, Code Text: 4-4-090 4. Qualification Standards for Home Occupation Business Licenses:
a. Primary Residence:The property on which the business is located must be the primary
residence of t#�e business owner.
b. Retail Sales and Storage: No retail sales shall be allowed,except for sales of products made on
the premises. Incidental supplies necessary for business operations may be kept if not for sale.
Products may be sold wholesale and stored for wholesale distribution. ,
. c. Parking: There shall be no expansion of parking, including the addifion of on-site or off-site
parking spaces,to support the home occupafion.
d. Employees:The home occupafion shall not employ more than one nonresident of the dwelling
unit.An employee for these purposes means one individual, not a full-time equivalent. In
addition, home occupations may use professional services such as accountants.
e. Mechanical/Electrical Equipment:There shall be no use of inechanical or electrical equipment
that would change the structure or create visible or audible interference in radio or television
receivers or cause fluctuafions in line voltage outside the dwelling unit.
f. Environmental tmpacts: There shall be no noise,vibration, smoke,gas, dust, odor, heat or glare
produced by the business which would exceed that normally associated with a dwelling.
g. Space:The business shall not occupy more than twenty five percent (25%) of the floor space of
the gross floor area of the residence, and in no event, more than five hundred (500) square feet.
h. Outdoor Storage: The outdoor storage or display of materials,goods, products or equipment is
prohibited. Domestic animals or household pets kept as an accessory use and ufilized as a
component of a home occupation are excluded from this provision. (Ord. 5356, 2-25-2008)
i. Flammable Liquids:A permit must be obtained for storage, handling or use of Class I flammable
or combustible liquids on the premises.
j. Fire Extinguisher: A minimum rated 2-A 10 BC fire extinguisher is required on the premises.
k.City Codes:The home occupation must meet all City codes and ordinances for type of business
being conducted.
I. Building Alterations: Any alterations to the building shall be conducted pursuant to the issuance
of a permit from the Planning/Building/Public Works Department.
m. Accessory Structures: Exisfing garages with adequate access may be used for home occupations;
provided, that the property still complies with the parking requirements of the zone. Other
accessory structures, such as carports and tool sheds, shall not be used for any activities associated

Qualification Standards for Home Occupation Business Licenses
lune 06, 2012: Business license application #34806 was approved for Paula P. Muresan
and Remus C. Suciu dba Auto Boat Cargo Transport at 1924 Aberdeen Avenue NE,
Renton, WA. (See attached application)
June 07, 2012:A letter granting the business license was sent to Ms. Muresan and Mr.
Suciu with the following conditions: (see attached letter)
1. Outdoor storage of materials and equipment is prohibited.
2. The parking of commercial vehicles is prohibited. One pickup or van sized vehicle is
permitted.
3. The use of the residence as a parking place for employees to meet and proceed to the
work site is prohibited. The parking area shall not be expanded on-site or off-site for this
home occupation.
February 27, 2013:The property is in violation of Home Occupation Business License
Conditions as there are commercial vehicles parked on property
February 28, 2013: See attached letter reminding Mr. Suciu and Ms. Muresan of the
home occupation business license conditions that they were in violation of on February
27, 2013.
September 14, 2015: Renton Code Compliance received a complaint regarding welding,
repair work and trailers coming and going from this property.
September 15, 2015: I investigated the site and observed tow trailer WA license
#1347WL with a silver vehicle on it located in the public right of way in front of this
property. There was a Clark forklift in the driveway and a 13'6" trailer in the second
driveway.

At 1916 Aberdeen Avenue NE, also owned by Mr. Suciu, red semi cab WA license
#52640RP was parked in the driveway. Per the Department of Licensing WA
Vehicle/Vessel Inquiry the cab is licensed to Auto Boat Cargo Transport, LLC, at 1924
Aberdeen Avenue NE. (See attached photos and license inquiry)
Renton Municipal Code Section 4-9-090 HOME OCCUPATIONS:
4. Qualification Standards:

Accessory structures providing shelter for domestic animals or household pets that are

n. Signage:There shall be no exterior or window signage, display, or advertising
except for one nonelectric and nonilluminated sign attached flush to the wall or
window of the building with the face of the sign in a plane parallel to the plane of the
wall or window.The allowed building sign may not be larger than two (2) square feet
in area.The sign material and appearance must be harmonious with the architecture
of the home. Pursuant to RMC 4-4-10066q, a permit is not required for the allowed
building sign.
September 15, 2015: Warning of Violation CODE15-000562 was issued to Mr. Suciu for
violating conditions of the approved home occupation business license, specifically the
items highlighted in yellow above.
September 22, 2015: Property owner (Mr. Suciu) came in to city hall asking me to clarify
what must be removed. He's removed the fork lift, will remove car from trailer and
remove semi cab. The trailer will be moved within three weeks.
October 28, 2015:The commercial trailer remains on the property. (See photo)
October 29, 2015: See attached letter sent United States Postal System Tracking and
Customer Receipt#9114 9011 5981 8363 6052 33. The compliance date is November
13, 2015.

November 2, 2015: Owner came in (Mr. Suciu) came in to city to talk to me regarding
the trailer that he is turning into a motor home. I gave him a six month extension to
complete the work.
June 27, 2016:There is a commercial trailer on the property. (See photos)
June 28, 2016: A Finding of Violation was issued for$100.00 to Mr. Suciu. The Finding
of Violation was sent United States Postal System Tracking and Customer Receipt#9114

June 30, 2016: Remus Suciu submitted an appeal to the city clerk's for violation of the
Renton Municipal Code Section 4-9-090 4 of the home occupation business license
qualification standards:
The city's position is that Mr. Suciu knows the conditions associated with his home
occupation business license and continues to ignore these conditions. We ask that Mr.
Suciu pay the $100.00 Finding of Violation. If Mr. Suciu or Ms. Muresan violate any
condition of this home occupation business license in the future, whether it be at 1924
or 1915 Aberdeen Avenue NE, the city will revoke the home occupation business license
#34806.

premises. Incidental supplies necessary for business operations may be kept if not for sale. Products may be
sold wholesale and stored for wholesale distribution.
c. Parking:There shall be no expansion of parking, including the addition of on-site or off-site parking
spaces,to support the home occupation.
d. Employees:The home occupation shall not employ more than one nonresident of the dwelling unit.An
employee for these purposes means one individual, not a full-time equivalent. In addition, home occupations
may use professional services such as accountants.
e. Mechanical/Electrical Equipment:There shall be no use of inechanical or electrical equipment that would
change the structure or create visible or audible interference in radio or television receivers or cause
fluctuations in line voltage outside the dwelling unit.
f. Environmental Impacts:There shall be no noise,vibration,smoke,gas, dust,odor, heat or glare produced
by the business which would exceed that normally associated with a dwelling.
g.Space:The business shall not occupy more than twenty five percent (25%)of the floor space of the gross
floor area of the residence,and in no event, more than five hundred (500)square feet.
h. Outdoor Storage:The outdoor storage or display of materials,goods, products or equipment is prohibited.
Domestic animals or household pets kept as an accessory use and utilized as a component of a home

Corrective Action: The city received a complaint of excessive welding, noisy repair work and lots of trailers coming and going
from this property.A site visit revealed a commercial trailer and a fork lift on your property.A vehicle on a
trailer in front of your property and a semi cab on your property next door at 1916 Aberdeen Avenue NE.
Immediately remove the trailer,fork lift,semi cab and vehicle and trailer from both properties. If the city
continues to get complaints your Home Occupation Business License may be revoked.

Dear Mr. Suciu:
Warning of Violation, number CODE14-000562 was sent to you on September 15, 2015.
The Warning advised you that your business was in violation of Renton Municipal Code
Section 4-9-090 for violations of your home occupation city business license.The �
