zoning will be in place at the time the subject site comes into the City. The City is proposing R-8

designation shown on the Comprehensive Plan Land Use Map. The proposed prezone is considered
to be a non-project action under SEPA.

The appli9ant, Cliff Williams, has requested Environmental Rev Jew for the proposed
rezoning of this 7.65-acre annexation site (excluding streets) from King County's R-4
Zone to Renton's R-8 Zone.
Because annexations are SEPA exempt (RCW 43.21 C.222) this environmental
review is only for the rezone. Under Renton's R-8 zoning the 6.12-acre site
(excluding street right-of-way) could theoretically accommodate:!:: 48 dwelling units,
assuming 8 du/net acre. However, since 17 lots are already developed as single-
family residences, it is more likely that the site would develop to :!:: 29 units. The
proposed rezone is consistent with Renton's Residential Rural land use designation,
as shown on the City's Comprehensive Plan Land Use Map.
The 7.65-acre site abuts the city boundary on two sides: south of NE 8th Street (SE
120th Street) if estended and east of Duvall Avenue NE. It is located in'the E 1.2 of

PARK TERRACE ANNEXATION R-8 PREZONE PROJECT NARRATIVE AND
PROPOSALS~ARY
The applicant for the Park Terrace Annexation has requested that the City prezone the subject
7.65 acre site in advance of annexation, pursuant to RCW 35A.14.330, so that zoning will be in
place at the time the subject site comes in to the City. The City is proposing R-8 zoning for the
site since this is consistent .with the current Residential Single Family land use designation shown
on the Comprehensive Plan Land Use Map. The proposed prezone is considered to be a non-
project action under SEPA. The annexation itself is considered to be an exempt action under
SEPA.
The proposed 7.65-acre Park Terrace Annexation site that is the subject of this proposed R-8
prezoning is located south ofNE 8th Street (SE 120th Street), if extended and east of Duvall
Avenue NE. It abuts the City boundary on its west and southern boundaries. Zoning inside
Renton City Limits to the west is R-8, single family residential eight units per net acre, and inside
City limits to the south is RM-F, residential multi-family.
The site is currently zoned R-4, 4 units per gross acre in King County. This zoning allows up to 6
units per acre with bonuses for energy efficiency, affordable housing, or with purchased
development rights from properties outside the Urban Growth Area boundary. Because the
proposed R-8 zoning is based upon net acreage there is not that much difference in terms of the
number of units that can be built between the two zones. The Park Terrace Annexation site is also
subjectto a vested plat under King County Development Standards that created 23 lots for single-
family residential development. lfthe proposed R-8 zoning were implemented, upon annexation
and the availability of city sewer the six undeveloped lots in this plat would be eligible for further
subdivision under City of Renton regulations. As a result, it is estimated that an additional six
lots (with accompanying development units) could be added to this area.
Park Terrace Annexation R-8 Prezone Justification
The Park Terrace area residents wish to annex to the City of the Renton. Upon approval of the
annexation, the zoning of the area will need to be changed from the current King County zoning
designation to a City of Renton zoning designation. The proposed annexation site is currently
zoned R-4 (4 dwelling units per gross acre) under King County's regulations, which allows for
density bonuses up to 6 dulacre. Renton's proposed R-8 zoning (8 dwelling units per net acre) is
comparable to the 6 dulgross acre standard.

Annexation Area that are currently being considered for annexation using the 60% Direct Petition

likely to result from the proposal, would affect the item at a greater intensity or at a faster rate than
if the proposal were not implemented. Respond briefly and in general terms.
1. How would the proposal be likely to increase discharge to water; emissions to air; production,
storage, or release of toxic or hazardous substances; or production of noise?
It is unlikely that the proposal would have any affect on the above environmental issues, except
perhaps those pertaining to surface water management. The six additional lots that are likely to be
created upon annexation of this property under R-8 zoning would result in a 26% increase over
the current condition in terms of residential discharges and emissions.
Proposed measures to avoid or reduce such increases are:
New development resulting as a consequence of these proposed amendments would be required
to comply with the City's development regulations including those pertaining to surface water
management.
2. How would the proposal be likely to affect plants, animals, fish, or marine life?
There would be no affect on plants, animals, fish, or marine life as a direct consequence of this
non-project, prezoning proposal. Although the development of six additional dwelling units may
result from the implementation of this proposal, the lots on which the development might occur are
part of a vested plat under King County regulations. There may be some displacement of existing
vegetation to clear undeveloped lots for future development.
Proposed measures to protect or conserve plants, animals, fish, or marine life are:
None at this non-project level. Development of vacant lots will need to comply with the conditions
of development listed on the face of the plat. The six additional dwelling units that may result from
the implementation of this proposal will need to be subdivided and developed according to City of
Renton regulations and will need to comply with Renton's Critical Areas Ordinance. Any
measures needed in this regard will be implemented at the project level review.
3. How would the proposal be likely to deplete energy or natural resources?
The proposed non-project action will not deplete energy or natural resources. Future project level
development may impact energy or natural resources slightly but will not deplete them.

This proposal would likely not use or affect environmentally sensitive areas. This is a non-project
land use action prezoning 6. 12-acres of this annexation site.

5. How would the proposal be likely to affect land and shoreline use, including whether it would allow
or encourage land or shoreline uses incompatible with existing plans?
The proposed pre zoning of the 7.65 acre annexation site will increase compatibility with the
surrounding uses since ·1t wilf.limit future development to single-family detached housing currently
prevalent in the area. King County zoning allows both detached and attached units in its R-4
zone.
Proposed measures to avoid or reduce shoreline and land use impacts are:
None.
6. How would the proposal be likely to increase demands on transportation or public services and
utilities?
The proposed prezoning would allow a greater number of units than the current King ·county R-4
zoning. At full development there is a potential for 48 units, or 480 AWDVTE, under Renton R-8
zoning.· This compares with 36 units and 360 AWDVTE at maximum development under King
County's· zoning. However, since this land is subject to a vested plat composed of 23 lots and the
six vacant lots would be eligible for further subdivision under R-8 zoning, the most likely scenario
is that full development of this property would consist of 29 lots under Renton zoning. As a
consequence there is a potential for an additional 60 AWDVTE with the proposed zoning. This
additional number of trips is unlikely to have noticeable impacts on transportation. Similarly, the
additional six units under the proposed R-8 prezoning are not likely to significantly increase
demands on public services and utilities.
Proposed measures to reduce or respond to such demand(s) are:
None.

requirements for the protection of the environment.
