This letter is sent to notify you that the City has. sent the Park Place IT Lot Line
Adjustment for recording with King COlUlty;
In addition to the recording of the mylar lot line adjustment, in order to actually transfer
ownership of property, you will need to prepare and record a deed(s) transferring property
from one ownership to the other. The City does not review or process these documents so
it is the applicant's responsibility to ensure they are correct prior to recording them
directly with King County. We recommend that the legal descriptions associated with
these deeds be prepared and stamped by a Professional Land Surveyor (PLS).

Mylars need to be signed by all owners
Dear Mr. Hartson:
The King County Assessor's Office has returned the mylars without recording the lot line
adjustment because the current owners of Lot 2 (Lot 5 of the short plat), Olga and Mikhail
Karbivnyk, have not signed them. Please have the mylars picked up, signed and returned to us so
that the lot line adjustment cart be recorded. Also, please include a check made out to the City of
Renton for $15.73 to covet the cost of having the mylars picked up from King County and
returned to us, and a check for $15.73 made out to CD&L so that we can send the mylars back to
King County once the signatures have been added to the document.

The City has completed the review of your proposed lot line adjustment and has made a decision
to approve it subject to the following conditions:
Conditions of Approval
1. Please add a north arrow to the drawing.
2. Please change the labeling of the lots from Parcel A and Bto Lot 1 and Lot 2. Also change
the address block to read Lot 1 and Lot 2 in pla~e of Parcels A and B. In the address for Lot 2
please remove the "i" from the word "South."
3. The house numbers listed on the lots are. switched. Lot 1 should be 620 and Lot 2 should be
2218.
4. Please remove the number 3 so that the LUA number reads LUA-05-096.
5. The title block of the plan lists the address 2214 Smithers Ave S. This is not the address of
either of the lots involved in the lot line adjustment. Please change this.
6. Remove the legal descriptions for the two new lots as requested by Sonja Fesser of our
Property Services section in a previous memo.
7. Please also make the changes requested by our Property Services section in the attached· '
memo.
Once the necessary changes have been made, we will sign the revised document and send it to
King County for recording. Please submit two sets of an original mylar and a check for $15.73
made out to CD&L for shipping to me at the Development Services counter on the sixth floor of
Renton City Hall.
Please verify that the mylars have been signed by all owners of record and have been notarized
with an ink stamp (not embossed). The ink stamp must be legible so that King County will
promptly record the lot line adjustment.
This decision to approve the proposed lot line adjustment is subject to a fourteen (14) day appeal
period from the date of this letter. Any appeals of the administrative decision must be filed with
the City of Renton Hearing Examiner by 5:00 pm, October 17,2005. Appeals to the Examiner

Format and Legal Description Review
Bob Mac Onie and I have reviewed the above referenced lot line adjustment submittal and have
the following comments:
Comments for the Applicant:
The City of Renton land use action number (LUA-05-096-LLA) is incorrectly shown on the
drawing (upper right-hand comer of the drawing). Currently, the correct year identifier (05) is
noted as "053".
The north arrow has been removed from the drawing. It needs to be shown.
The address for the subject property is noted as "2214 Smithers Avenue South" in the title block
(lower right-hand comer of the drawing sheet). Neither of the addresses for this lot line
adjustment are "2214". Revise as noted.
A note for reservations, contained in a deed recorded under Rec. No. 651895, needs to be added
to the drawing.
The Transnation Title Insurance Co., Second Commitment for Title Insurance report, Order No.
CS -20105305, dated May 12,2005, adds an easement over a portion of subject "PARCEL B"
for gas and electric systems (recorded under Rec. No. 20040415002337) as an additional
encumbrance. Note said encumbrance on the drawing, if applicable.
Provide an updated or new Commitment for Title Insurance report(s), if ownership of "Parcel A"
and/or "Parcel B" have changed hands at the time that the subject lot line adjustment is to be
recorded.

The City of Renton has completed the initial review of your proposed lot line adjustment. The
following changes will be necessary in order for the City to approve your proposal:
1. Please revise the title from "Boundary Line Adjustment" to "Lot Line Adjustment."
2. Please include the following phrase "City of Renton Land Bse Action Number LUAOS-096,
LLA" and in a smaller font size the phrase "City of Renton Land Record Number LND-30-
0296."
3. Note the lot numbers and house numbers on the lots. Lots 1 and 2. House numbers 620 and
2218.
4. On the final lot line adjustment submittal, remove all references to trees, utility facilities,
concrete pavement and ~ther items not directly impacting the lot line adjustment.
5. Please also make the changes requested by SonjaFesser of the City of Renton Property
Services in the attached comments.
Once the above changes have been made, please submit two copies of the revised lot line
adjustment to me at the sixth floor counter of City Hall. The revised plans will be routed for
final review and you will be notified when it is appropriate to submit the final mylars. If you

Bob Mac Onie and I have reviewed the above referenced lot line adjustment submittal and have
the following comments:
Comments for the Applicant:
Note the City of Renton land use action number and land record number, LUA-05-096-LLA and
LND-30-0296, respectively, on the drawing in the spaces already provided.
The City of Renton Administrator ofPlanning/BuildinglPublic Works is the only city official
who signs the lot line adjustment. Include the "CITY OF RENTON" in the approval block and
remove "DEPARTMENT OF DEVELOPMENT AND ENVIRONMENTAL SERVICES" from
said block.
On the final lot line adjustment, remove all references to utility facilities and other items not
directly impacting said lot line adjustment.
The new legal descriptions for the reconfigured lots are not needed and not reviewed by the city-
they should be removed from the lot line adjustment drawing.
Remove the City of Renton Seal from the drawing.
Change the reference "BOUNDARY LINE ADJUSTMENT", as noted in the "DECLARATION"
block, to LOT LINE ADJUSTMENT.
Note encroachments, if any, on the drawing.
Note that if there are restrictive covenants, easements or agreements to others (City of Renton,
etc.) as part of this subdivision, they can be recorded concurrently with the lot line adjustment.
The lot line adjustment and the associated document(s) are to be given to the Project Manager as

a package. The lot line adjustment will be recorded first (with King County). The recording
number(s) for the associated document(s) (said documents recorded concurrently with, but
following the lot line adjustment) need to be referenced on the lot line adjustment submittal.
Is the 10' private sanitary sewer easement (along the easterly 5' of Parcel B) new or already
recorded? Ifrecorded, note the recording number thereof on the drawing. If not recorded, then a
separate private easement document needs to be established between the participating property
owners. Said easement document can be recorded concurrently with the lot line adjustment. See
the previous paragraph.
Provide an updated or new Commitment for Title Insurance report, if ownership of the
subject property has changed hands at the time of recording.

FOR
LOT LINE ADJUSTMENT
The proposed lot line adjustment involves two contiguous parcels of land. Lot I and Lot 5 of Park Place 2 short plat
recorded under King County recording number 20040907900011. Lot 1 parcel address is 620 South 23'.1 Street and lot 5
address is 2218 Smithers Avenue South. Both lots consist of a total acreage of 0.38 acres. The intent of the developer is
to adjust the boundary line between lots I and 5. This would allow the owner of lot 5 have a larger parcel
TIle property is situated in the South end of the City. It is bounded on the south by South 23rd Street to the South and
Smithers Avenue South to the West. It is bound on the north and east by similar single-family parcels. Access to the
proposed Parcel B will be through an existing private access and utility easement from the west and the access to the
proposed Parcel A will be from Smithers Avenue South.
The City of Renton designates the site with R-8 zone. The R-8 zone allows for a minimum lot size of 5000square feet
(for parcel of land less than one acre) and a maximum density of 8 units per acre. The setbacks allowed in the R-8 zone
are as follows: front yard setbacks, 20 feet; rear yard setbacks, 20 feet, and side yards setbacks, 5 feet on all interior
lots. The City of Renton Comprehensive Plan designates the site as Single-Family Residence that is consistent with
present zoning.
The proposed development will not increase the number of existing lots. The area cover consists of two exist ing homes,
parcel B is completed and parcel A is in a building stage and is not completed
The surface drainage from the two parcels sheet flow across the sites and then is directed to conveyance pipes along
Smithers Avenue South. The now from the site will be directed to existing stonn system along the west side of
Smithers Avenue South, recently built in conjunction with the development of Renton Place No.2 Subdivision. The
flow is directed through culverts which crosses said subdivision from east to west. TIle flow treated and controlled in
Renton Place No.2 subdivision prior to connecting to existing stonn system situated along the east side of Talbot Road
The site will be served by water and gravity sewer line forro the. e proposed two parcels.
Traffic circulation and vehicular access to the properties are from South 23 rd Street and Smithers Avenue South.

1. The term mortgage, when used herein, shall Include deed of trust, trust deed, or other security instrument.
2. If the proposed Insured has or acquires actual knowledge of any defect, lien, encumbrance, adverse claim or other matter affecting the estate or
Interest or mortgage thereon covered by this Commitment other than those shown In Schedule B hereof, and shall fail to disclose such knowledge
to the Company In writing, the Company shall be relieved from liability for any loss or damage resulting from any act of reliance hereon to the
extent the Company is prejudiced by failure to so disclose such knowledge. If the proposed Insured shall disclose such knowledge to the
Company, or if the Company otherwise acquires actual knowledge of any such defect, lien, encumbrance, adverse claim or other matter, the
Company at Its option may amend Schedule B of this Commitment accordingly, but such amendment shall not relieve the Company from liability
previously incurred pursuant to paragraph 3 of these Conditions and Stipulations.
3. Liability of the Company under this Commitment shall be only to the named proposed Insured and such parties included under the definition of
Insured in the form of policy or policies committed for and only for actual loss incurred in reliance hereon in undertaking in good faith (a) to
comply with the requirements hereof, or (b) to eliminate exceptions shown In Schedule B, or (c) to acquire or create the estate or interest or
mortgage thereon covered by this Commitment. In no event shall such liability exceed the amount stated in Schedule A for the policy or poliCies
committed for and such liability is subject to the insuring provisions and Conditions and Stipulations and the Exclusions from Coverage of the form
of policy or poliCies committed for in favor of the proposed Insured which are hereby Incorporated by reference and are made a part of this

4. Any action or actions or rights of action that the proposed Insured may have or may bring against the Company arising out of the status of the

6. Any statutory lien for services, labor or materials (or the claim of priority of any statutory lien for services, labor or materials over the lien of the Insured mortgage) arising
from an Improvement or work related to the land which Is contracted for and commenced subsequent to Date of Policy and Is not financed In whole or In part by proceeds
of the Indebtedness secured by the Insured mortgage which at Date of Policy the Insured has advanced or Is obligated to advance.
7. Any claim, which arises out of the transaction creating the Interest of the mortgagee Insured by this policy, by reason of the operation of federal bankruptcy, state
Insolvency, or Similar creditors' rights laws, that Is based on:
