equipment at 840 W. Perimeter Road,
the Renton Municipal Airport. The
four tanks consist of two 10,000 gal-
lon, one 8,000 gallon, and one 6,000
gallon tanks used to store and dis-
pense aviation fuel. The proposal
includes associated soil remediation.
The 10,392 square foot site is cur-
rently flat, impervious surface and
consistent with existing surrounding
aviation use in the area. The appli-
cant proposes the work to take place
the summer of 2004 between the
hours of 8 a.m. and 5 p.m., Monday
through Friday.
Appeals of the environmental
determination must be filed in writ-
ing on or before 5:00 PM July 12,

existing underground storage tanks. The two 10,000 gallon, one 8,000 gallon, and one 6,000
gallon tanks were used to store and dispense aviation fuel. The tanks were closed in 2003 by
issuance of a Temporary Closure permit. The site is located at 840 W. Perimeter Road, which is
within the Renton Municipal Airport boundaries. The applicant has indicated that the project site

Advisory Notes to Applicant:
The following notes are supplemental information provided in conjunction with the environmental
determination. Because these notes are provided as information only, they are not subject to the appeal
process for environmental determinations.
Planning
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. All debris and demolition materials must be removed from the site and properly disposed of in an
approved off-site location. If underground tanks or hazardous materials are encountered during site
preparation, the applicant must contact the City to discuss appropriate soils testing and disposal
measures (e.g., Fire Department tank removal permits and verification soils are not contaminated).
3. Applicant is responsible for obtaining any additional applicable permits required from other agencies.
Fire Prevention
1. Permits are required from the City of Renton Fire Department for removal of the tanks. Applications for
the tank removal permits shall be submitted after theSEPA determination is made.
2. All tank removal activities shall be done in accordance with the fire code requirements.
3. A timeline for the start and completion of the tank removal activities shall be submitted to the Fire
Department with the tank removal permit applications.
4. A report documenting the tank closure activities shall be submitted to the fire department following
completion of the tank removals.
Plan Review
1. Separate plans and permits are required for tank removals from Fire Department.
2. Any new surface water facilities shall comply with the 1990 King County Surface Water Design Manual.
3. If this project requires any utility relocation or installation, then a submittal of conceptual utility plans
showing all existing and proposed utilities; including water mains, sewer mains, manholes, valves,
hydrants, drainage facilities, drainage mains and catch basins is required for permit review. All existing
utility easements on the site must also be shown on the site plan. A complete conceptual drainage plan
with a Level 1 (1990 King County Surface Water Design Manual) downstream analysis and calculations
for sizing any required detention and water-quality treatment facilities may be required with the formal

4. Erosion Control (if required) will be in accordance with the Department of Ecology guidelines, and subject
to review and approval by the Developments Services representative.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21 C.030(2)(c).
Conditions were imposed as mitigation measures by the Environmental Review Committee under their authority of
Section 4-6-6 Renton Municipal Code. These conditions are necessary to mitigate environmental impacts identified
during the environmental review process.
Appeals of the environmental determination must be filed in writing on or before 5:00 PM July 12, 2004. Appeals must be
filed in writing together with the required $75.00 application fee with: Hearing Examiner, City of Renton, 1055 South Grady
Way, Renton, WA 98055. Appeals to the Examiner are governed by City of Renton Municipal Code Section 4-8-110B.

In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those .
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
1. Earth
Impacts: The project area is flat and covered with impervious surface. The site is not within any wetlands and is
approximately 0.25 mile south of Lake Washington and approximately one-third mile west of Cedar River. Currently, the
site has no vegetation or trees and none are proposed to be installed. .
The applicant proposes the removal of the existing pavement to excavate the tanks and replace with clean fill of sand
and gravel. The percentage of impervious surface is not proposed to change. The excavation area will be fenced off
while soil samples are taken. These samples will be evaluated for historical leakage of petroleum from the tanks and/or
piping in accordance with the Washington State Department of Ecology guidelines.
If petroleum contaminated soil or groundwater is found, applicant is prepared to over excavate and dispose of
contaminated soil at a permitted off-site facility; pump and treat or dispose of contaminated groundwater; and install an
in-situ treatment system (biosparging, soil vapor extraction).
An estimated 100 cubic yards of clean overburden soil is to be backfilled on site and 50 cubic yards of petroleum-
contaminated soil is to be removed to a permitted off-site facility for disposal.
Mitigation Measures: No further mitigation is recommended.
Nexus: N/A
2. Air
Impacts: The tanks were closed in 2003 under a Temporary Closure Permit issued by the City of Renton Fire
Department. Removal of the tanks and associated equipment will constitute permanent closure. No vapor emissions
are expected therefore no mitigation is recommended. The applicant is responsible for obtaining any required permits
from the Puget Sound Clean Air Agency.
Mitigation Measures: No further mitigation is recommended.
Nexus: N/A
3. Water
Impacts: Lake Washington is approximately 0.25 miles north of the project area and the Cedar River is approximately
one-third mile east. According to the applicant's Environmental Checklist, source of water runoff will be storm water to

drain to existing storm drains. During removal of the tanks if any contaminated groundwater is found, appropriate
pumping and treatmenVdisposal will be done by applicant. Direct infiltration of runoff during work will be directed into
the excavation area.
The tanks are to be removed by licensed contractor certified for UST-closure services.
Mitigation Measures: No further mitigation is recommended.

4. Environmental Health
Impacts: The fuel tanks will be removed along with the associated piping and dispensing equipment. The site will be
filled with clean sand and gravel and repaved. Soil testing will be conducted for petroleum contaminants to determine
the extent of any necessary clean up of site.
Mitigation Measures: No further mitigation is recommended.

5. Historic and Cultural Preservation
Impacts: According to the Washington State Office of Archaeology and Historic Preservation, the subject site is located
near potentially significant archaeological sites of Native American ethnographic place names. Also, near the former
Duwamish embayment and former confluence of the Cedar and Black Rivers. Since the project site is within close
proximity to the known archaeologiCal site, the Washington State Office of Archaeology and Historic Preservation has
requested the site be monitored during the excavation work in the event any archaeological resources may be present.
Since the site has been previously filled and paved, it is recommended that if any archaeological deposit or human
remains are encountered during the excavation, work should cease immediately and the State Archaeologist should be
contacted. Additionally, if any petroleum contaminated soil or groundwater is found which would involve disturbance of
soil outside of the proposed area applicant must consult with the State Archaeologist prior to further excavation .. This
recommendation is offered as a mitigation measure associated with the project.
Mitigation Measures: The applicant shall be required to cease construction and notify the Washington State Office of
Archaeology and Historic Preservation should any archaeological deposits or human remains be encountered during
project construction.

We have reviewed the materials forwarded to our office for the proposed project referenced
above. The area has extreniely high potential for archaeological resources. There are four
Native Ainerican.ethnographic place names surrounding this locatiqn, and several significant
archaeological sites recorded in Renton. This project area is also on the edge of the former
Duwamish embayment, and near the former confluence of the Cedar and Black Rivers. These
environmental factors increase the probability for archaeological sites to be present in the project
area.
We assume the project area is currently paved. Normally, we would recommend a professional
archaeological survey of the project areas prior to project commencement. However, if the
project area is paved, this would not be feasible. Therefore, we recommend a professional
archaeological monitor be present during tank and pipe removal to observe any archaeological
resources that may be present surrounding the tanks. If the taTIks. and piping can be demonstrated
to be wholly within fill, we would be happy to reconsider our recommendation. We also
recommend consultation with the concerned tribes cultural committees and staff regarding
cultural resource issues.
In addition, if federal funds or permits are involved Section 106 of the National Historic
Preservation Act, as amended, and its implementing regulations, 36CFR800, must be followed
regarding historic properties and archaeological sites. We would appreciate receiving any
correspondence or comments from concerned tribes or other parties concerning cultural resource
issues that you receive as you consult under the requirements of 36CFR800.4(a)(4).

I have reviewed the subject Environmental and Development application. The following are my
comments related to the environmental impacts, policy, and code-related comments:
Existing Conditions:

The site is currently supplied with City of Renton Water. There is a
12-inch and 8-inch water main in West Perimeter Road. Fire flow
available at the site is approximately 1,700 gpm. Static Water pressure
is 77 psi. Pressure Zone is 196. The site is outside the Aquifer
Protection Zone.
The site is currently served with City of Renton Sewer. There is an existing 8-
inch sewer main in West Perimeter Road.
Surface water conveyance facilities currently are serving this site.
Fully improved roadways with curb, gutter, sidewalk and street lighting already
surround this site. Existing site ingress and egress is adequate.

The fire department has reviewed the above application and has the following comments:
Permits are required from the fire department for removal of the tanks. Applications for
the tank removal permits shall be submitted after the SEP A determination is made.
All tank removal activities shall be done in accordance fire code requirements.
A timeline for the start and completion of the tank removal activities shall be submitted to
the fire department with the tank removal permit applications.
A report documenting the tank closure activities shall be submitted to the fire department
following completion ofthe tank removals.

PROJECT NAME: ACTION AVIATION REMEDIATION & TANK REMOVAL
PROJECT DESCRIPTION: Removal of 4 underground fuel storage tanks and associated soli
remediation. The applicant Is requesting SEPA environmental review In order to remove 4 existing underground
storage tanks. The two 10,000 gallon, one 8,000 gallon, and one 6,000 gallon tanks were used to store and
dispense aviation fuel. The tanks were closed in 2003 by issuance of a Temporary Closure permit The site is
located at 840 W. Perimeter Road, which is within the Renton Municipal Airport boundaries. The applicant has
indicated that the project site area is currently impervious surface. The project site will comprise of approximately
10,392 square feet. The work is scheduled for the summer of 2004.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the
RCW 43.21 C.11 0, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued.
Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no
comment period following the issuance of the Threshold Determination of Non-Significance (DNS): . A 14-day appeal
period will follow the issuance of the DNS. .

The proposed project, Action AviationTank Removal, is to take place in the ARECEIVED
Aviation Fueling Area (identified as Work Area on site map). The site is part of the
Renton Municipal Airport and is currently leased by the Boeing Employees Flying
Association (BEF A). The site is paved and is used for parking airplanes.
Fbur underground storage tanks (two 10,000 gallon tanks, one 8,000 gallon tank, and one
6,000 gallon tank) are located in the Action Aviation Fueling Area. These tanks were
formerly used to store and dispense airline fuel. The tanks were temporarily closed in
2003 under a Temporary Closure Permit issued by the City of Renton Fire Department.
This work is to permanently close the tanks by removing the tanks from the site. .
The work will consist of the following activities:
• Removing asphalt above the 4 tanks;
• Excavating tanks following standard tank closure procedures;
• Removing a~sociated piping and dispensing equipment;
• Appropriately disposing/recycling of tanks and piping at an off-site
. facility;
• Collecting soil samples from the excav'ation sidewalls and bottoII). and any
other potentially affected areas, and analyzing samples for petroleum '
constituents;
• Backfilling the excavation with clean soil; and
• Compacting backfill and replacing the asphalt to the existing grade.
Soil samples will be collected in a·ccordance with Washington State Department of
Ecology guidelines to evaluate the potential for historical leakage of petroleum from the
tanks or piping. The excavation area will be fenced offwhile sample analysis is
performed. In the event petroleum-contaminated soil or groundwater is identified, the
following contingency actions may be taken, depending on the location and quantity of
.contarn:inated materials: .
• Overexcavation of contaminated soil, followed by disposal at an
appropriate, permitted, off-site facility; ,
• Pumping and appropriate treatment/disposal of contaminated groundwater;
Backfilling the excavation with soil mixed with treatment compounds that .
would remove contamination in-place; or
• Installing an in-situ treatment system (e.g., biosparging, soil vapor
extraction).
Tank removal will be performed by a licensed contractor certified for UST -closure
services. The preliminary estimated volume of soil to be excavated is 100 cy of clean
overburden (to be backfilled on site) and 50 cy of petroleum-contaminated soil (PCS: to
be disposed of off site). The actual volume may be less than or greater than these
estimated quantities based on sampling results ...

Site working hours will be 8 am to 5 pm, Monday_through Friday. The project is expected
to result in 4 to 6 days of site work over a 2 to 4 week period, depending on how quickly
sampling results are received and the need for contingency actions. The expected time

Trucks carrying materials and equipment will access the site following Rainier Avenue
South to West Perimeter Road. The project is not expected to.result in a significant
increase in traffic as large quantities of materials are not expected to be removed from or
impocted to the site.
Mitigation Measures -
Dust will be minimized by water spraying if dusty conditions are encountered; The work
area will be surrounded by paved areas. Surface water runoff in the work area will be
directed to infiltrate directly into the excavation area using berms. Storm drains on the
surrounding tarmac will be covered with heavy-duty filter fabric. Best management
practices will be used (e.g., straw bales, etc.) to prevent sediment runoff and ero§ion.AnY
soil tracked onto the street or otherpublic areas will be swept up each work day. Work
hours will be limited to between 8 am and 5 pm Monday through Friday to avoid noise
impacts.

Temporary Erosion and Sediment C~ntrol Plan
Health and Safety
A site-specific health and safety plan will be prepared.
Access to the site is controlled 24 hours by fencing. Access to the construction area by on-
site personnel will be controlled using cones, barricades, and/or barricade tape. Protection./
shall be placed over open trenches or borings not actively worked. Temporary security
fencing will be used to restrict access to excavation areas when not actively worked.

Environmental Protection
Spill ControL The contractor shall control, cleanup, and dispose of soil; water, fuel,
lubrication oil, or other material resulting from spills; accidents, or other events during this-
work that are not associated with existing site conditions. Spill response materials shall be
kept on site. As soon as a vehicle or equipment leak is detected, the equipment shall be
. stopped immediately ~d cleanup commenced as soon as safety permits.
Equipment Decontamination. Equipment that has contacted potentially contaminated soil
(see Soil Management section) shall be decontaminated with a pressure washer. Wash water-
form equipment decontamination shall be infiltrated into the excavation or contained,
collected into a temporary wastewater holding tank, and legally disposed of by the contractor.
Groundwater Containment. Groundwater removed from-the work shall be collected into a
temporary wastewater holding tank and legally disposed of by the Contractor. The Contractor
shall not allow groundwater to flow off the site or to enter storm drains. -

Monitoring Well Protection. Existing groundwater monitoring wells shall be protected and
maintained during the remedial action. Monitoring wells that would significantly interfere
with the remedial action shall be abandoned in accordance with Chapter 173-360 WAC.
Environmental Emergency Notification. For environmental emergencies not covered by
this plan or the contractor's health and safety plan, the contractor will stop work and notify:

Utility Protection
The Contractor shall perfonn a one-call utility locate and field verify the locations and
elevations of existing utilities within 50 feet of the planned excavation area prior to !
commencing work arid take precautionary measures as necessary to protect active utilities.
Dust and Erosion Control
" .
The Contractor shall prevent fugitive emissions of soil or solid materials during on-site
activities. No visible dust shall be generated. Soil erosion due to,precipitation runoff or run-
onto or from excavations, stockpiles, paving areas, or other soil areas exposed or disturbed
by Contractor activities shall be controlled using benns, surface water control, straw bales,
temporary visqueen covers, or other appropriate control measures. All active stonn water
catch basins shall be lined with filter fabric.
The transport of sediment onto paved roads shall be minimized. If sediment is transported'
onto a paved road surface, the road shall be cleaned thoroughly at the end of each working
. day. Sediment shall be removed frout paved roads by shoveling or sweeping and shall be
transported ,to the soil stockpile area. Street washing shall be a.llowed only after sediment is
removed in this manner.
All erosion control facilities shall be constructed prior to excavation, and maintained until
work is completed. Temporary plastic covers of excavation sidewalls, if necessary, shall be
placed overnight and when the excavation is not actively worked.
Asphalt removal before excavation shall be minimized to the area directly around the
proposed excavated area. Ifadditional soil requires removal based onsarnpling and chemical
analysis, additional asphalt shall be removed at that time to allow excavation while '
maintaining appropriate sidewall slopes and avoiding undermi~g. The area of exposed soil
will be minimized at all times.
Soil Handling
Excavated soil will be screened for evidence of petroleum contamination, such as presence of
VOCswith a photoionizationdetector, odor, sheen, or staining. Potentially contaminated soil
shall be handled in a manner as to minimize spills and the release of dust. Potentially
Contaminated Soil shall be stockpiled separately from other soil. Soils will be placed on an
impenneable surface such as pavement or on plastic. Any soil left on site overriight shall be
covered to prevent stormwater contact and runoff. If soils with free water are stockpiled, the
stockpile will be benned and lined with plastic. Any water accumulating in the storage '
container will either be infiltrated into the excavation or collected in the wastewater
collection tank, depending on evidence of potential contamination (e.g.,~heen or odor).
Fluid Handling
The Contractor shall prevent surface flow from entering the excavations. If free water in
excavations requires removal to allow tank or soil excavation, it shall be pumped into a
temporary wastewater holding tank and legally disposed of. In the event free product is
observed on the surface of groundwater in the excavation, it shall be removed by pumps,
absorbent pads, or similar method, placed in 55-gallon drums, and legally disposed of.

Site Restoration,
, Site restorationwill include backfilling arid compaction of the excavated area, followed'
by replacement of the asphalt surface. The site will be restored to the existing grade.
