1. CALL TO ORDER: Commission Chair Giometti called the meeting to order at 6:00 p.m.
2. ROLL CALL: Commissioner Drollinger called roll. Commissioners High, Osborn, and Prince were absent and
excused.
3. CORRESPONDENCE RECEIVED: None
4. AUDIENCE COMMENTS: None

6. DIRECTOR'S REPORT:
• Chip gave an update on the Shoreline Master Program. He and Erika had good discussions with the
Renton Shoreline Coalition and had their last meeting on Friday. They clarified issues and proposed
alternatives. Staff will present the proposal to the Planning& Development Committee on August 26.
7. FAIRWOOD ANNEXATION AREA PRE-ZONING PUBLIC HEARING:
Angie gave a presentation of the pre-zoning for Fairwood. She gave background information and discussed
the existing conditions. The Renton Comprehensive Plan designations in Fairwood are: Residential Low
Density, Residential Single Family, Residential Medium Density, Residential Multi Family, and Commercial
Corridor. The proposed pre-zoning of the area includes the following zones: R-1, R-4, R-8, R-14, RMF, and
CA. This pre-zoning generally reflects the existing use of the land, approximates the existing King County
zoning,generally zones areas with environmental constraints as either R-1 or R-4, and is consistent with the
Comprehensive Plan.
There was discussion about active King County permit applications,their possible vesting, and how conflicts
in zoning are reconciled. Angie explained that permits were looked at in more detail during the 2008
Comprehensive Plan Amendment cycle when the City made changes to the land use designations in the
area. There was also discussion about the zoning for schools and public facilities. Angie said that these uses

were allowed in all the zones.
8. DEVELOPMENT REGULATIONS(TITLE IV)AMENDMENTS BRIEFING:
#D-56:Cedar River Pipeline Zonin�
Angie presented this docket item requested by the Planning Division. This item proposes zoning the portion
of the Cedar River Pipeline that is in the Earlington annexation. The pipeline was inadvertently not included
in the zoning when the annexation became effective. Staff proposes zoning the pipeline R-8 and R-10.
9. COMMISSIONER COMMENTS:The next Commission meeting will be on September 15, 2010.
