RE: Special Fence Permit for Axis Apartments (f/ka Avalon Greenbriar)
CP Greenbriar LLC recently purchased the Axis Apartments located at 510 Stevens Avenue SW
in Renton, W A. This 357 unit apartment development has had a history of high criminal
activity and the new ownership's objective is to reduce this activity and create a safer and more
trouble free community through management and through capital improvements to the property.
Because the property is divided by both SW Stevens Avenue and S.W. 5th Court it is difficult to
control or monitor access to the property. Unauthorized visitors can easily gain access to the
community from any point along Stevens Avenue or SW 5th Court. The project experiences very
high traffic from people who do not live in the community and undoubtedly some of this traffic
is due to illegal activity.
CP Greenbriar LLC is hereby requesting a Special Fence Permit to install a 5' high wrought iron
fence along Steven Ave SW and S.W. 5th Court as shown on the attached drawing in order to try
to control the number of entry points onto the property.
The Fence will be installed behind existing major mature landscaped areas on the property and
will otherwise generally be between 8 to 15 feet back from the sidewalk. Please see the attached
pictures and descriptions. Because the fence is being installed behind the street side landscaping
which includes mature trees and landscaped berms, no additional landscaping is anticipated.
This placement of the fence along with the classic rail and picket style fencing to be installed
will create a sense of modulation and will be attractive.
The Fence to be installed will a 5' high tubular steel fence with posts at either 6' or 8'. The
picture below shows the type of fencing. The pickets may also be modulated by height.
The tubular steel fencing will be more durable and will provide greater visibility than a wooden
fence such as the one located at the Plum Tree apartments just south and east of Axis.
20' clear vision zones will be maintained at all intersections. In addition, the picket style fence
will create a more open feeling than a solid wood fence, while achieving the objective of
controlling access.
The following pictures show the existing streetscapes and describe the general location of the
fencing. The section of the fencing on the west side of Stevens Avenue SW from S.W. Sunset
(MLK Way) to the entrance to the leasing office will only be 4 feet in height, but will be of
similar construction as the rest of the fencing which will be 5' in height.
The Fencing terminations at all driveway entries will include a return section to provide for
stability and aesthetics. The fencing will have openings at all existing pedestrian walkways
leading to the sidewalk and no closing gates will be installed. Fencing will be installed by a
professional fence installation company.

RE: Special Fence Permit for Axis Apartments (flka Avalon Greenbriar)
CP Greenbriar LLC recently purchased the Axis Apartments located at 510 Stevens Avenue SW
in Renton, WA. This 357 unit apartment development has had a history of high criminal
activity and the new ownership'S objective is to reduce this activity and create a safer and more
trouble free community through management and through capital improvements to the property.
Because the property is divided by both SW Stevens Avenue and S.W. 5th Court it is difficult to
control or monitor access to the property. Unauthorized visitors can easily gain access to the
community from any point along Stevens Avenue or SW 5th Court. The project experiences very
high traffic from people who do not live in the community and undoubtedly some of this traffic
is due to illegal activity.
CP Greenbriar LLC is hereby requesting a Special Fence Permit to install a 5' high wrought iron
fence along Steven Ave SW and S.W. 5th Court as shown on the attached drawing in order to try
to control the number of entry points onto the property.
The Fence will be installed behind existing major mature landscaped areas on the property and
will otherwise generally be between 8 to 15 feet back from the sidewalk. Please see the attached
pictures and descriptions. Because the fence is being installed behind the street side landscaping
which includes mature trees and landscaped berms, no additional landscaping is anticipated.
This placement of the fence along with the classic rail and picket style fencing to be installed
will create a sense of modulation and will be attractive.
The Fence to be installed will a 5' high tubular steel fence with posts at either 6' or 8'. The
picture below shows the type of fencing. The pickets may also be modulated by height.
The tubular steel fencing will be more durable and will provide greater visibility than a wooden
fence such as the one located at the Plum Tree apartments just south and east of Axis.
20' clear vision zones will be maintained at all intersections. In addition, the picket style fence
will create a more open feeling than a solid wood fence, while achieving the objective of
controlling access.
The following pictures show the existing streetscapes and describe the general location of the
fencing. The section of the fencing on the west side of Stevens Avenue SW from S.W. Sunset
(MLK Way) to the entrance to the leasing office will only be 4 feet in height, but will be of
similar construction as the rest of the fencing which will be 5' in height.
The Fencing terminations at all driveway entries will include a return section to provide for
stability and aesthetics. The fencing will have openings at all existing pedestrian walkways
leading to the sidewalk and no closing gates will be installed. Fencing will be installed by a
professional fence installation company.
