Lots 17, 18 and 20, within the White Fence Ranch subdivision, are owned by the applicant and would
be served by the new sewer line which would then require individual stubs to each lot. The remaining
lots adjacent to the new sewer line could potentially be connected to the line with the expectation that a
latecomers agreement would result in payback of proportional costs, The undeveloped platted lots are
intended for single family residential dwelling units.
Within NE 6111 St. and SE 124'h St., 207 linear feet of 10·inch sewer main would be installed. Within
155"1 Ave. SE, 617 linear feet of 8·inch sewer is proposed. SE 124'h Street is unimproved right-of-way.
155'11 Ave. SE is paved, but does not include curb, gutter or sidewalk within the 60 -foot width.
The applicant submitted a wetland reconnaissance report and Environmental (SEPA) checklist with the
land use application. ProJect construction is anticipated to start in the Spring/Summer of 2005.
8. RECOMMENDA TION
Based on analysis of probable impacts from the proposal, staff recommend that the Responsible
Officials make the following Environmental Determination:

1. All required utility. drainage and street improvements will require separate plan submittals prepared
according to City of Renton drafting standards by a licensed Civil Engineer.
2. All projects are required to be tied to a minimum of two of the City of Renton current horizontal and
vertical control network.
3. Permit application must include an itemized cost estimate for these improvements. The fee for review
and inspection of these improvement is 5% of the first $100,000 of the estimated construction costs;
4% of anything over $100,000 but less than $200,000, and 3% of anything over $200,000. Half of
the fee must be paid upon application for building and construction permits, and the remainder when
the permits are issued. There may be additional fees for water service related expenses. See
Drafting Standards.
O. ENVIRONMENTAL IMPACTS
In compliance with RCW 43.21 C. 240, the following project environmental review
addresses only those project Impacts that are not adequately addressed under existing
development standards and environmental regulations.
1. Earth
Impacts: The site where the sanitary sewer would generally be flat with slopes up to two percent except
for the area where the sewer line would cross a drainage ditch that has banks with slopes up to 30
percent. The SEPA checklist states that the soil type is Alderwood Series Soils, with a couple of feet
depth of silty, gravelly soil over glacial till. Construction of the sewer will require trench excavations of
approximately 1,200 cubic yards of cut and fill.
Vegetation including fourteen trees (black cottonwood and alder) would be removed within the SE 124th
Street right-of-way to the west of the intersection with 155th Ave. SE. The sewer trenches would be to the
west of the centerline of 155th Ave. SE and to the south of the centerline of SE 124th SI.
When backfilling the trench, native material will be used (that which was removed during excavation) if it
meets standards. If the native material is not of an appropriate quality, imported backfill from an
approved source will be used. No erosion is anticipated to occur after the sewer line is complete. It
appears the applicant will utilize measures to reduce potential erosion impacts to the site; therefore, no
further mitigation measures are recommended.

2. Wetlands/Surface Water
Impacts: The applicant submitted a wetland/stream reconnaissance with the land use application as
prepared by Altmann Oliver Associates, LLC, dated March 4, 2005. The 5E 124th 51. right-of-way is
currently unopened between NE 6th St. in the City of Renton and 155th Ave. 5E in King County. One
drainage ditch was identified along the southern edge of the right-of-way. Most of the drainage on the
site has been heavily degraded through the dumping of garbage and other debris.
The reconnaissance continues to state they understand that the City of Renton has not historically
considered the ditch to be a regulated stream. However, King County may consider the drainage ditch to
be a regulated aquatic area. Under the new King County Critical Areas Ordinance, this drainage may
meet the criteria for a Type 0 water, since there is a well-defined ditched channel that has no apparent

above-ground connection to a Type S, F, or N water. If King County determines the ditch is a wetland,
the applicant will be required to protect the wetland according to King County Wetland Development
Standards (i.e. buffer, permitted alterations, permits/exemptions). No further mitigation measures are
recommended by the City of Renton.

3. Land Use/Comprehensive Plan
Impacts: The proposed installation of sewer lines would be completed in the rights-of-way of the City of
Renton and King County. The surrounding land uses include platted single family residential
subdivisions. Within Renton, the lots are zoned R-4 and are platted, including Maureen Highlands
subdivision. Within King County, the lots are platted in the White Fence Ranch subdivision. The
proposed sewer would not increase the density limits allowed by the Comprehensive Plan as no new
platting would result by providing the sewer, rather existing platted lots where no single family residences
exist could be built upon. The sewer installation would likely assist in addressing any related public
health concerns by provision of sewer service. Staff does not recommend any further mitigation.
Mitigation Measures: No further mitigation is recommended.
Policy Nexus: N/A
4. Ground Water
Impacts: It is anticipated that there will be watering issues due to the depth of the excavation and soils.
The applicant's engineer should provide the methodology for dealing with the anticipated ground water
issues. Dewatering may need to occur in the pipeline trenches during construction. The groundwater
withdrawal would be necessary so that the sewer pipe can be installed "in the dry." Once the pipe
installation is complete, groundwater withdraw would cease. The water quantity to be withdrawn is not
known at this time.
Mitigation Measures: No further mitigation is recommended.

PRUSS SEWER MAIN EXTENSION APPLICATION
LUA 05·046 NE 6TH ST AND 155TH AVE SE
I have reviewed the application for this proposed sanitary sewer main extension generally
located in Section 11-23N-5E and have the following comments:
Existing Conditions:
Water --The project site is located in the Water District 90 service area.
Sanitary Sewer --There is an existing 10" sanitary sewer main in NE 6th St west of 155th
Ave SE.
Storm --There are no City of Renton storm drainage facilities in the area.
The site is not located in the Aquifer Protection Zone.
CODE REQUIREMENTS
WATER:
• No City of Renton water comments. The site is located in Water District 90.
SANITARY SEWER:
• This project will be required to extend a 10" sanitary sewer main in NE 6th St from the
end of the existing main located east of Shadow Ave NE to 155th Ave SE. This project
is also required to install an 8" main in 155th Ave SE both north and south of SE 124th
St (NE 6th St). All as shown on the utility plan submitted in this formal application. The
conceptual sewer plans are approved.
• Individual sidesewers will be required to be installed to serve the new lots. Dual
sidesewers will not be allowed.
• • _._ Pruss Sanitary Sewer Application
• It is anticipated that there will be watering issues. The applicant's engineer should
provide the methodology for dealing with the anticipated ground water issues.
STREET IMPROVEMENTS:
• This project is responsible for returning the roads to King County standards.
STORM DRAINAGE:
• Applicant shall satisfy King County road and storm standards.
GENERAL:
• All required utility, drainage and street improvements will require separate plan
submittals prepared according to City of Renton drafting standards by a licensed Civil
Engineer.
• All projects are required to be tied to a minimum of two of the City of Renton current
horizontal and vertical control network.
• Permit application must include an itemized cost estimate for these improvements. The
fee for review and inspection of these improvement is 5% of the first $100,000 of the
estimated construction costs; 4% of anything over $100,000 but less than $200,000,
and 3% of anything over $200,000. Half of the fee must be paid upon application for
building and construction permits, and the remainder when the permits are issued.
There may be additional fees for water service related expenses. See Drafting
Standards.

Map. 207LF of 10" and 617LF sewer main is being proposed to extend sewer
service to 7 to 14 existing lots in the White Fence Ranch neighborhood.

SUBJECT: Wetland/Stream Reconnaissance for SE 124'· St. Right-of-Way, King County, WA

On March 1, 20051 conducted a wetland and stream reconnaissarice onthe sutiject
property utilizing the methodology outlined in the 1997 Wastiington:State'wetlands
Identification and Delineation Manual. The SE 124'h SI. right-of-way is currently unopen
between NE 6th SI. in the City of Renton and 155"1 Ave. SE in King County. No wetlands
were identified within the right-of-way during the reconnaissance. One drainage was
identified along the southern edge of the right-of-way. This drainage has been
historically ditched and conveys runoff east from a ditch along the Renton/King County
boundary into the storm system under 155th Ave. SE. Most of the drainage on the site
has been heavily degraded through the dumping of garbage and other debris.
It is my understanding that the City of Renton has not historically considered the ditch
along the CitylCounty line to be a regulated stream. King County may, however,
consider the rainage within the right-of-way to be a regulated aquatic area. These
generally decided by the County on a case-by-case basis. Under the
Areas Ordinance (CAO), this drainage may meet the criteria
since there is a well-defined ditched channel that has no apparent

Although borings taken throughout the site revealed hydric soils, no soil saturation or
other evidence of wetland hydrology was observed. It appears likely that the hydric soils
are relic and that hydrologic conditions have changed as a result of ditching and other
changes in land use.
