underneath the Kennyclale Creek footbridge. Approximately 45 cubic yarcls of material will be
excavated from beneath the bridge ~ upstream for approximately 75 feet, and down~stream for
approximately 50 feet. The project will prevent water from cresting over the bridge and will allow
the Kennydale Creek to return to Its natural drainage course, away from the bridge abutments. The

Tilis letter is written on behalf of the Environmental Review Committee (ERC) and is to inform you that they have
completed their review of the environmental impacts of the above-referenced project. The Committee, on April 27, 2004,
decided that your project will be issued a Determination of Non-Significance.
Tile City of Renton ERC has determined that it does not have a probable significant adverse impact on the environment.
An Environmental Impact Statement (EIS) is not required under RCW 43.21 C.030(2)(c). This decision was made by the
ERC under the authority of Section 4-6-6, Renton Municipal Code, after review of a completed environmental checklist
and other information, on file with the lead agency. This information is available to the public on request.
Appeals of the environmental determination must be fIIed'ln writing on or before 5:00 PM May 17, 2004. Appeals

In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.

Impacts: The project proposes to remove up to 45 cubic yards of material on an annual basis to prevent damage to the
existing bridge structure. Analysis of the project does not reveal any significant impacts that require mitigation above
and beyond existing code requirements.

Impacts: The proposal is to allow the creek to return to its natural channel. Potential erosion impacts that could occur
during project construction would be adequately mitigated by City Code requirements for approval of a Temporary
Erosion and Sedimentation Control Plan (TESCP) pursuant to the 1990 King County Surface Water Design Manual
(KCSWDM) and a Construction Mitigation Plan prior to issuance of Construction Permits.

Impacts: Comments were received from the State Office of Archaeology and Historic Preservation suggesting that a
professional archaeological survey be conducted for the site. However, since the entire area of work was historically
underwater until the lake level was lowered in the early 1900s, it would be highly unlikely that archaeological resources
would be found in this area.
Mitigation Measures: No further mitigation is recommended.

Thank you for your letter of April 19th requesting that the City have a professional archaeological study
conducted in conjunction with the above-referenced project. This particular project site was histOrically
underwater until the early 1900s when the level of Lake Washington was lowered by approximately nine
feet. Therefore, we will not be requiring a study to be conducted in this particular instance.
However. the City will immediately cea~e construction and notify your office should any archaeological
deposits or human remains be encountered during the work. We would appreciate it if you could provide us
with any informational materials your office may have available· to guide" contractors in this regard.
This project does not require any federal permits and no federal funds wilrbe contributed. The City will fund

The following Utility and Transportation comments concern the Environmental (SEPA) review
for the subject Kennydale footbridge maintenance.
EXISTING CONDITIONS
SURFACE WATER -Kennydale Creek is a regulated watercourse.
CODE REQUIREMENTS
SURFACE WATER
1. An Erosion Control plan is required. The Erosion Control plan should describe how
BMP's would be installed and maintained during construction. It should also provide a
contingency plan for high flow conditions.
CONDITIONS
1. Temporary Erosion Control shall be installed and maintained in accordance with the
Department of Ecology Standards.
2. Coordinate all work with the Department of Ecology and Department of Fisheries (HPA
Permit required).
NOTES TO APPLICANT
1. Timing of maintenance; July or August may be better months for in stream work. The
potential for significant rainfall events is lower, And base flows should be lower, This
condition may be imposed by the Fisheries permit.
2. Note: It appears that due to the existing stream bed profile near the bridge (as shown on
the exhibit included with LU application), continued 'maintenance' will be necessary.
The sediment deposition is occurring in a low area ("sump"). Silt will naturally continually
deposit in this area. Therefore, Salmonid rearing and other wildlife habitat
considerations may behoove one of the following measures; raise or replace with an
arch bridge, relocate to a different location, or removal of the bridge. Grant monies may
be available for this project. If the annual maintenance work can be eliminated, the cost
savings ($2,400) could be applied toward a permanent solution.

The proposal Is to remove materials, such as slit, sand, and brush from
underneath the Kennydale Creek footbridge on an annual basis.
Approximately 45 cubic yards of material will be excavated from beneath
the bridge -upstream f or approximately 75 feet, and down-stream for
approximately 50 feet. The project will prevent water from cresting over
the b ridge a nd w ill allow Ihe K ennydale C reek to r elurn 10 i Is natural
drainage course, away from the bridge abulments. The existing
landscaping will be completeiy restored. The maintenance work will be
conducted during the tlmeframe authorized by the Department of
Fisherlos ovor as-year time period. Tho work is oxempt from a Shoroline
Substantial Dovoiopmonl Permit, howevor, environmental review is
required.

OPTiONAL DETERMINATiON OF NON-SIGNIFiCANCE (DNS): As the Lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore. as
permitted under the RCW 43.21 C.110, the City of Renton is using the Optional DNS process to give notice lI,at a DNS
is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment
period. There will be no comment period following the issuance of tI,e Threshold Determination of Non-Significance

The basis for this exemption falls under maintenance and repair of existing structures. Maintenance
clean up do to a substantial amount of gravel, silt, and debris coming down the creek and filling in
under the bridge causing the water at high volumes of rain to overflow and run over the bridge and
asphalt trail. Rendering it none use able for the public.
This site is a City of Renton park and is used for public recreation such as swimming, boating,
jogging, and picnicking.
This park borders Lake Washington. The body of water is a lake with low banks and a sandy beach.

RR. The lise of this site is only for scenic observation. The site has the name of Kenny dale
Creek although it is surface water run off. The steepest slope is approximately 2 % down
fall for water flow into the lake. The creek has no steep slopes on its banks. The soil types
are of silt and sand. The total cost of this project should not exceed $ 2,450.00.
Approximately 45 cubic yards of silt and sand will be removed, along with some
vegetation.

The proposed dates for construction of this project are May 3rd, 2004 to June 30th, 2004. Hours of construction
should be 7:00 A.M. to 3 :30 P.M., Monday through Friday. No weekend or holiday work will be performed.
The hauling of materials away and to the site will have no impact on transportation. All hauling routes will be
confined within the park. The project takes place within the park and only during day light hours. Any mud or
debris that gets on the trail or roadway will be swept up and be confined to the park. No traffic plan will be
needed; all traffic will be confined to the park.

The water in the creek will be diverted around the work area by a water pump upstream
from the work site. The water discharge hose will be laid on the grass so the water will be
filtered for debris before running back into the lake. Silt and sand will be kept from
