Project Description: The applicant is requesting Special Administrative Fence Permit Approval
in order to keep an existing stained cedar fence along the eastern property line of their single-
family residence, adjacent to Park Avenue N. The 26-foot section of fence towards the front of
the lot is 5-feet in height, the remaining 76-foot section is 6-feet in height. The finished face of the
cedar fence is oriented towards the street. The fence is located approximately three feet from
public sidewalk within the site's side yard along the street. The applicant proposes to plant
groundcover and wildflowers along the street side of the fence.

Conditions of Approval:
1. Applicant shall be required to enhance and install landscaping which will achieve greater
screening and break up the blank appearance of the 5 to 6-foot high solid fence along Park
Avenue N. The proposed ground cover and wild flowers shall be supplemented with a minimum
of 20% evergreen plantings (Le. Leyland Cypress) of a height no less thpn 3 to 4 feet. The
approved landscaping shall be installed and inspected by' Development Services Division within
one year of the date of issuance of this permit.

Special Fence Permit Justification:
Permanent Landscaping along front offence: We have ground covering as we did
previously as well as some wild flowers. This area is maintained and weeded on a
regular basis to ensure that it is not an eyesore to others in the neighborhood.
The fence is constructed of cedar and has been stained in order to maintain its color, to
prevent this from becoming an eyesore in the neighborhood. We think that this is the
prettiest fence on Park Avenue and several of our neighbors have complimented us for
the improvement.
Modulation ofthe fence: The fence is pieced together with modules that measure 6' in
height and 8 feet in length.
Cascade Fencing and Arbor completed the construction of this fence which is similar in
both appearance and specification to others that are in our neighborhood. Those fences
also parallel Park Avenue and are at a height of 6'. We thought the height of our fence
was acceptable based upon the fact that similar fences exist on our street.
Increased setbacks from the adjacent sidewalk: 2'8", this is the same setback as out
neighbor to the North. We are even with the retaining wall that is set at 1225 N. 33rd
Street. The distance o{our setback was based upon that wall. We were very cautious not
to encroach upon the sidewalk and to keep our setback equal to others in the
neighborhood.
Ornamental materials or construction treatment: None
Orientation of the finished face of the fence toward the street: Our fence runs parallel
with Park Avenue the length of our property line.
Other comparable construction or design methods:
Please Note: We felt that we needed a taller fence in order to provide a bit of privacy to
our back yard. With the shorter fence that was previously in place we were finding that
we were getting a lot of litter tossed over the fence and into our yard. With the taller
fence we are finding that that litter stays out of the yard from pedestrians that walk along
Park Avenue. Although the trash remains on the outside of the fence we are always sure
to keep that area picked up. 'We also have two large dogs, and being that the previous
fence was much shorter kids would regularly tease the dogs provoking them to bark, thus
causing a disturbance to our neighbors. With this taller fence the kids are not able to
view the dogs, and the barking is no longer all issue.
