at the downtown Piazza. This crosswalk has 40 to 50 kids crossing at a given time and the children are learning to use this feature. Chris has been working with the communications officer at the school to get notices out to everyone regarding the operation of this crosswalk. 1:�2008 Files�2008-009mb(NonMotorized-Jan08 Minutes).doc t '�rr'` 'rr�ll►' . Chris Barnes also noted that there is a work order in place to make a double left turn lane with signage at the NE 4�'Intersection on Duvall. 8. Craig Paynter initiated a discussion on the Portland Bike Box concept, however Chris indicated they were very limited as to what work can be done by Traffic Control. 9. Dan Hasty noted the City is completing a bike route on west side of Logan along Boeing. 10. Robert Peterson asked about the crosswalk on NE 12�'. He said the speed limit is 40 on this stretch and there is no true decrease in speed limit prior to the school zone. It would make more sense to drop the speed limit down (between 10�`& Sunset) so cars would be going at a slower pace prior to the school zone. Chris Barnes indicated the City plans to get signage for"20 miles per hour when flashing". 11. Dan Hasty mentioned the Duvall Area is currently in their TIP. There is no funding at this time. Full frontage improvements will occur with development once real estate movement occurs thru mitigation fees, etc. 12. Margaret Feaster inquired about Oakesdale Avenue and the construction going on. This work is part of the I-405 project (increase foot print of I-405). The Springbrook Trail will be shut down for awhile with a detour in place for bikes and then a trail connection will be reopened at a later date. IX. CORRESPONDENCE None. X.
