Advisory Notes to Applicant:
The following notes are supplemental information provided In conjunction with the environmental
determination. Because these notes are provided as Information only, they are not subject to the appeal
process for environmental determinations.
Planning
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. All debris and demolition materials must be removed from the site and properly disposed of in an
approved off-site location. If underground tanks or hazardous materials are encountered during site
preparation, the applicant must contact the City to discuss appropriate soils testing and disposal
measures (e.g., Fire Department tank removal permits and verification soils are not contaminated).
3. Applicant is responsible for obtaining any additional applicable permits required from other agencies.
Fire Prevention
1. Spill and drainage control is required for the fueling area and truck parking area (1997 UFC 7902.2.8).
Because the tanks are of double wall construction, spill and drainage control is not required around the
tanks. The fueling and truck parking areas must be designed to control and contain fuel spills, and any
fuel that is collected in these areas must be disposed by an approved method.
2. Provisions must also be made to remove storm water from the spill control areas (1997 UFC
7902.2.8.3.6). If drains are used, they shall not discharge to adjoining property, natural watercourses,
public sewers or public drainage channels, unless the drain is designed to prevent the release of
flammable or combustible liquids. A valve operable from the outside of the drainage control area shall be
provided and shall normally be kept closed.
Plan Review
1. Separate plans and permits are required for tank removals and replacements from Fire Department.
2. Any new surface water facilities shall comply with the 1990 King County Surface Water Design Manual.
3. If this project requires any utility relocation or installation, then a submlLLdl of conceptual utility plans
showing all existing and proposed utilities; including water mains, sewer mains, manholes, valves,
hydrants, drainage facilities, drainage mains and catch basins is required for permit review. All existing
utility easements on the site must also be shown on the site plan. A complete conceptual drainage plan
with a Level 1 (1990 King County Surface Water Design Manual) downstream analysis and calculations
for sizing any required detention and water-quality treatment facilities may be required with the formal
application of this project. If you have questions please call Mike Dotson, Plan Reviewer, at 425-430-
7304.
4. Permit application must include an itemized cost of construction estimate for the utility improvements.
The fee for review and inspection of these improvements is 5% of the first $1 ~O, 000 of the estimated
cost; 4% of the next $100,000; and 3% of any additional cost. One-half of the fees are due upon permit
application.
5. Erosion Control (if required) will be in accordance with the Department of Ecology guidelines, and subject
to review and approval by the Developments Services representative.
6. The applicant is responsible for any necessary private utility easements.

The applicant seeks environmental review in order to install a fueling system with two
above ground tanks at 540 W. Perimeter Road, the Renton Municipal Airport. Tank
one, a 12,000 gallon double-walled 100LL tank, will be moved to site. Tank two is a
new 12,000 gallon double-walled tank for Jet A fuel. The proposal includes the two
tanks on the fuel tank slab, fuel truck containment parking area and the fueling slab.
The complete fueling system area is 2,575 square feet. The proposed project is
consistent with existing surrounding aviation use on the site. The site is flat and is
currently covered with asphalt and cement with no vegetation. The site shows an
existing detention basin. An extruded curb is proposed to encompass the truck slab.
The applicant proposes the hours of operation to be Monday through Friday, 8:00am
to 5:00pm.

In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those
project Impacts that are not adequately addressed under existing development standards and
environmental regulations.
1. Earth
Impacts: The project area is flat and covered with asphalt or cement. The site is not within any wetlands and is
approximately 0.6 mile south of Lake Washington and approximately one-third mile west of Cedar River. Currently, the
site has no vegetation or trees and none are proposed to be installed.
The applicant proposes the removal of the existing asphalUcement and to level the site for pouring of concrete for tank
installations. The percentage of impervious surface is not proposed to change. No erosion is expected to occur due to
the proposal. Therefore, no erosion control measures are proposed.
Mitigation Measures: No further mitigation is recommended.

2. Air
Impacts: The proposed use may generate a very low emission of aviation fuel vapors. The tanks will incorporate a
pressure/vacuum control vent designed to minimize emissions to the atmosphere. The applicant is responsible for
obtaining any required permits from the Puget Sound Clean Air Agency.
Mitigation Measures: No further mitigation is recommended.

3. Water
Impacts: Lake Washington is approximately 0.6 miles north of the project area and the Cedar River is approximately
one-third mile east. According to the applicant's Environmental Checklist, source of water runoff will be storm water to
drain to existing storm drains. Containment equipment and methods are proposed by the applicant to prevent spills
from entering the storm drainage system.

The tanks are double-wall, with integral secondary containment for the entire contents of tank. Each tank's
containment compartment has a leak detection monitoring system and spill containment equipment will be maintained
on site.
Mitigation Measures: No further mitigation is recommended.

Impacts: The fuel tanks are a dual containment system which meets Underwriters Laboratory (UL), National Fire
Protection Agency (NFPA) and Uniform Fire Code (UFC) requirements for fire and impact protection. Additionally, two
jersey barriers are to be located to the east and south boundaries of the fueling tanks for protection.
Mitigation Measures: No further mitigation is recommended.

Planning
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. All debris and demolition materials must be removed from the site and properly disposed of in an approved off-
site location. If underground tanks or hazardous materials are encountered during site preparation, the
applicant must contact the City to discuss appropriate soils testing and disposal measures (e.g., Fire
Department tank removal permits and verification soils are not contaminated).
3. Applicant is responsible for obtaining any additional applicable permits required from other agencies.
Fire Prevention
1. Spill and drainage control is required for the fueling area and truck parking area (1997 U FC 7902.2.8). Because
the tanks are of double wall construction, spill and drainage control is not required around the tanks. The
fueling and truck parking areas must be designed to control and contain fuel spills, and any fuel that is
collected in these areas must be disposed by an approved method.

2. Provisions must also be made to remove storm water from the spill control areas (1997 UFC 7902.2.8.3.6). If
drains are used, they shall not discharge to adjoining property, natural watercourses, public sewers or public
drainage channels, unless the drain is designed to prevent the release of flammable or combustible liquids. A
valve operable from the outside of the drainage control area shall be provided and shall normally be kept
closed.
Plan Review
1. Separate plans and permits are required for tank removals and replacements from Fire Department.
2. Any new surface water facilities shall comply with the 1990 King County Surface Water Design Manual.
3. If this project requires any utility relocation or installation, then a submittal of conceptual utility plans showing all
existing and proposed utilities; including water mains, sewer mains, manholes, valves, hydrants, drainage
facilities, drainage mains and catch basins is required for permit review. All existing utility easements on the
site must also be shown on the site plan. A complete conceptual drainage plan with a Level 1 (1990 King
County Surface Water Design Manual) downstream analysis and calculations for sizing any required detention
and water-quality treatment facilities may be required with the formal application of this project. If you have

4. Permit application must include an itemized cost of construction estimate for the utility improvements. The fee
for review and inspection of these improvements is 5% of the first $100, 000 of the estimated cost; 4% of the
next $100,000; and 3% of any additional cost. One-half of the fees are due upon permit application.
5. Erosion Control (if required) will be in accordance with the Department of Ecology guidelines, and subject to
review and approval by the Developments Services representative.
6. The applicant is responsible for any necessary private utility easements.
Building
1. A building permit will be required for the construction of the structural slab.

The applicant is proposing the installation of a double-wall 12,OOO-gallon aboveground bulk-
fueling unit for storing and dispensing aviation fuel and relocate another 12,OOO-gallon tank to the
proposed site. A 325 square foot fueling slap would be provided as well as a fuel truck
containment parking area. The subject site is located on the western side of the airstrip near NW
51h Street, if extended. According to the applicant's narrative the site is flat and un-vegetated
being mostly concrete and/or asphalt. The site is designated Employment Area -Industrial on the
Comprehensive Plan Land Use Map and zoned Industrial Medium. The site is just north of the
JOO-year flood hazard in the 500-year flood area. Relevant Comprehensive Plan land use policies
are attached.
Analysis:
The airport is considered to be an industrial use and aviation fueling in ancillary to that use
(Policy LU-195). Clearly it is a synergistic relationship with other uses at this operating airport.
Tn terms of the TranspOJ1ation Element policies related to the Renton Municipal Airport staff note
that the selling of aviation fuel is a key component of operating this unique transportation facility
in an efficient manner (Objective T-Q). By consolidating the new and an existing 12,OOO-gallon
tank in one local and using safety barriers, etc. it appears that the new facility will maximize
safety, efficiency and opportunity of use (T -49).

Fuel Tank Relocation
I have reviewed the subject Environmental and Development application. The following are my
comments related to the environmental impacts, policy, and code-related comments:
Existing Conditions:
WATER
SEWER
STORM
STREETS
The site is currently supplied with City of Renton Water. There is a
12-inch water main in West Perimeter Road. Fire flow available at the
site is approximately 3,800 gpm. Static Water pressure is 76 psi.
Pressure Zone is 196. The site is outside the Aqui fer Protection Zone.
The site is currently served with City of Renton Sewer. There is an existing 8-
inch sewer main in West Perimeter Road.
Surface water conveyance facilities currently are serving this site. However,
additional infrastTucture may be necessary.
Fully improved roadways with curb, gutter, sidewalk and street lighting already
surround this site. Existing site ingress and egress is adequate.
CODE COMMENTS
1. Separate plans and permits are required for tank removals and replacements from Fire
Department. The Fire Department will need more information for review of the
abandonment of the 20,000 gallon tank.
2. Any new surface water facilities shall comply with the 1990 King County Surface Water
Design Manual.
3. I f this project requires any utility relocation or installation, then a submittal of
conceptual utility plans showing all existing and proposed utilities; including water
mains, sewer mains, manholes, valves, hydrants, drainage facilities, drainage mains and
catch basins is required for permit review. All existing utility easements on the site must
also be shown on the site plan. A complete conceptual drainage plan with a Levell
(1990 King County Surface Water Design Manual) downstTeam analysis and
calculations for sizing any required detention and water-quality treatment facilities may
be required with the formal application of this project. If you have questions please call

4. Permit application must include an itemized cost of constmction estimate for the utility
and roadway improvements. The fee for review and inspection of these improvements is
5% of the first $100, 000 of the estimated cost; 4% of the next $100,000; and 3% of any
additional cost. One-half of the fee is due upon permit application.
5. Erosion Control (ifrequired) will be in accordance with the Department of Ecology
guidelines, and subject to review and approval by the Developments Services
represen ta t i ve.
6. The applicant is responsible for any necessary private utility easements.

SUBJECT: Pro Flight Aviation Fuel Tanks
We have completed our review of the SEPA checklist and related documents for the Pro-Flight
tank installation project. Pro-Flight has submitted a permit application for the tanks to the Fire
Department, which has been approved pending completion of the SEPA requirements. Based on
our review of the SEPA infonnation, we have the following Uniform Fire Code-related
comments:
• Spill and drainage control is required for the fueling area and truck parking area (1997
UFC 7902.2.8). Because the tanks are of double-wall constmction, spill and drainage
control is not required around the tanks. The fueling and truck parking areas must be
designed to contTOI and contain fuel spills, and any fuel that is collected in these areas
must be disposed by an approved method.
• Provisions must also be made to remove st01111 water from the spill control areas (1997
UFC 7902.2.8.3.6). If drains are used, they shall not discharge to adjoining property,
natural watercourses, public sewers or public drainage channels, unless the drain is
designed to prevent the release of flammable or combustible liquids. A valve operable
from the outside of the drainage control area shall be provided and shall n01111ally be kept
closed.

Pro-Flight Aviation Fuel Tanks
Pro-Flight Aviation, Inc would like to install a fueling system at 540 W. Perimeter
Road, Renton, WA 98055. The purpose is to install a new 12,000 gallon tank for Jet
A fuel, and to move another 12,000 gallon 100LL tank to the proposed site. The
current usc of the site and surrounding area is aviation related. The usc of the site
will remain aviation related after completion of this project. Currently, the site is
covered with asphalt and concrete. At the completion of the project, the site will be
covered with cement and/or asphalt. There currently is no vegetation or trees on the
site, and there are no plans to install any after completion of the project. Lake
Washington is approximately .6 (six-tenth) mile north of the site, and the Cedar
River is approximately 113 (one-third) mile cast of the site. The site is flat, and not
part of the wetlands. The property is currently zoned Industrial Medium, and the
comprehensive plan designation is Employment Area Industrial.
The completed pro,iect would have a fuel tank slab of 25 feet x 36 feet x 9 inches.
The fuel truck containment parldng area would be 30 feet x 45 feet x 6 inches. The
fueling slab would be 25 feet x 13 feet x 6 inches. The entire area would be 2,575
square feet (two-thousand-five-hundred-seventy-five) and would be made of cement.
Per Eric Chapman of the Renton Fire Department, jersey barriers would be
required of the east and south boundaries of the tank slab. The estimated
construction cost would be $20,985.00 (twenty-thousand-nine-hundred-eighty-five
dollars.) The estimated value of the site after the fueling systems are installed is
$135,000 (one-hundred-thirty-five thousand dollars.)
The permits required for the site would be City of Renton Building Permit, Renton
Fire Department Plan Review, Puget Sound Clean Air Agency Permit, SEPA, Doc
30 Tank Notice Installation, and City of Renton Electrical Permit.

CONSTRUCTION MITIGATION DESCRIPTION
Pro-Flight Aviation Fuel Tanks
The proposed construction dates for the site prep are the first part of May, with the
site prep taking 3 to 4 days to complete. The Jet A tank installation will begin the
next day, and will take 1 to 2 days to complete. Hopefully, we will begin May 3,
2004, depending on permit processes. The hours of operation will be 8:00 am to 5:00
pm, Monday through Friday. Hauling of material will be brought to the site via
Perimeter Road. We will minimize traffic impacts by having all equipment parked
on the site, not on Perimeter Road. We will minimize dust by spraying with water
any uncovered dirt. We will have a traffic marshal at the entrance of the site to
allow any vehicles safe and slow entrance to Perimeter Road.
The tank installation will require a crane. We are coordinating this with Mr. Ryan
Zulaf, Renton Municipal Airport Manager. The crane will be on the driveway
entrance to the site. A traffic marshal will be stationed at the entrance to ensure
safety.
