DESCRIPTION OF PROPOSED PROJECT: Demolition of eXisting single family
residential structure on the property (a 1940 vintage, -1,000 square foot cottage) and
construction of a new two-story, with daylight basement, single family residence of -
4,300 square feet, and a detached garage of -500 square feet. The lot is located on
the shores of Lake Washington and the new residence will be located a minimum of 25
feet from the ordinary high water mark along the shoreline. The new residence will not
exceed a height of 35 feet above the average grade level. The existing residence does
not have on-site parking, accordingly, part of the project will include the addition of a
driveway off of Mountain View Avenue North.
BASIS FOR EXEMPTION REQUEST: Exemption from the Shoreline Substantial
Development Permit is being requested as the proposed project qualifies under the
following exemption: "Construction of a single-family residence or associated
structures for use by the owner or owner's family". The residence will not exceed a
height of 35 feet above the average grade level and the project will meet all the
requirements of the local jurisdiction (City of Renton).
ANTICIPATED DATES OF WORK: Construction is expected to commence in August
2005 with completion in May 2006.
OTHER PERMITS REQUIRED FOR PROPOSED PROJECT: City of Renton Demolition
Permit and Building Permit are being submitted concurrent with this application.
CURRENT AND PROPOSED USE OF THIS SITE: Existing and proposed use of this
site is as a single-family residence.
SPECIAL SITE FEATURES: Lake Washington shoreline.
STATEMENT ADDRESSING SOIL TYPE AND DRAINAGE CONDITIONS: The
existing soils are Alderwood Gravely Loam (Source Federal SCS map). The site slopes
from east to west toward the Lake Washington shoreline with a fall of approximately 16
feet and an average slope of 10%. There is no offsite drainage. On site runoff drains as
surface sheet flow into lake Washington. Existing single family residence roof top
runoff is collected in gutters/downspouts and is discharged onto surface soil. Proposed
single family residence roof top runoff will be collected in gutters/downspouts and
discharged in accordance with applicable building codes. There is no evidence of onsite
erosion or scouring.
TOTAL ESTIMATED CONSTRUCTION COST AND ESTIMATED FAIR VALUE OF
THE PROPOSED PROJECT: Construction cost estimate is $700,000. Fair market
value, after completion, including lot, is $1,200,000.
ESTIMATED QUANTITIES AND TYPE OF MATERIALS INVOLVED IF ANY FILL OR
EXCAVATION IS PROPOSED. Approximately 300 cubic yards of existing onsite soil
(glacial til and top soil) will be excavated, removed and disposed of at an approved
disposal location. Approximately 25 yards of imported free draining structural fill will be
required for slab sub-drainage and foundation wall back fill.
NUMBER, TYPE AND SIZE OF ANY TREES TO BE REMOVED: One Crabapple tree
(-12' tall with IS" trunk diameter) will be removed. One Weeping Birch (-7' tall with
5" trunk diameter) will be relocated as part of new landscape design. Both trees are
currently situated -100 feet from the ordinary high water mark.
DISTANCE FROM THE CLOSEST AREA OF WORK TO THE ORDINARY HIGH
WATER MARK OF THE SHORELINE: All single family residence building, patio, and
deck construction will be located outside the 2S-foot setback from the ordinary high
water mark of the shoreline. The closest work area from the ordinary high water mark
is 25 feet.
NATURE OF EXISTING SHORELINE: 5 foot high rockery style bulkhead.
