Here are the comments I received today from Property Services. Please have your
surveyor carefully respond to each comment by making changes to the Lot Line
Adjustment drawing.
Property services would also like me to clarify with you whether Anne Roffey is listed as
an owner on the title reports of any of the lots. Her name does not appear in the King
County Tax Assessor information on the properties.
Once the surveyor has made all of the requested changes, submit two mylars to us, both
signed by the owner/s and notarized using an ink stamp, not embossed. The ink stamp
must be legible so that King County will promptly record the lot line adjustment.

Format and Legal Description Review
Bob Mac Onie and I have reviewed the above referenced lot line adjustment submittal and have
the following comments:
Comments for the Applicant:
Note the City of Renton land use action number (LUA-05-088-LLA) in a larger type size than is
used for the land record number (LND-30-0295). Note both numbers in the upper left-hand
comer of the drawing sheet, if possible.
Do note all easements, covenants and agreements of record on the drawing. Remove the
statement under the "SURVEYOR'S NOTES" block that refers to not showing all easements,
restrictions, etc.
Note on the drawing that the 20' access and utilities easement is "NEW" and "PRIVATE".
See the attachment for items to be corrected in the "NEW PRIVATE EASEMENT FOR
INGRESS, EGRESS & UTILITIES MAINTENANCE AGREEMENT" block.

It is suggested that the old lint!"between the Wr8 tax lots involved in this lot line adjustment be
shown more legibly.
In the "NOTE" (middle of drawing sheet) concerning square footages, the word "SQUARE" is
missing the last letter (E).
Comments for the Project Manager:
In our review memo dated August 19, 2005, we asked if Peter Roffey had any interest in the
subject properties. Also, the taxpayer of record for Lot 8 is listed as James C. Roffey, but the lot

Format and Legal Description Review
Bob Mac Onie and I have reviewed the above referenced lot line adjustment submittal and have
the following comments:
Comments for the Applicant:
Note the City of Renton land use action number and land record number, LUA-05-088-LLA and
LND-30-0295, respectively, on the drawing in the spaces already provided.
Show two ties to the City of Renton Survey Control Network. The geometry will be checked
when the additional tie is provided ..
Indicate what has been, or is to be, set at the corners of the proposed lots.
Note all easements, covenants and agreements of record on the drawing.
The city will provide one additional address for the adjusted lots. Note the addresses of all the
lots on said lot line adjustment.
On the final submittal, remove all references to trees, utility facilities, topog lines, and other items
not directly impacting the lot line adjustment.
The approval block for the City of Renton should include a reference to the "CITY OF
RENTON". The "DEPARTMENT OF COMMUNITY DEVELOPMENT SERVICES" line is
incorrect -remove it from said block. The "Administrator" line is correct.
The word "EXAMINED" is misspelled in the King County approval block.
Change all references from "BOUNDARY LINE ADJUSTMENT" (on the drawing), to LOT
LINE ADJUSTMENT.

What interest, if any, does Peter Roffey have in the subject properties? The taxpayer of record
for Lot 8 is listed as James C. Roffey, but the LLA drawing notes Anne M. Roffey as the owner.
Provide documentation for clarification of these ownership issues.
Note that if there are restrictive covenants, easements or agreements to others (City of Renton,
etc.) as part of this lot line adjustment, they can be recorded concurrently with the lot line
adjustment. The lot line adjustment and the associated document(s) are to be given to the Project
Manager as a package. The lot line adjustment will be recorded first with King County. The
recording number(s) for the associated document(s) (said documents recorded concurrently with,
but following the lot line adjustment) need to be referenced on the lot line adjustment submittal.
Note that the 20'access and utilities easement (shown on the lot line adjustment) is "NEW" and
"PRIV ATE". Said easement is to be created for the benefit of Parcel 2. Since the newly
configured parcels created via this lot line adjustment will be under common ownership at the
time of recording, there can be no new easement established until such time as ownership of the
subject parcels is conveyed to others, together with and/or subject to specific easement rights.
If the previous paragraph applies, add the following Declaration of Covenant language on the
face of the subject drawing:
DECLARATION OF COVENANT:
The owners of the land embraced within this lodine adjustment, in return for the
benefit to accrue from this lot line adjustment, by signing hereon covenant and agree
to convey the beneficial interest in the new easement shown on this lot line
adjustment to any and all purchasers of the lots, or of any subdivisions thereof This
covenant shall run with the land as shown on this lot line adjustment.
The private access and utilities easement requires a "NEW PRIVATE EASEMENT FOR
INGRESS, EGRESS & UTILITIES MAINTENANCE AGREEMENT" statement on the face of
the subject drawing. See the attachment.

The following Utility and Transportation comments concern the Environmental and
Application review for the subject project.
EXISTING CONDITIONS
WATER -The site is currently supplied and connected to the City of Renton Water
system. There is a 6-inch watermain in SW 3rd Place. The project site is
located in the 370-water pressure zone. The site is outside the Aquifer
Protection Area. Fire Flow available to the site is approximately 1,000 gpm.
Static water pressure is 8Opsi.
SEWER -The site is currently connected to the City of Renton Sewer system (via a 6"
line).
STORM -The subject site is currently developed with minimal surface water drainage
improvements.
STREET -The subject site is currently developed with street access.
CODE REQUIREMENTS
WATER
1. In accordance with the Fire Department requirement (prior to building permits);
at a minimum a hydrant within 300 feet any proposed single~family structure is
required. Additional hydrants may be required depending on the total square
footage of the structure.
2. The Water System Development Charge, if not previously paid, is $1,525 per
dwelling unit
SANITARY SEWER
1. The Sewer System Development Charge, if not previously paid, is $900 per new
dwelling unit. This fee is due with the construction permit.

SURFACE WATER
1. Surface Water System Development Charge, if not previously paid, are $715 per
new dwelling unit.
2. Any new construction on the lots must meet the drainage requirements for the
King County 1990 Surface Water Design Manual.
TRANSPORTATION
1. Additional access or changes to the driveway location were not considered as part
of this project review. New driveways shall be evaluated at time of building
permit.
CONDITIONS
1. Temporary Erosion Control shall be installed and maintained in accordance with
the Department of Ecology Standards and staff review.
2. A Traffic Mitigation Fee of$75.00 per additional Average Daily Trip shall be
assessed.

I am requesting a preliminary review of the proposed lot line adjustments,for our property located at 977
and 985 Southwest 3rdPIace in Renton. The name of the project is "Roffey/Roffey Lot Line
Adjustment"~ We will be requesting a permit to build the new home pending approval of the above.
The only special concern that I am aware of is the need for a 20' wide section of the driveway to provide
emergency vehicle access to the proposed home. The 20' wide x 42' long section of driveway will comply
with section 4-4-080 -F.6.d of the Renton Municipal Code. Below are additional details of the project:
Current configuration. and usage:
Three lots each at 246' deep and 40' wide with the width common to SW 3rd Place. There is one 875 sq.
ft. home located on one of the lots (address 985). There was another home located across the other two
lots and approximately 120' from the street that was destroyed by fire in June 2004. There is a concrete
. driveway remaining that serviced the former home.
Proposed configuration,and usage:
We are proposing to change the configuration ofthe lot lines resulting in the following:

2 lots each at 60' x 100' with the 60' width common to SW 3rd Place. One will be vacant and one
will be common to the existing home (address 985).
1 lot 120' X 146' where the new single family replacement home will be built.
Off street parking area for the existing home at 985.
An easement to provide driveway access to the new home and access to off-street parking for
the existing home at 985. .
