Entry Monument/Bus Shelter Structure

Dear Mr. Watts:
We-realize that the entry monumentlbus shelter structure is partially located in a land mitigated
area of the site. Schneider Homes has mitigated the removal of the structure by completing the
installation of approximately 75% more landscaping improvements to the project than was
required by the landscaping plan that was approved by the City.
We have a number of children living at Campen Springs who will benefit from being able to use
the structure for needed shelter while waiting for the school bus and the Campen Springs
Condominium Association has also expressed their desire that the structure be completed in its
present location.
We request that the City grant an exemption from the applicable statute to allow the structure to
remain in its current location and be completed as originally planned.
Paul Baker visited the site today to inspect the landscaping and site improvements and has signed
off on them. He also took a number of photographs which he will submit to you upon receipt of
a copy of this letter.

reduce the buffer of the Mitigated Class III wetland to 'less than 25 feet. Therefore, per
.' 'RMC 4-8-0701 Review Authority for Multiple Permit Applications,the decision authority

Campen Springs Sign Variance

The SE comer of Campen Springs Entry road & Talbot Rd. S .
Land Use Permits required for this project -No pennits required, but a variance will
have to be approved.
Zoning designation of the site and adjacent properties -the Campen Springs site was
zoned RM 20. The adjacent sites both north and south of the Campen Springs site on the
east side of Talbot Rd. S. are .. both RM 20. .
Current use of the site and any existing improvements -The Campen Springs site is
currently in the process of being built out with a large number of the Town House and
Condominium units already occupied by residents.
Special site features -At the location of the proposed sign, there are no special site
features present. At the back of the Campen Springs project, there are areas.that contain
steep slopes.
Soil Types -The area of the sign location has been excavated and filled with suitable
material in conjunction with the widening of Talbot Rd. along the Campen Springs
project frontage. All drainage is directed back into the project and contained within the
pond located on the southern side of the entry into the Campen Springs development.
Proposed Use of the property/sign -The entry sign/monument is intended to serve as
an aesthetically pleasing introduction to the project utilizing the craftsman building
techniques which serve as a precursor to the quality the residential units within the
Campen Springs project are constructed. It can also serve as an area capable of providing
cover for those riding school buses.
Justification for the Variance Request
Campen Springs
The granting of a variance that will allow the continued existence of our entry sign is
justified due to our b~liefthat the sign is not. really a sign at all, but more a statement as
to the qualityoflife we feel Schneider Homes is offering in the Campen Springs project.
We've taken great pride in the development-of the Campen Springs project, from the
project's inception through build out, the sign is in some way a testament to that. The
sign along with the water fall constructed at the terminus of the entry road leading into
the project is a statement regarding the livability each and every residential unit contained
within the project presents.
It made no sense to us whatsoever to locate our project monument further back in the
project itself, far removed from Talbot Rd entry. Our inability to do that is mainly
attributed to the location and size of the two ponds the Campen Springs entry road splits.
Had provision been made for the entry monument during the land uselbuilding approval
process, dealing with the limited land area available might have been possible. The
monument is designed and constructed with the same features one other structure located
up by the community club house consists of, and that is not by accident. It's a theme we
wanted to represent, and forcing us to remove the structure down on Talbot Rd. would
take away from that theme and take away from a well thought out marketing plan.
Also it appears the Ashburn project on Talbot Rd. S. has an entry sign that exceeds the
height limitations imposed by the city of Renton. Ashburn's sign serves a similar
function as the sign proposed at Campen Springs in that it is set in an architecturally
designed trellis and is as much a part of the Ashburn project as the sign at Campen
Springs is to our project.
The sign weare proposing at the entry to Campen Springs is set far enough bac~ from the
Talbot Rd. right of way and does not interfere with sight distance and therefore does not
present a hazard to the safety of drivers exiting the site. It cannot be considered a
detriment to the public welfare or injurious to the properties in the vicinity of the Campen
Springs sign.
We don't believe our request that you approve this variance constitutes the granting ofa
special privilege that is inconsistent with the limitations imposed on other properties in
the area. The area is predominantly built out and most surrounding uses have entry signs
as part of their project;s entry. Some signs are at street grade along Talbot, while others
are set on berms or located on the hillsides raising their overall height to more than the
height of the Campen Springs sign ifmeasuring from the present grade of Talbot R.
South.
