The City is proposing R-8 zoning for the site since this is consistent .with the current Residential Single Family land use designation shown on the Comprehensive Plan Land Use Map. The proposed prezone is considered to be a non- project action under SEPA. The annexation itself is considered to be an exempt action under SEPA. The proposed 7.65-acre Park Terrace Annexation site that is the subject of this proposed R-8 prezoning is located south ofNE 8th Street (SE 120th Street), if extended and east of Duvall Avenue NE. It abuts the City boundary on its west and southern boundaries. Zoning inside Renton City Limits to the west is R-8, single family residential eight units per net acre, and inside City limits to the south is RM-F, residential multi-family. The site is currently zoned R-4, 4 units per gross acre in King County. This zoning allows up to 6 units per acre with bonuses for energy efficiency, affordable housing, or with purchased development rights from properties outside the Urban Growth Area boundary. Because the proposed R-8 zoning is based upon net acreage there is not that much difference in terms of the number of units that can be built between the two zones. The Park Terrace Annexation site is also subjectto a vested plat under King County Development Standards that created 23 lots for single- family residential development. lfthe proposed R-8 zoning were implemented, upon annexation and the availability of city sewer the six undeveloped lots in this plat would be eligible for further subdivision under City of Renton regulations. As a result, it is estimated that an additional six lots (with accompanying development units) could be added to this area. Park Terrace Annexation R-8 Prezone Justification The Park Terrace area residents wish to annex to the City of the Renton. Upon approval of the annexation, the zoning of the area will need to be changed from the current King County zoning designation to a City of Renton zoning designation. The proposed annexation site is currently zoned R-4 (4 dwelling units per gross acre) under King County's regulations, which allows for density bonuses up to 6 dulacre. Renton's proposed R-8 zoning (8 dwelling units per net acre) is comparable to the 6 dulgross acre standard. King County zoning allows both detached and attached units in its R-4 zone. Proposed measures to avoid or reduce shoreline and land use impacts are: None. 6. How would the proposal be likely to increase demands on transportation or public services and utilities? The proposed prezoning would allow a greater number of units than the current King ·county R-4 zoning. At full development there is a potential for 48 units, or 480 AWDVTE, under Renton R-8 zoning.· This compares with 36 units and 360 AWDVTE at maximum development under King County's· zoning. However, since this land is subject to a vested plat composed of 23 lots and the six vacant lots would be eligible for further subdivision under R-8 zoning, the most likely scenario is that full development of this property would consist of 29 lots under Renton zoning. As a consequence there is a potential for an additional 60 AWDVTE with the proposed zoning. This additional number of trips is unlikely to have noticeable impacts on transportation. Similarly, the additional six units under the proposed R-8 prezoning are not likely to significantly increase demands on public services and utilities. Proposed measures to reduce or respond to such demand(s) are: None. 7.
