Project Description: The applicant is requesting Special Administrative Fence Permit Approval
in order to continue to construct a 6.5-foot brick column and 5.6-foot metal fence. The section at
the rear of the lot in the side yard along the street is stained cedar fence, which continues along
the rear property line. The property is zoned Residential - 8 (R-8) with a single-family residence
on the corner of Kennewick Avenue NE and NE 14th Street. The brick and metal section of fence
connects to the cedar fence with a gate for access to the rear of the house off of NE 14th Street.
It then continues along NE 14th Street towards the front of the lot. A site triangle of 20 feet is
provided at the corner of NE 14th Street and Kennewick Avenue NE. The brick columns and
metal sections continue along a portion of the front yard and down the driveway. The finished
face of the cedar fence is oriented towards the street. The fence is located approximately two
feet from public right-of-way and within the site's front and side yard along the street. The
applicant proposes to mulch and plant ground cover and shrubs along the fence adjacent to the
streets.

Conditions of Approval:
1. Applicant shall be required to enhance and install landscaping, which will achieve greater
screening and enhance the appearance of the 5 to 6-foot high brick columns and metal and
cedar fence along NE 14th Street and Kennewick Avenue NE. The proposed mulch and
groundcover shall be supplemented with a minimum of one evergreen planting (Le. Leyland
Cypress) per each 92" section of metal fence. The section of cedar fence shall be supplemented
a minimum of 20 percent with the evergreen plantings. The planting shall be of a height no less
than 3 to 4 feet. The approved landscaping shall be installed and inspected by Development
Services Division within one year of the date of issuance of this permit.
