they have completed their review of the environmental impacts of the above-referenced project. The
Committee, on November 15, 2005, decided thai your project will be Issued a Determination of Non-
Significance.
The City of Renton ERC has determined that It does not have a probable significant adverse impact on
the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c).
This decision was made by the ERC under the authority of Section 4-6-lJ, Renton MUnicipal Code, after
review of a completed environmental checklist and other information, on file with the lead agency. This
information is available to the public on request

Impacts: None idenlifoed lor this non-proje~t legislative action. However. the Washington State Office of Archaeology
and Historic Preservation did notify us that there is a h~h probability that the parcels subject to the proposed
Amendment 2005-M-6 may have signifICant archaeological resources. There is a large archaeological resource site
na.ar Renton High School. and the proximity to this site indicates the likelihood 01 significant archaeological resources
on Ihe Harper parcels. Prior 10 any project related ground disturbance, a survey 01 the area shall be initiated by a
professional archaeologist and the results shared with the wltural resources staff of any concemed tribes. Once such
a survey is conducted. a copy of the report shall be sent to the State Department of Archaeology and Historical
Preservation and the affected tribes.
Mitigation Measures: None identified for this non-project legislative action.

Dear Development Services Staff:
This letter outlines the application for the Harper Comprehensive Plan Amendment and
Rezone at 129 and 201 Soutb Tobin SI. Renton WA. We are requesting a change in the
Comprehensive plan from "Single Family Residential" to "Employment Area
Commercial" and a Rezone from R-B to C-A.
The subject site is 11,016 square fcet in size. The current zoning of the site is R-8. The
current use oflhe site is for two single family residences. The owner wishes to change the
zoning to allow parking to be constructed in the future for his business across the street at
200 South Tobin ST.
No Critical areas are located on the site however the site is within the ·'Runway
Protection Zone" of the Renton Airport.
The following arc responses to the decision criteria:
A. The Comprehensive Plan Amendment and Rezone bears a substantial relation to
the public health, safety, or welfare in that the subject site is within the "Runway
Protection Zone" ofthc Renton Airport. Per policy LU-27 Residential use should
be limited ,.vithin the runway Protoction Zone. The rezone will allow a use such as
a parking lotto be constructed rather than have tV'iO residences \vithin this
dangerous zone (Crash Zone).
B. The Comprehensive Plan Amendment and Rezone addresses changing
circumstances and needs of the City as a whole in that the change in uses allowed
within this area will allow the residences to be removed much sooner than thc
three year period referenced in the policy LU-27. The policy states that code
adoption must take place within three years in order to deal wilh this issue of
residential uses within the Runv.1lY Protection Zone.
C. The Comprehensive Plan Amendment and rezone is compatible with other
provisions of the Comprehensive Plan. This proposed change meets policy ED-
18, Retain existing businesses by providing needed parking in order to allow
expansion. The potential for additional parking also meets policy ED-20, Achieve
a reasonable balance between parking supply and demand. •
D. The Comprehen~ive Plan Amendment and Rezone is compatible and not
materially detrimental to adjacent Land Uses and surrounding neighborhoods. The
property to thc cast ofthc site is zoned CD and developed as a parking lot. The
area to the south is zoned CD and CA and is developed as a school playfield and
commercial. The property to the wcst is zoncd R-8 and has single family
residences, however within one half block to the west the zoning is CA and is
developed as commercial. The property to the north, across South Tobin Street, is
Zoned CA and is developed as commercial. Tbis small strip of about 5 houses is
zoned R-8 and is surrounded by commercial uses on all sides. The uses allowed
by the proposed reZone would be much more compatible with the surroundings
than the present uses.
E. The Comprehensive Plan Amendment and rezone ""ill not result in development
whicb will adven;ely impact community facilities, including but not limited to
utilities, transportation, parks. or schools. Development of this small commercial
area should lesson the impact to Police, Fire, Schools and Utilities. Additional
parking may be provided lessoning the impact on Transportation.
F. The subject property is suitable for development in general confonnance ",ith
zoning standards '.1!lder the proposed zoning classification. The existing houses
will be removeJ in the future and the site will be transitioned to a new use
allo"·ed by the proposed zoning and will meet all of the development standards.
