AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON
ESTABLISHING THE ZONING CLASSmCATION OF CERTAIN
PROPERTY ANNEXED WITHIN THE CITY OF RENTON FROM R-4
(URBAN RESIDENTIAL, 4DU PER ACRE, KING COUNTY ZONING) TO
R-4 (RESIDENTIAL 4 DUlAC; FOUR DWELLING UNITS PER ACRE)
(WEDGEWOOD LANE ANNEXATION, FILE NO. A-04-00S).
WHEREAS, under Section 4.2.020 of Chapter 2, Zoning Districts -Uses and Standards,
of Title N (Development Regulations) of Ordinance No. 4260 entitled "Code of General
Ordinances of the City of Renton, Washington," as amended, and the maps and reports adopted
in conjunction therewith, the property hereinbelow described has not been zoned in the City of
Renton; and
WHEREAS, said property owners petitioned the City of Renton for annexation and
concurrent rezoning, which said annexation having previously been approved and the property
annexed to the City of Renton, and the City having held two public hearings to consider this
zoning application, the flTst hearing being held on March 14, 2005, and the second hearing being
held on June 20, 2005; and said zoning request being in conformity with the City's
Comprehensive Plan, as amended, and the City Council having duly considered all matters
relevant thereto, and all parties having been heard appearing in support thereof or in opposition
thereto;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DOES ORDAIN AS FOLLOWS:
SECTIONL The following described property in the City of Renton is hereby
zoned to R-4 as hereinbelow specified. The annual ordinance adopting the maps of the City's

zoning ordinance is hereby amended to evidence said rezoning and the EDNSP Administrator is
authorized and directed to change the maps of the zoning ordinance, as amended, to evidence
said rezoning, to wit:

forth herein.

WHEREAS, under the provisions ofRCW 35A 14.120 as amended, a petition in writing
requesting that certain territory contiguous to the 'City of Renton, as described below, be annexed

~ WHEREAS, prior to the filing and circulation of said petition for annexation to the City o o N "**' of Renton, the petitioning owners notified the City Council of their intention to commence such
proceedings as provided by law, as more particularly specified in RCW 35A14.120, and upon
public hearing thereon, it having been determined and the petitioning owners having agreed to
assume their fair share of the pre-existing outstanding indebtedness of the City of Renton as it
pertains to the territory petitioned to be annexed; and to accept that portion of the City'S
Comprehensive Plan as it pertains to the territory including the applicable Zoning Code relating
thereto; and
WHEREAS, the King County Department of Assessments has examined and verified on
or about February 4, 2005 the signatures on the petition for annexation and determined
signatures represent at least sixty percent (6()OA,) of the assessed value ( excluding streets) of the
area to be annexed, as provided by law; and

WHEREAS, the Economic Development, Neighborhoods and Strategic Planning
Department of the City of Renton having considered and recommended the annexing of said
property to the City of Renton; and
WHEREAS, the City Council fixed March 14. 2005, as the time and place for public
hearing in the City Council Chambers, City Hall, Renton, Washington, upon the petition and
notice thereof having been given as provided by law; and
WHEREAS, pursuant to said notices, public hearings have been held at the time and
place specified in the notices, and the Council having considered all matters in connection with
the petition and further determined that all legal requirements and procedures of the law
applicable to the petition method for annexation have been met; and
WHEREAS, the King County Boundary Review Board having deemed the "Notice of
Intention" approved as of May 17, 2005; and
WHEREAS, the City of Renton is concurrently zoning the annexation site R-4, four
units per net acre;
NOW, THEREFORE, TIlE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DOES ORDAIN AS FOLLOWS:
SECTION L The findings, recitals, and determinations are hereby found to be
true and correct in all respects. All requirements of the law in regard to the annexation by
petition method, including the provisions of RCW 35AI4.120, 130, 140 and 150, have been
met. It is further determined that the petition for annexation to the City of Renton of the property
and territory described below is hereby approved and granted; the following described property
being contiguous to the City limits of the City of Renton is hereby annexed to the City of

This site is bounded on the north by SE 114ttl Street, if extended and on the south
by approximately SE 121-1 if extended. It is also bounded on the east, south of
SE l1ih Street by Honey Creek, and on north of SE 1171h Street, by 148th Ave
SE. It is located in the NE 114 of Section 10, Township 23 North, Range 5 East.
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the Cily of Renton has determined
that significant environmental impacts are unlikely 10 result from the proposed non-project action. Therefore, as permitted
under the RCW 43.21C.l10, the City of Renton Is using the Optional DNS process to give notice that a DNS is likely to be
issued. Comment periods for the project and the proposed DNS are Integrated into a single comment period. There will
be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day appeal
period will follow the issuance of the DNS.

The undersigned are owners of not less than sixty percent (60%) in value according to the
assessed valuation for general taxation, of real property located contiguous to the City of Renton.
We hereby petition that such property be annexed to the City of Renton under the provisions of
RCW 35A.14.120 et seq.
The territory proposed to be annexed is within King County, Washington, and is contiguous to
the City of Renton. A map (Exhibit 1) and legal description (Exhibit 2) are included as part of.
this petition.
In response to a duly filed and considered "Notice of Intention" to commence annexation
proceedings, the City Council of the City of Renton met with the initiating parties under RCW
35A.14.120 onDecember 6, 2004. The City Council then determined that the City would accept
the proposed annexation. Further, pursuant to RCW 35A.14.120, the undersigned petitioners
agree to:
(1) Accept new zoning consistent with the City's Comprehensive Plan
Land Use Map designation for the subject property upon annexation;
and,
(2) Assume their proportional share ofthe City's existing outstanding
indebtedness.
all as noted in the minutes of the Council meeting and contained in the electronic recording of
s~ch meeting.
WHEREFORE, the undersigned property owners petition the City Council and ask:
(a) That the City Council fix a date for a public hearing about such
proposed annexation, cause a notice to be published and posted,

WEDGEWOOD LANE ANNEXATION PREZONE PROJECT NARRATIVE AND
PROPOSALS~ARY
The applicants for the proposed Wedgewood Lane Annexation have requested that the City
prezone the subject 35.68-acre site in advance of annexation, pursuant to RCW 35A.14.330, so
zoning will be in place at the time the subject site comes into the City. This site is bounded on
the north by SE 114th Street, if extended and on the south by approximately SE 121 st, if extended.
It is also bounded on the east, south of SE 117th St by Honey Creek, and, north of SE 117th Street,
by 148th Ave SE. It is located in the NE Y4 of Section 10, Township 23 N, Range 5 East.
Annexation is considered to be exempt from SEPA. However, the prezoning of the area does
require SEP A review.
The City is proposing to prezone the proposed annexation area R-4. The Renton Comprehensive
Plan designates this site as Residential Low Density. King County's Comprehensive Plan
designates the site Urban Residential 4-12 du/acre. In order to be consistent with the
Comprehensive Plan, it is proposed to prezone the subject properties as Renton R-4. The
proposed prezone is considered to be a non-project action under SEP A.
The surrounding zoning to the north of the site includes Renton R-4 residential 4 units per net
acre and King County R-4, residential 4 units per gross acre. Zoning to the west is Renton R-8,
residential 8 units per net acre and zoning on the site itself and all other sides is King County R-4.
Currently 25 single-family housing units exist in this area. Under Renton's R-4 zoning, upon
annexation, the capacity on the subject properties would be approximately half of that represented
by the existing King County zoning. This is because Renton's R-4 zone is based upon net
acreage and is a maximum whereas the County's R-4 zone is based upon gross acreage and easily
bonused up to 6 units per gross acre. An estimated 214 units could be provided under the
County's R-4 zoning (with bonuses) and approximately 114 units could be provided under
Renton's proposed R-4 zoning. Since this prezone is a non-project proposal, development of
additional housing units will be subject to additional project specific review at the time of
development.
Wedgewood Lane Annexation Prezone Justification
The area proposed for prezoning has already been designated for Residential Low Density in the
Renton Comprehensive Plan. King County's Comprehensive Plan has designated the area for
urban development at a density of 4-12 dwelling units per gross acre. R-4 zoning of this property
would be consistent with both Comprehensive Plans.

There would be no affect on plants, animals, fish, or marine life as a direct consequence of this
non-project, pre zoning proposal. There may be some displacement of existing vegetation to clear
undeveloped lots for future development, which is likely to occur under the both the present
conditions and the proposal.
Proposed measures to protect or conserve plants, animals, fish, or marine life are:
None at this non-project level. Development of additional dwelling units under this proposal must
comply with City of Renton regulations and with Renton's Critical Areas Ordinance. Any
measures needed in this regard will be implemented at the project level review.
3. How would the proposal be likely to deplete energy or natural resources?
The proposed non-project action will not deplete energy or natural resources. Future project level
development may impact energy or natural resources slightly but will not deplete them. Full
development of the proposal would impact energy and natural resources less than the current
conditions.

This proposal would likely not use or affect environmentally sensitive areas. At such time that
additional dwelling units are developed on this site, they will be subject to City of Renton critical
area regulations and development standards that are designed to protect environmentally
sensitive areas.

5. How would the proposal be likely to affect land and shoreline use, including whether it would allow
or encourage land or shoreline uses incompatible with existing plans?
The proposed prezoning of this area will increase compatibility with the surrounding uses since it
will limit future development to single-family detached housing currently prevalent in the area.
King County zoning allows both detached and attached units in its R-4 zone.
Proposed measures to avoid or reduce shoreline and land use impacts are:
None.
6. How would the proposal be likely to increase demands on transportation or public services and
utilities?
At current levels of development there are 25 units and approximately 250 AWDVTE in this area.
The proposed prezoning would allow a fewer number of units than the current King county R-4
zoning. At full development there is a potential for 114 units, or 1140 AWDVTE at maximum
development under Renton prezoning. This compares with 214 units and 2140 AWDVTE at
maximum development under King County's zoning.
Proposed measures to reduce or respond to such demand(s) are:
None.
7. Identify, if possible, whether the proposal may conflict with local, state, or federal laws or
requirements for the protection of the environment.
