Project Description: The applicant is requesting approval to allow a six-foot high black
aluminum fence to be located within the front and side yard along the street (NE 20th Street and
Lincoln Place NE) setbacks of the Heritage Glen Subdivision. The fence was selected due to its
look of traditional wrought iron and long-term durability against weather and rusting.
Approximately 8 feet of right-of-way is located between the fence and the newly installed
sidewalk and is to be landscaped with a planter strip and sodded lawn. The planter strip will be
lit and sprinkled, and the maintenance of the landscaping will be the responsibility of the
Homeowner's Association. A masonry post with a six-foot sign is proposed to be constructed at
the end of the fencing.
The applicant has included a site plan and an elevation, which depicts the proposed landscaping
and the proposed placement of the fence. As a result of the proposed fence location, in
relationship to the sidewalk and existing landscaping, the Special Administrative Fence Permit is
approved.

Decision: The subject fence would be located behind a proposed planter strip and is proposed
to be made from black aluminum and will have the look of traditional wrought iron, which
provides relief from being a vast blank wall along the public walkway. In addition, the fence
would not be located within the clear vision area of NE 20th Street and Lincoln Place NE, which
alleviates site distance concerns. As such, the fence is approved.

The special fence permit request for the Westchester Kennydale plat meets the intent of
the allowed fence modifications by the city of Renton. The proposal is to place a 6-foot,
black aluminum fence along the property line, south oflot 37, adjacent to a ROW planter
strip. The aluminum fencing spec was selected due to its look of traditional wrought iron
and long-term durability against weather and rusting. An approximate 8-foot section of
ROW is located between the fence and the newly installed sidewalk along the plat
frontage, south of lot 37. Our proposal is install landscaping, lighting, and irrigation, as
shown in the attached drawing within this planter strip. Our draft CCR's and plat will
stipulate that the future Homeowners' Association will assume maintenance
responsibility of the fencing and the improvements made to the planter strip.
Additionally, a masonry post within lot 37 with a six-foot sign is proposal to attach to the
fencing. The sign is located outside of the city's imposed clear zone. Please refer to the
enclosed plan by the Weisman Design Group.
This modification request provides for attractive and durable fencing for the entrance of
our plat and compliments the surrounding community. The proposed landscaping
includes a 4-5 foot tall cedar hedge behind the fence and a variety ~f landscaping
materials in front of the fence both to provide for modulation along the street and added
privacy to lot 37. Additionally, an increased setback is achieved between the adjacent
sidewalk and proposed fencing. Thank you for your consideration to this request.

PURPOSE: The purpose of the special fence permit process is to allow a residential p~~~EJYrtD
the opportunity to request City approval of a fence in excess of 4-feet in height, but not exceeding 6-feet,
in any required yard abutting a street while still ensuring that the proposed fence:
Does not detract from the quality of the residential environment by being out of scale or
creating vast blank walls along public roadways;
Compliments the environment it serves in an aesthetically pleasing manner;
Does not present a hazard to vehicular or pedestrian traffic, and
Is located outside of Right-of-Way on private property.
FENCES ELIGIBLE FOR SPECIAL PERMITS: Fences over 4 feet tall, but not exceeding 6
feet in height, located within any street setback are eligible for a Special Fence Permit from the City of
Renton. Special Fence Permits mayor may not be approved, based on the evaluation criteria listed
below. It is the responsibility of the applicant to justify the appropriateness of the request to the
satisfaction of the Development Services Division. Fences located within Clear Vision Areas are not
eligible to receive a Special Fence Permit.
REVIEW PROCESS: Once a complete application package and the required fee are accepted, the
Development Services Division will begin review of the application materials. It will take the Development
Services Division approximately two weeks to make a decision on the Special Fence Permit request.
Applicants will be contacted as soon as a decision has been made regard.ing the permit.
FENCE INSTALLATION: If the permit is approved, the applicant is responsible for installing the
fence in conformance with approved plans. No work may be done prior to permit issuance.
APPLICATION MATERIALS:
1. ~ Special Fence Permit Application Form: Please provide 3 copies of the attached application
form. The application must have signatures of all current property owners.
2.0 Special Fence Permit Justification: Please provide 3 copies of a letter explaining your use of
the measures below to comply with the purpose of the Special Fence Permit.
• Permanent landscaping along the front of the fence;
• Quality fence material, such as cedar fencing;
• Modulation of the fence;
• Similar design and material as other fences in the surrounding neighborhood;
• Increased setbacks from the adjacent sidewalk;
• Ornamental materials or construction treatment, such as wrought iron;
• Orientation of the finished face of the fence toward the street; and,
• Other comparable construction or design methods.

Neighborhood Detail Map: Please provide 3 copies of a map drawn at a scale of 1" = 1 00' or 1"
= 200' (or other scale approved by Development Services). The map shall identify the subject site
with a much darker perimeter line than surrounding properties and include at least two cross
streets in all directions. In addition, the map must include a north arrow, scale, and City of
Renton street names for all streets shown. King County Assessor Maps (206-296-0100) or Kroll
Maps (206-488-6277) may be used.
Site Plan: Please provide 3 copies of a fully-dimensioned site plan drawn at a scale of 1"=10' or
1"=20' (or other scale approved by Development Services) showing the following:
• Date, scale and north arrow (oriented to the top of the paper/plan sheet).
• Subject property with all property lines dimensioned.
• Location of existing driveways, alleys, and streets abutting the subject property.
• Public improvements (i.e. sidewalks) adjacent to the subject site.
• Location of existing and proposed fencing, hedges, or retaining walls.
• Parking areas, driveways, and existing easements.
• On-site trees, topographic features or other natural features relevant to proposal.
See Sample Site Plan, attached.
Elevations: Please provide 3 copies of at least one proposed fence elevation (side view)
including the height, color and materials. See Sample Drawing, attached.
Fee: The application must be accompanied by the required $100 application fee. Checks should
be made payable to the City of Renton and cannot be accepted for more than the total fee
amount. Application fee is non-refundable.
