DATES OF PROPOSED WORK: The boring project will be completed in 2 to 3 work days and
is planned for completion prior to July of 2005.
TYPE OF EQUIPMENT TO BE USED: Skid-mounted geotechnical drill using a caSing
advancing system.
DECISION: An exemption from a Shoreline Management Substantial Development Permit is
hereby granted on the proposed project described on the attached form for the following
reason(s):
Site activities necessary for preparation of application for development authorization.
Site exploration and investigation activities that are prerequisite to preparation of an
application for development authorization under this chapter, if:
(i) The activity does not interfere with the normal public use of the surface waters;
(ii) The activity will have no significant adverse impact on the environment including
but not limited to fish, wildlife, fish or wildlife habitat, water quality, and aesthetic
values;
(iii) The activity does not involve the installation of any structure, and upon
completion of the activity the vegetation and land configuration of the site are
restored to conditions existing before the activity;
(iv) A private entity seeking development authorization under this section first posts a
performance bond or provides other evidence of financial responsibility to the
local jurisdiction to ensure that the site is restored to preexisting conditions; and

Re: Shoreline Substantial Development Permit (SSDP) Exemption request for two proposed
Geotechnical borings to be located within 200 feet of Springbrook Creek
Dear Ms. Nicolay:
The Washington State Department of Transportation (WSDOT) 1-405 Project Team is currently
designing traffic improvements for the 1-405 corridor within the jurisdictional boundaries of the
City of Renton. Additional geotechnical information in the form of geotechnical test borings is
required to complete the geotechnical baseline condition and design documents. The data collected
will be used to assess the load-bearing stability of the material where new structures or future structural
modifications will be located.
Two of the proposed borings (SRL-2 and SRL-3) are located immediately south of the northbound
outer shoulder edge between northbound 1-405 mileposts 1.55 and 1.65. The two proposed borings
are located within the WSDOT 1-405 right-of-way and within 200 feet of the Ordinary High Water
Mark of Springbrook Creek (see attached vicinity and site location maps). A detailed description of
the geotechnical boring activity is included with this letter as Attachment 1. WSDOT right-of-way
is not identified by a parcel number. However, a legal description of the WSDOT right-of-way is
included with this letter as Attachment 2.
The section of Springbrook Creek at this location is regulated as a Shoreline of the State and
maintains an Urban Environment d~<:;gnation by the City of Renton's Shoreline Master Program
and regulations. Since the proposed work is located within 200 feet of the OHWM of Springbrook
Creek, WSDOT requests a Shoreline Substantial Development Permit (SSDP) Exemption from the
City of Renton to perfonn these two geotechnical borings. This project is exempt from the
Shoreline Development Permit process based on RCW 90.58.030(3)(e)(xi), which states that:

(xi) Site exploration and investigation activities that are prereqUIsIte to preparation of an
application for development authorization under this chapter, if:
(A) The activity does not interfere with the normal public use of the surface waters;
(B) The activity will have no significant adverse impact on the environment including, but
not limited to, fish, wildlife, fish or wildlife habitat, water quality, and aesthetic values;
(C) The activity does not involve the installation ofa structure, and upon completion of the
activity the vegetation and land configuration of the site are restored to conditions existing
before the activity."
The proposed geotechnical boring activity will not interfere with normal public use of Springbrook
Creek. The proposed activity does not involve the installation of a structure, and upon completion
of the activity the vegetation and land configuration of the site are restored to conditions existing
before the activity.
The two borings will have no significant adverse impacts on the environment based on the
following:
The time duration of the activity is limited. The two borings will completed in two to three work
days.
• Boring SRL-2 is located 81.1 feet away from the OHWM of Springbrook Creek and boring
SRL-3 is located 95.4 feet away from the OHWM of Springbrook Creek.
• The boring locations are in uplands within the WSDOT right-of-way, not in wetlands.
• The borings are located within the WSDOT right-of-way on grassy areas immediately south
of the northbound 1-405 shoulder. No shrub or tree vegetation will be impacted.
• Best Management Practices (BMPs) for sediment control will be installed as appropriate
prior to the boring occurring and will be removed afterward, all drilling slurry and soil
cuttings will be stored in lockable drums and disposed of off-site, and the drilling crew will
have at least one emergency spill response kit on site at all times.
• No structure will be installed as part of this project and the vegetation and land configuration
of the site will be restored to the condition that existed before the boring.
WSDOT has determined that the proposed borings are also exempt from SEPA under WAC 468-
12-800(3), which exempts "Information collection and research, as provided by WAC 197-11-
800( 18), including but not limited to the development, adoption, and revision of transportation
plans and six-year construction programs, and any other studies, plans, and programs which lead to
proposals which have not yet been approved, adopted, or funded, and which do not commit the
transportation department to proceed with the proposals contained therein."
Please accept this letter as an official request from WSDOT for an exemption from a Shorelines
Substantial Development Permit for these geotechnical borings. Thank you in advance for taking

Attachment 1:
Description of Project Activity
The two proposed geotechnical borings will be performed using a skid-mounted geotechnical drill
(skid drill). Drilling operations will be conducted using a casing advancer system.
The skid drill will be set into place with a boom truck from the outer shoulder of northbound 1-405.
The drill rig is supported by a water truck that also hauls extra tools and equipment. The truck is
parked as near as possible, then a 2-inch water supply hose is extended to the drill site.
The casing advancer system is the drilling system used on most WSDOT projects. The drilling
operation begins with rotating a 4-inch steel casing into the ground. Then a 3-inch casing is used
inside the 4-inch casing to drill the hole. The 4-inch casing is used to re-circulate the drilling fluid
in a tub that is placed near the borehole. Where needed, a silt fence is constructed around the drill
site to contain any loss of drilling slurry (drilling slurry is essentially soil mixed with water).
When the boring is completed, the boring hole is backfilled with bentonite per Washington State
Department of Ecology requirements. The drilling slurry and soil cuttings are transferred into
sealed drums and disposed of off-site. Upon completion of the geotechnical borings, the drill rigs
will be removed from the site in the same manner as they were placed. After removing the drill
from the boring location, the area will be restored to original condition and, if necessary, grass seed
and straw will be spread over any disturbed areas. All work to be performed is located within the
WSDOT right-of-way.
BEST MANAGEMENT PRACTICES (BMPs)
Actions taken to avoid and minimize potential impacts during geotechnical test borings include the
following BMPs:
• The time duration of the activity is limited. The two borings will be completed in two to
three work days.
• The number of test borings has been minimized to the greatest extent feasible (only two total
borings).
• The boring locations are located in uplands within the WSDOT right-of-way, not in
wetlands.
• The borings are located within the WSDOT right-of-way on grassy areas immediately south
of the north bound 1-405 shoulder. No shrub or tree vegetation will be impacted.
• Boring SRL-2 is located 81.1 feet away from the OHWM of Springbrook Creek and boring
SRL-3 is located 95.4 feet away from the OHWM of Springbrook Creek.
• The smallest drilling rig capable of accessing each site has been selected to perform the
borings.
• Drilling slurry will be re-circulated within the drilling system and not discharged at the site.
• The volume of water for drilling will be minimized.

• At no time shall drilling slurry or soils cuttings be allowed to enter Waters of the State of
Washington.
• All drilling slurry and soil cuttings will be pumped into and stored in lockable drums and
disposed of off-site.
• Sediment control BMPs, such as silt fences, will be installed as appropriate.
• Removal of sediment control BMPs will be performed immediately after drilling is
completed.
• The boring holes will be filled with bentonite clay to prevent mixing of aquifers and
eliminating the route for surface contaminants.
• At least one emergency spill response kit will be on site at all times.
