The proposal is to use an existing site for a temporary parking lot with 523 parking stalls to be
used for entertainment and commuercial uses such as Wasterways Cruises until such time as the
property is needed for future development of the Southport project ultimately planned for this site.
The site is currenlty composed of crushed concrete and will no grading will occur as a result of this
proposal. Individual parking spaces will be marked with lime and the ends of parking aisles will be
marked with logs or other suitable material. The primary access to the site from Lake Washington
Blvd is located at the southeast corner of the site with secondary access being located at the

Project description: TEMPORARY PARKING LOT
The applicant is proposing to use a vacant parcel for a temporary parking lot containing
523 parking spaces for use by entertainment and commercial uses such as Waterways
Cruises for a period of 5 years. The surface of the site is currently composed of crushed
concrete and no filling or grading activities are proposed. The parking spaces will be
delineated with lime and the ends of the parking aisles are proposed to be marked by
logs or another suitable material. The primary ingress and egress to the site is located
at the southeast corner of the site, which consists of a paved road accessing Lake
Washington Blvd. A secondary access point is located at the northeastern corner of the
site where it connects to the paved road accessing Lake Washington Blvd.
Decision: The Southport Temporary Parking Lot is approved subject to the conditions
as noted below.
Date of Permit Issuance: January 6, 2005.
Date of Expiration: January 6,2007.
Conditions of Approval:
1. The temporary parking lot is approved only for a maximum of 100 vehicles. The
parking area must be delineated through the installation of a fence or other barrier
approved by the City of Renton.
2. This site may be used as a temporary parking area solely for use by patrons of
Waterways Cruises. Signs must be installed at the entrance and perimeter of the
parking area indicating that the parking area is to be used solely by the patrons and
employees of Waterways Cruises. The parking area shall be used for no other
entertainment or commercial uses.

3. Pursuant to RMC 4-9-240M, the applicant shall be required to restore the site to its
original condition upon project completion.
4. This permit is valid for two years, expiring on January 6, 2007

I have reviewed the application for the Southport Parking Lot Temporary Use Permit and have the
following comments:
EXISTING CONDITIONS
The proposed parking lot is shown to be located on an existing portion of the site that is hardpan
gravel and concrete. There are no storm drainage improvements on this site.
SURFACE WATER .
Applicant will be required to provide water quality as the proposed area for parking exceeds 5,000
square feet subject to vehicular use. A drainage report and drainage plans were not provided for
review. Report shall comply with KCSWM 1990 edition

Project Narrative
The project proposal is to improve the existing parking area on Lot 4 of the property at
Southport. The lot contains 523 parking spaces and is intended to serve as a temporary
parking area for entertainment and commercial uses such as Waterways Cruises until
such time as the area is needed for permanent elements of the Southport project
ultimately planned for this site.
The surface of the parking lot is crushed concrete from the demolition of the previous
buildings located on the Southport property. No grading or other surface improvements
are proposed as the site is essentially level and suitable for parking in its present
condition. Drainage from the site currently percolates through the pervious surface or is
collected in the ditch along the west side of the property and will continue to do so.
Parking spaces are to be delineated with lime and the ends of parking aisles marked by
logs or other suitable material. The primary ingress and egress drives are located at the
southeast corner of the lot and at roughly mid-point of the eastern edge of Lot 4. They
connect directly to the existing paved road which connects the Southport property to
Lake Washington Boulevard. A secondary ingress and egress point is located at the
northwest corner of the parking lot where it connects to a gravel road that travels along
the west edge of the lot then curves east across Lot 1 to connect to the existing paved
road.

Enclosed is an application for a temporary use permit to improve the existing parking area on Lot 4 in
the Southport project.
One of the primary purposes of the permit is to provide a parking area for entertainment uses such as
Waterways Cruises. Because of the substantial investment being made by both Waterways Cruises
and SECO Development to provide this service within Renton, I am requesting that the temporary use
permit be granted for a 5 year period. This service will be a major benefit to Renton, both in economic
terms and in increasing the awareness within the region of one more of the unique assets that Renton
has to offer. In order for the cruise project to proceed, it is essential to both parties that they have
assurance that the temporary parking area will be available for five years.
