1. CALL TO ORDER: Commission Chair Giometti called the meeting to order at 6:00 p.m.
2. ROLL CALL: Commission Secretary Drollinger called roll. Commissioner Regge arrived late. Commissioner
High was absent and excused.
3. APPROVAL OF MINUTES:The Minutes of September 15, September 29, and October 6 were approved as
written.

7. DIRECTOR'S REPORT:
• Chip discussed the Mayor's budget presentation to the Committee of the Whole this past Monday.
• Staff has made significant progress working on the impact fees for the City.
• The Commission has been invited to participate in upcoming public meetings for the Parks, Recreation,
Open Space,and Natural Resources Plan Update.
• The Tree Conservation and Management docket item has been removed from Docket#5 for further
review and discussion. Throughout the public hearing,feedback received from the Planning&
Development Committee regarding Docket#S items will be shared.
8. DEVELOPMENT REGULATIONS(TITLE IV)AMENDMENTS DOCKET PUBLIC HEARING:
#D-49: Drive-In/Drive-Throu�h Retail and Services
Kris presented this docket item. Staff recommends requiring drive-in and drive-through to be part of a
primary use's building, prohibit stand alone where it is currently allowed, and consolidate related notes.
There are no changes proposed for fast food use.

#D-50:Small Scale Research Facilities
Jennifer presented this docket item. Staff recommends adding"research—scientific(small scale)"to the
Zoning Use Table and defining this term. This item allows small scale scientific research activities in natural
areas. In response to previous Planning Commission input, staff will revise the definition to indicate that
such uses are typically short term in nature, or have a minimal effect on the environment.

#D-51: Reli�ious Institutions in Non-Residential Zones
Kris presented this docket item. Staff recommends creating a tiered system in non residential zones: small
(0 to 10,000 square feet) be permitted outright, medium (10,000+to 30,000 square feet) be allowed as an
Administrative Conditional Use, and large (over 30,000 square feet) be allowed as a Hearing Examiner
Conditional Use. The Planning& Development Committee agreed with the tiered system and asked for
further review regarding the square footage thresholds.

#D-52: Evaluation of Residential Development Standards
Rocale presented this docket item. Staff recommends reinstating the height requirements for accessory
structures in the R-1, R-4, and R-8 zone, of 15 feet, resolving conflicting height requirement for accessory
structures within the R-10 zone, standardizing the use of the term "cluster development", and changing the
side yard setback for the R-4 zones to a minimum of 5 feet. The density bonus for Assisted Living in the R-1
zone would be made more visible. In response to previous Planning Commission input, staff revised the
language for all zones allowing a density bonus for assisted living to read the same. Additionally, staff found
that there was a maximum limit on the number of units allowed on a single lot in the R-1 zone. The code
was revised to include an exception for assisted living developments using a density bonus.

#D-53: Fee-in-Lieu Provision for Parks
Vanessa presented this docket item. Staff recommends amending Parks and Open Space to permit trail
improvements and park improvements in lieu of common open space when it is identified as a part of an
adopted Trails, Park, or Community Plan. A fee in lieu of common open space would be allowed if it is
within % mile of an existing park, has safe pedestrian access, and the park is an integral part of the design
approach of the development. All of these options are expanded to King County vested projects.

#D-54:Si�n Code
Rocale presented this docket item. Staff recommends deleted the existing signage regulations within the
Design and City Center Sign Districts,creation of letter size limitations, based on distance from the right-of-
way,citywide prohibition of internally illuminated signage, indoor flashing or electronic message display
signage, and pole signs. Staff further recommends limiting all freestanding signs to a maximum height of 6
feet, reduction in the size of freestanding signage to 75 square feet per face, retention of special allowances
for the Automall,Shopping Centers, Big Box Retail, and Public Facilities and allowances created for roof signs

which do not extend 3 feet above the parapet. This item proposes changing height allowances for A-frame
signs from 36 inches to 42 inches, creating regulations for office park, industrial and medical institution
signs, and adding definitions for abandoned signs, awnings, electric message display signs, etc. This item
also creates an Administrative Modification process and criteria to alter specific sign standards.
Several pole signs will be impacted as a result of right-of-way acquisition associated with the Rainier Ave
Improvement Project. Property owners have the choice of relocating the existing non-conforming sign or of
using the City's compensation toward the purchase of a new conforming monument sign. Except for auto
dealer signs within the Automall Overlay District, all non-conforming pole signs along Rainier Avenue
between Grady Way and S 2"d Street must be removed within 5 years from the date of the proposed new
code's adoption date. Sign owners with newer signs will have the opportunity to request a 5-year extension
in cases where significant value will be lost.
As additional outreach, staff has met with sign businesses that have done work in Renton to present the
proposed changes and will be presenting the proposed changes this Friday to the Chamber of Commerce.
The Planning& Development Committee was concerned about the prohibition af indoor flashing or
electronic message display signage. The Planning Commission discussed limiting the number of flashing
signs in the window.

#D-56: Cedar River Pipeline Zonin�
Chip presented this docket item. Staff recommends adopting the R-8 and R-10 zones for the Cedar River
pipeline to be consistent with the RS and RMD land use designations.
