Project Description: Applicants for the Park Terrace Annexation asked Renton to consider
bringing a 7.65-acre site into the city and initiated the annexation process. As part of the
annexation process,: the City completed environmental review on the proposed R-8 prezoning of
the subject 7.65-acres. A Determination of Non-Significance was issued on April 4, 2005. However,
the environmental r~view process had already been initiated, the Boundary Review, Board invoked
jurisdiction on an aqditional 72.35-acres to be included with this annexation in order to adjust an
irregular boundary. :R-8 and R10 zoning have been proposed for the expanded area. The propsed
prezone is considered to be a non-project action under SEPA.

Renton has asked the Boundary Review Board to invoke jurisdiction to take in an additional 72.3S-acre peninsula
of unincorporated land adjacent to the original annexation. The proposed prezoning of this additional acreage is
R-8 and R-10, in accordance with the RS (residential single-family) and RM (residential medium density) land use
designations in Renton's Comprehensive Plan.
LOCATION OF PROPOSAL: The 72.3S-acre expansion abuts the city boundary on 90% of its boundary: it is
located in Section 10, Township 23 N, Range SE and includes the entire unincorporated pocket of land that lies
between Anacortes Street (if extended) on the west and Jericho Street (if extended) on the east, extending as far
north as approximately 600 ft. from NE Sunset (near Anacortes) and as far south as SE 122nd Street.

Because annexations are SEPA exempt (RCW 43.21 C.222) this environmental
review is only for the rezone. Under Renton's proposed prezoning, the land could
accommodate up to 470 single family units at maximum build out.
The 72.35-acre expansion abuts the city boundary on 90% of its boundary: it is

Impacts: None identified for this non-project legislative action. At the most likely scenario for build-out 470 potential
dwellings could potentially create 4700 average vehicle trip ends per week day. There are currently 273 units that
make an average of 2730 average vehicle trip ends per week day. Additionally development will occur in this area with
or without the proposed zoning change. Mitigation can be provided at the time there are specific project proposals
before the City.
Mitigation Measures: Impacts, if any, are better assessed at the project level.
Nexus: Not applicable.

PROJECT DESCRIPTION: Applicants for the Park Terrace Annexation asked Renton to consider bringing a· 7.SS-
acre site into .the city and initiated the annexation process. As part 01 the annexation process, the City completed
environmental review on the proposed A-a prezoning of the subject 7.65 acres. A Determination of Non-Significance was
tSsued on April 4, 2005. However, after the environmental review process had already been initiated, the City requested
that the" Boundary Review Board invoke jurisdiction to bring an additlon~1 72.35 acres into the City with this annexation in
order to adjust an Irregular boundary. A-8 and R-10 zoning have been proposed for the expanded area. The proposed
· ~one is considered to be a non-project action under SEPA.
PROJECT LOCATION: This project abuts the City on 90% of Its pertmeter and Includes the entire pocket
of unincorporated land that lies between Anacortes Street (If extended) on the
west and Jericho Street (if extended) on the east, extending as far north as
approximately 600 ft. from NE Sunset (near Anacortes) and as far south as SE
122n:1 Street.
· OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has detennined
that significant environmental Impacts are unlikely to result from the proposed non-project action. Therefore, as permitted
under the RCW 43.21 C., 10, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be
(ssued. Comment penods ~or the project and the .proposed ONS are integrated Into a single comment period. There will
be no comment period following the issuance of the Threshold Determination of Non·Significance (ONS). A 14-day appeal
period will tollow the issuance of the DNS.

completed environmental review on the proposed R-8 prezoning of the subject 7.65 acres. A
Determination of Non-Significance was issued on April 4, 2005. However, after the
environmental review process had already been initiated, the City requested that the Boundary
Review Board invoke jurisdiction to bring an additional 72.35 acres into the City with this
annexation in order to adjust an irregular boundary.
This application is intended to complete the environmental review on the prezoning for the
proposed expanded Park Terrace Annexation. The entire proposed annexation site is
approximately 79 acres, but the review of the prezoning of the original 7.65 acres has already
been completed, so this application covers just the 72.35 acres that is being added. This land is
surrounded by City limits on 90% of its perimeter and includes the entire pocket of
unincorporated land that lies between Anacortes Street (if extended) on the west and Jericho
Street (if extended) on the east, extending as far north as approximately 600 feet from NE Sunset

The Comprehensive Plan Land Use Designation of this Site is Residential Single Family(RS)·
and Residential Medium Density (RM). Surrounding zoning isResidentiaIMulti:"Family(RM-F)
to the north and the south and Residential 8 dwelling Units perliet acre (R-8) in Renton City
Limits; King County zoning is R-4, 4 units per gross acre inKing County. This zoning allows
up to 6 units pet acre with bonuses for energy efficiency,. affordable housing, or with purchased
deve10pmentrights from properties outside the Urban Growth Area boundary. Becausethe
proposed R-8 zohing is based upon net acreage the number of units that can be built is about the
same in the two zones. .
Proposed prezoning of the 72.65 acres of the expanded Park Terrace Annexation site includes
zoning the areas designatedRS as R-8 and zoning the areas designated RM as R-I0, consistent
. with the Comprehensive Plan. At maximum build out this area could.accommodate up. to 470
unitS under these zoning regulations.

Park Terrace Annexation R-8 ~rezone Justification
The City of Renton wishes to include 72.65 acres in the Park Terrace Annexation to adjust the
irregular boundary and correct the inherent problems with such a boundary. As part of the
annexation, the area should be prezoned so upon approval of the annexation, the zoning of the
area will need to be changed from the current King County zoning designation to a City of
Renton zoning designation. The proposed annexation site is currently zoned R-6 and R-8 (6 or 8
dwelling units per gross acre) under King County's regulations. Renton's proposed R-8 zoning
(8 dwelling units per net acre) is comparable to the 6 drilgross acre standard.
