the following comments:
Comments for the Applicant:
Note the City of Renton land use action number and land record number, LUA-05-069-LLA and
LND-30-0292, respectively, on the drawing submittal in the spaces already provided.
Show ties (2) to the City of Renton Survey Control Network. The geometry will be checked by
the city when the ties are provided,
Indicate what has been, or is to be, set at the new corners of the proposed lots.
Note discrepancies between bearings and distances of record and those measured or calculated, if
any.
An additional address will be provided by the City of Renton. Note said address in the space
already provided. The current address should probably go with the existing house on new Lot 2,
not Lot I. Review and revise as needed.
Tax Lot #3224059081 is noted on the drawing for both Lot I and Lot 2 (Sheet 2 of 2). Tax Lot #
3224059043 is not shown at all.
Item No. 10, under "TITLE NOTES" (Sheet I of 2) does not directly impact the lot line
adjustment, and should be removed from said block.

Note whether the adjoining properties (to the north and southwesterly of the subject properties)
are platted (note the plat name and lot number) or unplatted.
Change references from "BOUNDARY LINE ADJUSTMENT" to LOT LINE ADJUSTMENT
in the "DEDICA nON" block on Sheet I.
See the attachment for circled items on the legal descriptions for Lot A and Lot B (Sheet 1 of 2)
that need correcting. Some of these circled items differ from what is noted in the "Schedule A"
legal descriptions included in the Chicago Title Insurance Co. Second Plat Certificate report,
Order No. 1144202, dated April 14,2005.
Remove "SMC 19.20.060" from the "CITY OF RENTON" approval block (Sheet 1 of 2).
Reference the lot names as LOT A and LOT B in the "BEFORE BLA" section of the "LOT
AREAS" block (Sheet 2 of 2). Replace both references to "BLA" with LLA in said block.
Is the very southerly portion of new Lot I to be dedicated to the city for street purposes (N. 40lh
Street/Meadow Avenue N.)?
Note "Meadow Avenue N." on the drawing (Sheet 2 of 2).
Note that if there are restrictive covenants, covenants or agreements to others (City of Renton,
etc.) as part of this subdivision. they can be recorded concurrently with the lot line adjustment.
The lot line adjustment and the associated document(s) are to be given to the Project Manager as

Wetland Delineation Repon
On September 13 and 14, 2000, Associated Earth SCiences, Inc. (AESI) performed a wetland
delineation on a portion of the Fawcett property located south of May Creek and west of Interstate
405 (1-405) in Renton, Washington (Figure 1). The purpose of the wetland delineation was to
determine the extent of wetland and wetland buffer habitat, if any, on or in the vicinity of the
property to facilitate future development planning.
As a result of the September 2000 wetland delineation survey, three on-site areas of wetland
habitat were identified. In addition to May Creek, four on-site drainages were also identified
(Figure 2). Since these identified drainages exhibit a defined channel, these features are classified
as streams. One drainage (Stream 1) discharges directly into May Creek and another (Stream 2)
connects two of the identified wetland areas. The remaining two drainages (Streams 3 and 4) are
confined within identified on-site wetland habitats.
On-site development activities fall under the local jurisdiction of the City of Renton (Renton). The
wetland categorization and buffer criteria presented in this report are based on Section 4-3-110
(Wetland Regulations) in the Renton Municipal Code (RMC) (City of Renton 2000). Stream and
buffer criteria are based on Section 4-3-090 (Shoreline Master Program Regulations) and Section
4-4-130 (Tree Cutting and Clearing Regulations) in the RMC (City of Renton 2000). In addition
to Renton's regulations, on-site development activities having the potential to affect aquatic
habitats could also be regulated by the U.S. Army Corps of Engineers (COE), the Washington
State Department of Ecology (Ecology), and the. Washington State Department of Fish and
Wildlife (WDFW).
This report provides a summary of the September 2000 wetland delineation and stream
identification survey and a discussion of existing site conditions.
2.0 STUDY AREA DESCRIPTION
The study area is bound on the north by May Creek and the west by Lake Washington Boulevard
North (Figure 2). J-405 and a single-family residence occur to the east of the property. Single-
and multi-family residences occur to the south of the property. On-~ite topography is moderately
sloping to the north with a flat bench area along May Creek. AlI runoff from the site drains north
to May Creek. The site is currently undeveloped and supports deciduous forested and shrub
vegetative plant communities. Skid roads constructed at least 10 years' ago exist on the subject
site.

3.0 METHODS
Wetland Delineation Report
The on-site wetland delineation was completed following the methodologies defined in the COE
Corps of Engineers Wetlands Delineation Manual (COE Technical Report Y -87-1) (Environmental
Laboratory 1987) and the 1997 Ecology Washington State Wetlands Identification and Delineation
Manual. Sample plot locations and delineated wetland boundaries were flagged in the field and
each marker was identified with the survey date and point reference. Delineated on-site wetland
boundaries were surveyed and mapped by· & professional surveyor and a survey drawing showing
the identified wet'Iands are included in this report (Figures 2, 3, and 4). Standard wetland
delineation forms used to record the information collected at the sample plots are included in
Appendix A.
Within the vicinity of each delineated wetland, plant species were identified and percent coverage
per species was estimated in 5-percent increments for overstory, understory, and herbaceous layers
within each non-random 5-meter radius plot sampled during the survey. Plant species were
classified according to moisture tolerance and placed in one of the following categories: obligate
wetland (OBL); facultative wetland (FACW); facultative (FAC); facultative upland (FACU); or
obligate upland (UPL) (Appendix B). The USFWS wetland plant list (Reed 1988) and Supplement
(Reed 1993) were referenced to determine plant species indicator categories. If greater than 50
percent of the dominant plant species at a sample plot Was OBL, FACW, or FAC, the vegetation
was considered to be hydrophytic. Vegetation communities have been classified according to'the
USFWS wetland classification 'system (Cowardin et al. 1979).
Soils were inspected at each sample plot and along the delineated wetland boundaries in hand-dug
soil test pits 15 to 20 inches deep. At each sample plot, soil texture, matrix color, presence of
mottles or gleying, and saturation levels were recorded. This information is presented on standard
wetland delineation forms attached to this report (Appendix A). Soil and mottle colors were
determined through the use of the Munsell Soil Color Charts (GretagMacbeth 1998). Hydrologic
indicators, including drainage patterns, presence of surface water, depth of free standing water in
test pits, and evidence of inundation (i.e., drift lines, water marks, oxidized root zones, etc.) were
also noted at each sample plot. Locations of recorded sample. plots are provided on the survey
drawings included within this report (Figures 2~ 3, and 4).
In addition to fieldwork, readily available natural resource inventory publications were reviewed to
determine the existerice of previously identified aquatic resources on or near the subject site.
Information reviewed includes the U. S. Soil Conservation Service (SCS) Soil Survey for the king
County Area. Washington (Snyderet al. 1973) and the SCS list of Hydric Soils of Washington
State (U.S. Department of Agriculture [USDA], SCS 1988), the applicable portions of the 1990
King County Sensitive Areas Map Folio (SAMF), and the USFWS National Wetland Inventory
(NWI) map (1988) for the local area.

4.0 WETLAND SURVEY RESULTS
, , The 1973 SCS Soil Survey identifies the occurrence of Alderwoodgravelly sandy loam, Indianola
loamy fine sand, and No,rma sandy. loam within th~ project area (Snyder et al.1973). Alderwood
gravelly sandy loam and Indianola loamy fine sand are classified as non-hydric (non-wetland).
Norma sandy loam is classified as hydric (wetland).

The King County SAMF (1990) identifies May Creek as a Class I ,Stream and the USFWS NWI '
map (1988) identifie$ May Creek as riverine lower perennial unconsolidated bottom permanently
flooded habitat. No other on-site aquatic resource features are identified in these publications.
4.2 Field Survey
Each wetland and stream was numbered according to the order in which they were identified.
Existing condition information for each of the identifi'ed aquatic resource features, as well as on-
site upland habitats, is presented below.
Wetland 1 and Stream ,I
Wetland 1, which lies within the western portion of the site, (Figures 2 and 3), supports palustrine
forested and palustrine scrub-shrub wetland habitat. Wetland 1 is 5,325 square feet (ft2) (0.12
acre) in size. Stream 1, which lies within the western portion of Wetland 1 (Figure 2), receives
surface flows from Lake Washington,Boulevard North. The lower portion bf Stream 1 has been
ditched in the past and, after flowing through Wetland 1, surface flows within this stream are
discharged north to May Creek (Figure 2).
Vegetation
Dominant woody plant speCies observed within Wetland 1 include Sitka willow (Salix sitchensis),
Pacific willow (Salix lasiandra), and Himalayan blackberry (Rubus discolor). Other plant species
observed within Wetland 1 include red alder (Alnus rubra), sword fern (Polystichum munitum), .
lady fern (Alhyrium fiLLt1emina), reed canarygrass (Phalaris arundinacea), common horsetail , . . r
(Equisetum arvense), and piggy-back plant (Toimeia menziesii). .
Soils
Soils observed throughout Wetland 1 were primarily silt loams to sandy loarns to silty clay loams.
Matrix colors of these soils generally ranged from very dark gray (lOYR 311) to very dark grayish
brown (lOYR 3/2) to dark grayish brown (10YR 4/2) to light gray (2.5Y 7/2) on the MunseIlSoil ,

Hydrology
Indicators of wetland hydrology observed in Wetland 1 in de soil saturation as shallow as 6
inches below the surface in excavated test pits. sediment d osits., and oxidized live root channels
in observed soils. Stream 1 is the primary source of s porting hydrology for Wetland 1 with
limited surface runoff from adjacent areas also provid' g some hydrologic support. As noted
above. surface water within Wetland 1 discharges north directly into May Creek via Stream 1.
Wetland 2 and Stream 2
Wetland 2 is located in the south-central portion of the subject site (Figures 2 and 4). Contiguous
wetland habitat extends off-site to the south for a distance of approximately 300 feet. Stream 2.
which is located within the northern portion of Wetland 2, interconnects this wetland with an area
identified as Wetland 3 (Figure 4). The portion of Stream 2 lying between Wetlands 2 and 3 has
been ditched.
The on-site portion of Wetland 2' (3.803 fe [0.09 acre)) supports palustrine scrub-shrub wetland
habitat; however.' a minor portion of the on-site portion of Wetland 2 supports a forested
component. The area of contiguous off-site wetland habitat. which supports palustrine emergent
habitat, has been graded in the past. Via Stream 2. surface flows within Wetland 2 are conveyed
northeast to Wetland 3 (Figure 4).
Vegetation
Dom~nant woody plant species observed within the on-site portion of Wetland 2 include reQ alder
and Himalayan blac~berry. Other plant species observed within the on-site portion of Wetland 2
include lady ferri. reed canarygrass. creeping buttercup (Ranunculus repens). bittersweet
nightshade (Solanum dulcamara), and morning glory (Convolvulus sp.). Reed canarygrass is the
dominant plant species observed within the off-site portion of Wetland 2.
Soils
Soils observed throughout the on-site portion of Wetland 2 were primarily sandy silt loams to

sandy loams. Matrix colors of these soils generally ranged from very dark brown (lOYR 212) to
dark grayish brown (2.5Y 4/2) to grayish brown (2.5Y 512) on the Munsell Soil Color Charts

Indicators of wetland hydrology observed in Wetland 2 include surficial saturation of soils, ground
water as shallow as 18 inches below the surface in excavated test.pits, oxidized live root channels
in observed soils, and wetland drainage patterns. The hydrologic sources for Wetland 2 are
shallow ground water and limited surface water runoff from adjacent areas. As noted, surface
. water from Wetland 2 is discharged to the northeast into Wetland 3 via Stream 2 (Figure 4). Due
to site access restrictions, the habitat and hydrologic conditions within the off-site portion of
Wetland 2 were not observed.
Wetland 3 and Streams 3 and 4'
Wetland 3 is located within the eastern portion of the subject site, extending from nearly' the
southern property boundary to May Creek (Figures 2 and 4). Contiguous wetland habitat extends
off-site to the south for a distance of approximately 150 feet. Within Wetland 3, Stream 3 enters
the subject site from the south. However, the drainage identified as Stream 4 lies entirely on-site
within the eastern portion of Wetland 3 (Figure 4). Portions of Streams 3 and 4 have been ditched
and/or culverted in conjunction with past construction of on-site skid roads (Figure 4). The
channels of Streams 3 and 4 do not extend beyond the boundaries of Wetland 3. Consequently,
any surface flows within these streams are confined to Wetland 3. The on-site portion of Wetland
3 (20,332 fe [0.,47 acre]) supports palustrine forested, palustrine scrub-shrub, and palustrine
emergent wetland habitats while contiguous off-site wetland habitat to tbe south supports palustrine
scrub-shrub wetland habitat.
Vegetation
Dominant woody plant species observed within the on-site portion of Wetland 3 include red alder,
salmonberry (Rubus spectabilis), t,lnd Himalayan blackberry. The dominant herbaceous. plant
species observed within the on-site portion of Wetland 3 include piggy-back plant and reed
canarygrass. Other plant species observed on-site witfiin Wetland 3 include bigleaf maple (Acer
macrophyllum), black cottonwood (Populus trichocarpa), vine maple (Acer circinatum), red osier
dogwood (Comus stolonijera), red elderberry (Sambucus racemosa), stink currant (Ribes
bracteosum), Japanese knotweed (Polygonilm cuspidatum), stinging nettle (Urtica dioica),
Cooley's hedgenettle (Siachys cooleyae), skunk cabbage (Lysichitum americanum), and bittersweet
nightshade. The dominant woody plant species observed within the off-site portion of Wetland 3
is ivy (Hedera sp.). Other plant species observed off-site include salmonberry, red elderberry,
and skunk cabbage.
Soils
Soils observed throughout Wetland 3 were primarily gravelly sandy loams to sandy silt loarns to
sandy clay loarns. Matrix colors of these soils generally ranged from black (lOYR 211) to very

noted above, the channels of Streams 3 and 4 are confmed to Wetland 3. Due to site access
restrictions, the off-site portion of Stream 3 was not observed.
Upland
On-site upland habitats support deciduous forested and shrub habitats. Dominant woody plant
species observed within on":site upland habitats include black cottonwood, bigleaf maple, red alder,
and Himalayan blackberry. Other plant species observed within the on-site upland habitats include
western redcedar (Thuja pUcata), western hemlock (Tsuga heterophylla), Douglas-fir (Pseudotsuga
menziesii), mountain ash (Sorbus sp.), holly (lb'ex sp.), Indian plum (Oemleria cerasiformis),
beaked hazelnut (Corylus comuta), red elderberry, salmonberry, stink currant, stinging nettle,
reed canarygrass·, bentgrass (Agrostis spp.), and fescue (Festuca spp.).
Soils observed throughout on-site upland habitats were primarily sandy silt loams to sandy gravelly
loams to sandy loams. Soil matrix colors observed within these soils generally rangecl from very
dark brown (lOYR 2/2) to very dark grayish brown (lOYR 3/2) to dark grayish brown (lOYR 412)
to light gray (2.5Y 7/2) to brown (lOYR 4/3) to dark yellowish brown (lOYR 4/4 to lOYR 4/6) to
yellowish brown (lOYR 5/6 to 10YR 5/8) on the Munsell Soil Color Charts (Gr~tagMacbeth
1998). Mottles were generally absent in these soils. No indicators of wetland hydrolo~y were
noted in areas detennined to support upland habitat. '
5.0 WETLAND HABITAT VALUE AND FUNCTION
As part of an overall landscape, the wetlands identified within the study area provide wildlife
habitat of moderate value. Even though the identified wetland habitats are located between 1-405
and Lake Washington Boulevard North; a contiguous wildlife corridor connecting on-site habitats
to habitats lying east of 1-405 does exist as animals may move freely under the 1-405 bridge 'over
May Creek. The identified wetlands are generally located within close proximity of May Creek,
. which is known to support chinook salmon (Oncorhynchus tshawytscha).

The vegetative structure within Wetland 3 is moderately diverse, supporting three layers of
vegetation. The diversity of the plant community structure of Wetlands 1 and 2 is low as these
areas support primarily Himalayan blackberry. Habitat features observed within the identified
wetlands and associated buffers' include downed woody debris (less than S inches in diameter) and
snags (less than IS inches diameter at breast height [DBH]). These snags are generally located
within the vicinity of Wetland 2 and Wetland 3 where woodpecker use of these habitat features' .
was noted. Evidence of mquntain beaver (Apoldontia rufa) and deer (Odocoileus sp.) was·
observed within the vicinity of Wetland 2 and Wetland 3.
Wetlands 1 and 3 appear to support seasonal inundation due to observed evidence of sediment
deposits and the configuration of the outlet to the wetland or the lack thereof. Depending upon the
depth, duration, and timing of this inundation, these areas could provide suitable breeding and'
foraging habitat for amphibians. Even though Wetland 2 does not appear to support seasonal
inundation, it could provide suitable foraging habitat for amphibians.
Bird species observed or heard during the September 2000 fieldwork include American robins
(Turdus migratorius), black-capped chickadees (Parus atricapillui), -juncos (Junco hyemalis),
spotted towhees (Pipilo erythrophthalmus), pileated woodpeckers (Dryocopus pileatus),belted
kingfishers (Cery/e a/cyon), and American crows (Corvus brachyrhynchos).
From a hydrologic perspective, the identified on-site wetlands offer limited surface water storage
for flows originating in upgradient areas. However, the identified wetlands generally do not
provide the capability to store floodwater from May Creek during high flow events. The identified
wetlands function as points of ground water discharge with Wetlands 1 and 3 providing base flow
to May Creek. Wetland 3 offers some biofiltration capabilities; however, due to the lack of an
herbaceous component, Wetlands 1 and 2 do not provide this function. However, the quantity of
sediments naturally entering these systems is likely low.
6.0 REGULATORY OVERVIEW
6.1 Local Regulations
Renton's regulations outline several criteria for the classification of wetlands. These criteria
include:
• The overall size of the wetland system (including off-site portions);
• The structure and diversity of the wetland plant community;
• The presence of state-or federal-listed threatened or endangered species or the presence of
essential habitat for these species within the wetland; and
• the presence of previous human alteration within the wetland (e.g., ditching. grading,
etc.).

The vegetation in Wetland's 1 and 3 has the potential to provide shade and direc nputs of large
woody debris to May Creek. Additionally, via surface or subsurface flow, thes etlands provide
base flow, and possibly nutrients, to May Creek. Consequently, since y Creek supports
chinook salmon, a species which is federally listed as threatened, Rento could pose to regulate
these wethlnds as Category 1 (Very High Quality>. Wetlands. Renton currently requires a 100-foot
buffer setback for Category 1 Wetlands.
Based on current Renton regulations, M'&tliiill'm)would be classified as a Category 3 CLower
Quality) Wetland as it has been disturbed in the past (e.g., ditched on-site and graded off-site) and

6.2 Federal and State Regulations
Tn addition to Renton, future on-site develo'pment activities having the potential to impact streams
or wetlands could also be regulated by the COE, Ecology, and WDFW. Addi~ionally, since May'
Creek supports chinook salmon, a federally listed threatened species, future development activities
affecting on-site aquatic habitats would also come under Endangered Species Act (ESA) review.
Consequently these agencies should be 'contacted prior to the initiation of future on-site
development activities having the potential to affect aquatic habitats.
'7.0 SUMMARY
In summary, as a result of the September 2000 wetland delineation survey, three areas of wetland
habitat were identifi!!d on the subject site. These areas would be categorized as Category 1
(Wetlands 1 and 3) and Category 3 (Wetland 2) Wetlands. Most of the wetland habitat identified
in the study area supports palustrine forested, palustrine scrub-shrub, and palustrine emergen,t
wetland habitats. In addition to May Creek, four small streams were also identified. Only one
stream (Stream 1) discharges directly into May Creek. The remaining streams (Streams 2, 3, and
4) are primarily confined to the identified wetland habitats or their immediate vicinity . . '
