RENTON PLANNING COMMISSION Meeting Minutes July 21, 2010 Renton City Hall 6:00 p.m. Council Chambers Planning Commissioners Present: Michael Chen, Michael Drollinger, Ray Giometti, Michael O'Halloran, Nancy Osborn, Kevin Poole, Martin Regge Planning Commissioner Absent: Gwendolyn High, Ed Prince City Staff Present: Chip Vincent, Planning Director;Jennifer Henning, Current Planning Manager;Vanessa Dolbee, (Acting)Senior Planner; Angie Mathias,Associate Planner; Rocale Timmons,Associate Planner;Judith Subia, Administrative Secretary 1. CALL TO ORDER: Commission Chair Giometti called the meeting to order at 6:01 p.m. 2. ROLL CALL: Commissioner Drollinger called roll. Commissioner Chen arrived at 6:03 p.m. and Commissioner Prince arrived at 6:00 p.m. Commissioner High was absent. 3. CORRESPONDENCE RECEIVED: None 4. AUDIENCE COMMENTS: None 5. COMMISSIONER COMMENTS: Welcome to new Commissioner, Martin Regge! 6. DIRECTOR'S REPORT: • There was extensive conversation regarding the West Hill annexation at the Committee of the Whole this past Monday. There will be further discussion between the Mayor and Council. At the August 2 Council meeting, the Mayor will provide the Staff recommendation. • This past Monday, Council approved the consultant contract for the Parks update. • The FAA and GSA are expected to provide additional evaluation criteria for cities to submit information regarding potential sites. • Staff has established items for pocket#5. Chip shared a few items that were added to this group. • The Planning& Development Committee did not make a decision regarding the Shoreline Master Program. The Committee has asked Staff to meet with the Renton Shoreline Coalition to discuss the outstanding issues. Staff is continuing to meet and work through the issues. 7. MOTION CARRIED. #D-39: Desi�n District Overlav Guideline Clean Up Angie presented Staff's response to public testimony regarding structures sited to ensure availability of light, building entries from parking lots, roofs and screens,visual impact, high visibility streets, series of comments to add terms,vehicular access, and pedestrian circulation. Planning Commission Deliberation Commissioners discussed roofs and screens for service enclosures. Public Comment David Halinen, Halinen Law Group: Mr. Halinen appreciates that the comments made to staff were incorporated into the proposed code. She addressed concerns that were issued regarding residential and mixed use open space requirements.
