39.82-acres of this annexation site (excluding streets) to Renton's R-4 Zone and

Because annexations are SEPA exempt (RCW 43.21 C.222) this environmental
review is only for the rezone. Under Renton's proposed zoning the 61.97-acre site
(excluding street right-of-way) could theoretically accommodate ~ 362 dwelling units.
The proposed rezone is consistent with Renton's Residential Single Family and
Residential Low Density land use designations, as shown on the City's
Comprehensive Plan Land Use Map.

The applicant, has requested Environmental Review for the proposed prezoning of
39.82-acres of this annexation site (excluding streets) to Renton's R-4 Zone and
22.15 acres of the site to Renton R-8.
Because annexations are SEPA exempt (RCW 43.21C.222) this environmental
review is only for the rezone. Under Renton's proposed zoning the 61.97-acre site
(excluding street right-of-way) could theoretically accommodate ± 362 dwelling units.
The proposed rezone is consistent with Renton's Residential Single Family and
Residential Low Density land use designations, as shown on the City's
Comprehensive Plan Land Use Map.
The site is between 140th Ave SE on the west and Lyons Ave on the east,
approximately 275 ft. south of NE 4th St and north of SE 136th st. It is located in the

Impacts: None identified for this non-project legislative action. At the most likely scenario for build-out 362 potential
dwellings could potentially create 3620 average vehicle trip ends per week day. There are already 100 dwellings and
approximately 1000 average vehicle trip ends per week day in the area and development of additional units is likely to
occur regardless of the change in zoning. However, mitigation can be provided at the time there are specific project
proposals before the City.
Mitigation Measures: Impacts, if any, are better assessed at the project level.
Nexus: Not applicable.

PROJECT DESCRIPTION: The applicants for the proposed Mosier II Annexation have requested that the
City prezone the subject site In advance of annexation, pursuant to RCW 3SA.14.330, so zoning will be In place at the time
the subject site comes into the City. The City of Renton Is requestIng that the Boundary Aevtew Board expand jurisdiction
to include contiguous areas to the North, East. and West. The City is proposing to prezone 39.82 acres of the proposed
annexatIon area R-4. This includes the land of the original annexation area and the pocket of land immediately 9ast,
between 144111 Avenue SE and Lyons Ave NE and south of NE ~ Street. In the Renton Comprehensive Plan these sites
are designated Residential Low Density. The remaining 22.15 acres immediately north of the original annexation area and
approximately 275 ft. south of NE 4th Street and the property Immediately west to 140111 Street Is proposed to be prezoned
R.a. This corresponds with the Residential Single Family designation In Renton's Comprehensive Plan. Whereas the
proposed annexation is considered to be a non-project action under SEPA, the proposed zoning is not.
PROJECT LOCATION: This site is between 140th Avenue SE on the west and Lyons Avenue on the east,
approximately 275 ft. south of NE 4th Street and north of SE 136111 Street. See

OPTIONAL DETERMINATION OF NON·SIGNIFICANCE CONS): As the Lead Agency, the Cily of Renton has determined
that Significant environmental Impacts are unlikely to result from the proposed zoning. Therefore, as pennitted under the
RCW 43.21 C.11 0, the City of Renton is using the OptIonal DNS process to give notIce that a DNS is likely to be Issuecl.
Comment periods for the project and the proposed DNS are Integrated into a slng/e comment period. There will be no
comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day appeal
period will follow the Issuance of the DNS.

Council accepted the proposed Direct Petition to annex at Its public hearing on
February 7, 2005 and held the first of two required public hearlng8 on the
prop08ed prezonlng on this same date.
The subject site Is located within the Residential Low Density (RLD) and Single
Family (RS) ComprehenSive Plan Land Use Map designations. The proposed A-
4 and R-B prezone8 are consistent with this land use designation, as well as
relevant land use policies adopted In November 2004.
EnvIronmental Checklist prepared May 9, 2005
This non·proJect acllon wlll be subject to the Ctty's SEPA Ordinance and
Development Regulations and other applicable codes and regulations as
appropriate.
The analysis of the proposal does not reveal any adverse environmental impacts requiring mitigation above and beyond
existing code provisions. However, mitigation may be necessary and may be imposed at the time of a site specific
development proposal on the subject annexation site.
Comments on the above application must be submitted in writing to Don Erickson, Senior Planner, Economic
Development Neighborhoods and Strategic Planning Division. 1055 South Grady Way, Renton, WA 98055. by 5:00 PM on
May 27. 2005. If you have questions about this proposal, or wish to be made a party of record and receive additional

MOSIER II ANNEXATION PREZONE
PROJECT DESCRIPTION: The applicants for the proposed Mosier II Annexation have requested that the
City prezone the subject site in advance of annexation, pursuant to RCW 35A.14.330, so zoning will be in place at the time
the subject site comes into the City. The City of Renton is requesting that the Boundary Review Board expand jurisdiction
to include contiguous areas to the North, East, and West. The City is proposing to prezone 39.82 acres of the proposed
annexation area R-4. This includes the land of the original annexation area and the pocket of land immediately east,
between 144th Avenue SE and Lyons Ave NE and south of NE 2nd Street. In the Renton Comprehensive Plan these sites
are designated Residential Low Density. The remaining 22.15 acres immediately north of the original annexation area and
approximately 275 ft. south of NE 4th Street and the property immediately west to 140th Street is proposed to be prezoned
R-8. This corresponds with the Residential Single Family designation in Renton's Comprehensive Plan. Whereas the
proposed annexation is considered to be a non-project action under SEPA, the proposed zoning is not.
PROJECT LOCATION: This site is between 140th Avenue SE on the west and Lyons Avenue on the east,
approximately 275 ft. south of NE 4th Street and north of SE 1361h Street. See
attached map.
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed zoning. Therefore, as permitted under the
RCW 43.21 C.11 0, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued.
Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no
comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day appeal
period will follow the issuance of the DNS.

Council accepted the proposed Direct Petition to annex at its public hearing on
February 7,2005 and held the first of two required public hearings on the
proposed prezoning on this same date.
The subject site is located within the Residential Low Density (RLD) and Single
Family (RS) Comprehensive Plan Land Use Map designations. The proposed R-
4 and R-a prezones are consistent with this land use designation, as well as
relevant land use policies adopted in November 2004.
Environmental Checklist prepared May 9, 2005
This non-project action will be subject to the City's SEPA Ordinance and
Development Regulations and other applicable codes and regulations as
appropriate.
The analysis of the proposal does not reveal any adverse environmental impacts requiring mitigation above and beyond

SUMMARY
The applicants for the proposed Mosier II Annexation have requested that the City prezone the
subject site in advance of annexation, pursuant to RCW 35A.14.330, so zoning will be in place at
the time the subject site comes into the City. The City of Renton is requesting that the Boundary
Review Board expand jurisdiction to include contiguous areas to the North, East, and West. This

south ofNE 4th Street and north of SE 136th Street. Annexation is considered exempt from SEP A.
However, the prezoning of the subject 6 1. 97-acre area does require SEPA review.

Comprehensive Plan. The proposed prezone is considered a non-project action under SEP A.
Surrounding zoning to the north and west of the site is Renton R-8 residential 8 units per net acre
and King County R-4, residential 4 units per gross acre to the east and south.
Currently 100 single-family housing units exist in this area. The proposed R-4 area west of 144th
Avenue SE is "grandfathered-in" at R-5 (five units per net acre) density and lot sizes although it
will be zoned R-4. As a result, there is a potential for 193 single-family homes on this portion of
the annexation area at full build out. The proposed R-4 area east of 144th Avenue SE has the
potential for 28 single-family homes. In the proposed R-8 areas, due to existing lot coverage and
home placements, it is estimated that there is a potential for 141 single-family homes at full build
out. That results in a likely build out of 362 single-family homes in the proposed prezone area.
Since this prezone is a non-project proposal, development of additional housing units will be
subject to additional project specific review at the time of development.
Mosier II Annexation Prezone Justification
The area proposed for prezoning has already been designated for Residential Low Density and
Residential Single Family in the Renton Comprehensive Plan. King County's Comprehensive
Plan has designated the area for urban development at a density of 4-12 dwelling units per gross
acre. R-4 zoning of this property would be consistent with both Comprehensive Plans.

The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
