The City of Renton has completed processing the above referenced lot line adjustment
and has forwarded the final mylars to King County for recording.
Please note the recording of the lot line adjustment map alone does not transfer
ownership of property. If necessary, prepare and record a deed transferring ownership
of the portion of land depicted in the lot line adjustment map. We recommend that the
legal description for this document be prepared by a surveyor. It is the applicant's
responsibility to ensure this document is properly prepared and recorded with the
County.

The City has completed the review of the above-referenced proposed lot line adjustment and has
made a decision to approve the request, subject to the corrections indicated on the attached
memorandum from Property Services, dated December 19, 2005.
Please submit two sets of an original mylar of the corrected lot line adjustment and a check for
$15.73 made out to CD&L for shipping, at the Development. Services counter on the sixth floor
of Renton City Hall. The mylars will be sent to King County for recording. Please verify that
the mylars have been signed by all owners of record and have been notarized with an ink stamp
(not embossed). The ink stamp must be legible so that King County will promptly record
the lot line adjustment.
This decision to approve the proposed lot line adjustment is subject to a fourteen (14) day appeal
period from the date of this letter. Any appeals of the administrative decision must be fIled
with the City of Renton Hearing Examiner by 5:00 pm, January 5, 2006. Appeals to the
Examiner are governed by the City of Renton Municipal Code Section 4-8-110. Additional
information regarding the appeal process may be obtained from the Renton City Clerk's Office,
(425) 430-6510. Appeals must be filed in writing together with the required $75.00 application
fee to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98055.

Format and Legal Description Review
Bob Mac Onie and I have reviewed the above referenced lot line adjustment submittal and have
the following comments:
Comments for the Applicant:
Correct the dimension of 199.72' , noted northerly of the north line of said Lot 1.
Remove the two references to sanitary sewer facilities (located in the right-of-way for S 15th
Street).
The existing legal description for Lot 2 is incomplete as written (on the current submittal). Said
legal description needs to include "TOGETHER WITH Lot 19, EXCEPT the south 200' thereof'.
It is suggested that it would be easier to use the legal descriptions that resulted from the lot line
adjustment recorded in 1982. NOTE: Said correct legal description for Lot 2 is already noted at
the end of the legal description for said Lot 2 -nothing else is needed.

Bob Mac Onie and I have reviewed the above referenced lot line adjustment submittal and have
the following comments:
Comments for the Applicant:
Note the City of Renton land use action number and land record number, LUA-05-127-LLA and
LND-30-0299, respectively, on the drawing in the spaces already provided.
The subject lot line adjustment properties should be tied directly to the City of Renton Survey
Control Network. The geometry will be checked when a direct tie is provided. Also, there are a
number of obvious errors already noted on the lot line adjustment drawing that affect the
geometry. Review and revise as needed.
The legal descriptions noted for both "LOT 1" and "LOT 2" are outdated. The more current legal
descriptions reference Parcell and Parcel 2 of City of Renton Lot Line Adjustment No. 005-82,
as recorded under King County Rec. No. 8207289005. The recording number noted in the legal
description for "PARCEL 2" is incorrect.
The first notary block noted under the "DECLARATION" block is for a corporation. Revise, if
said block is incorrect.
Indicate what has been, or is to be, set at the new comers of the proposed lots.
Note encroachments, if any.
Note all easements, covenants and agreements of record on the drawing.
The "LEGEND" notes what was newly set (set W' rebar & cap). The symbol for what was set is
not noted on the short plat drawing.

Note that if there are restrictive covenants, easements or agreements to others (City of Renton,
etc.) as part of this lot line adjustment, they can be recorded concurrently with the lot line
adjustment. The lot line adjustment and the associated document(s) are to be given to the Project
Manager as a package. The lot line adjustment will be recorded first with King County. The
recording number(s) for the associated document(s) (said documents recorded concurrently with,
but following the lot line adjustment) need to be referenced on the lot line adjustment submittal.
The 20'access and utilities easement (shown on the lot line adjustment) is noted as "PRN ATE".
Is it also a "new" easement? Is said easement is to be created for the benefit of Lot I? If new and
for Lot 1, then a private easement document (between the two property owners) needs to be
recorded with King County. Note the recording number of said easement document on the lot
line adjustment drawing (if new or existing).

Re: Lakeview Short Plat Pre-Application (PRE 05-084)

Dear Mr. Touma:
This is to follow up on our telephone conversation of November 1,2005, regarding the
above land use applications, and potential options for proceeding in future.
On July 7, 2005, planning staffheld a pre-application meeting with you to discuss the
proposed 8-10t Lakeview short plat. The short plat layout that was reviewed by staff for
this meeting showed access for all lots except Lot 4 from S. 15th Street, a hammerhead
turnaround on Lots 2,3 and 6, and access for Lot 4 from a 20-foot private access
easement extending from Shattuck Ave. S. The application also indicated that a lot line
adjustment (LLA) would be requested to adjust boundaries for three parcels within the
proposed short plat site area.
Based upon information provided at the pre-application meeting, you subsequently
revised the site layout and requested a street modification that would allow 8 lots to be
served by a through-street within the plat, with 20 feet of pavement in a 26-foot private
access easement. Primary access would be from S. 15th Street, with a secondary fire
access from Shattuck Ave. S. The street modification was approved by Public Works on
August 24, 2005.
On October 14,2005, an application for an LLA for two of the subject parcels was
submitted to the City. The effect of the LLA would be to revise the size and shape of Lot
2 of the LLA (Tax ID No. 334040-1606), and separate it from the proposed short plat.
During our conversation, I asked why the property owners were requesting both an LLA
and a short plat, since it appeared that a 9-10t short plat by itself would be both feasible
and simpler to accomplish, and the proposed boundary of Lot 2 in the LLA could be
created as part of the short plat process. Before proceeding further with review of the
LLA, I would like to be certain that your clients understand their options, and to know if

they wish to continue with both an LLA and subsequent8-lot short plat, or if they prefer
to apply directly for a 9-lot short plat.
When considering options, your clients should be aware that ifthe parcel is included
within the short plat, the 20-foot private easement on the north edge ofthe property will
be required to be expanded to 26 feet. In any event, a revision of the easement to benefit
the neighboring property owners will be necessary to accommodate the proposed ')og" at
the southwest comer of the easement which will connect to the internal 26-foot private
road within the proposed short plat.

This project involves three single parcels of land totaling an approximate area of 1.27 acres.
The parcels are identified as portions of Lots 18 and 19 ofC.D Hillman's Earlington Garden,
Division I and Lot 3 of Renton Short Plat SP 24-76. It is the intent of the applicant to adjust
the ,Property line between Lot 3 of Renton Short Plat SP 24-76, in order to provide full
utihzatlOn of the property for developing it into single family lots in accordance with existing
zoning. The applicant reviewed then possible development of the adjusted Lots with adjacent
lot owned by the applicant for possible eight (8) lot short plat. The additional area gained a
result of the LLA, will also provide a better traffic circulation to serve anticipated eight lot
subdivision.
The project is situated in the south end of the City of Renton. It is located within northeast
quarter of Section 19, Township 23 North, Range S East W. M. The site is bounded on the
north by Interstate 40S, and on the south by S ISO' street. It is bounded on the east and west
by single-family lots.
The proposed Lot Line Adjustment (LLA) will not increase the number of lots. The existing
structures on both parcels will remain. Access for proposed Lot 1 of the LLA will continue to
access from South ISth Street, and proposed Lot 2 will continue to access from Shattuck
Avenue South. The intent
The soils on the site are composed of Alderwood (AgC) fine sand and sandy loam per the
King County Soil Survey. This type of soil is designated by King County as Type C soil.
The City of Renton designates the site with the SF zoning. The SF zoning allows for a
minimum lot size of 4S00 square feet and a maximum density of 8 units per acre. The
setbacks allowed in the SF zone are as follows: front yard setbacks, 20 feet; rear yard
setbacks, 20 feet, and side yards setbacks, S feet on all interior lots, and 10 feet on comer lots.
The City of Renton Comprehensive Plan designates the site as Single-Family Residence,
which is consistent with present zoning.
The site is fairly flat with maximum grade ranges from 8 percent for majority of site. Steeper
slor.es along the north of the property were noted. There is no indication of slope instability
viSIble at the time of visiting the site.
The surface water flow from the site is oriented from south to north toward a perimeter road
adjacent to 1-40S. The flow from the site is oriented north across an existing single family lots
situated north of the site. There exists storm system in the perimeter road (S 14 th Street)
paralleling 1-40S. The flow is directed east toward Monroe Avenue South. Thence the flow is
directed to the north into the 1-40S storm system.
