Exterior Praperty Areas-Weeds
June 6, 2Q16:The city received a camplaint about the excessive growth of weeds and
grass on the praperty(ocated at 2714 NE 4th C#, Renton, WA. A site visit confirmed the
violatian. See attached photas,
A warning of Vialatian, CdDE16-000358, was issued to the property awner Boyu Liu at
the address provided an the City af Renton Utility Billing System, for vialating the City of
Rentan's Exterior Property Areas code. The compliance date was lune 21, 2016.
Sectian 302.4 is amended to read as follows: Weeds:All premises and exteriar property
shall be maintained free from weeds or plant grawth in excess of twelve inches (12"J in
height an development property or twenty faur inches (24"J in height an vacant land. All
naxious weeds shall be prohibited. Weeds shall be defined as all grasses, annual plants
and vegetation, other than trees orshrubs;provided, however, rhis term shall not
include cultivated flowers and gardens.
lune 3Q, 2016;A drive by inspection verified that the property was still out of
camp#iance. A 2"d Warning af Violatian was maiEed via USPS Tracking. The campliance
date was July 15, 2016
luiy 18, 2016: A drive by inspection verified that the property was stiil out of
compliance. A 15t Finding of Violation with a $100 fine was assessed and mailed to the
same address as the Warnings of Violation via USPS Tracking.
July 18 & 19, 2016: A series of emails were exchanged between myself and the property
owner. See attached Emaiis.
luly 28, 2016:The 2"d Warning of Vialation was returned as insufficient address by
USPS. Through the emails with the violator, I was tald that the California address was na
good.

August 3, 2016: A drive by inspec#ion verified that the property was still out of
compliance. A 2nd Finding af Violatian with a $200 fine was assessed and mailed to the
Califarnia address and the Violatian address, bath via USPS Tracking.
August 12, 2016:The awner called me on the phone and asked me to waive the fees. I
told him that I da not have that authority. About an hour later he came to the front
counter and again asked me to waive the fees. He shawed me his copv of the 2"a
findin�af violation. verifvin�that he received it in the mail. I told him he has the option
to appeal the finding.
August 16, 2016:A drive by inspection verified that the property was still out of
compliance. A 3rd Finding of Violation with a�300 fine was assessed and mailed to the
Violation address, via USPS Tracking.
August 18,2416: United States Postal Service Tracking and Customer Receipt#9114
9414 9645 0534 4273 12 shows that the 3��Finding af Violation was delivered to the
property owner on Au�nzst 17, 2Q16 at 4:17 pm.
August 22,2Q16: The 1St Finding of�iolation was returned as Return to Sender, Unable
to Forward by USPS. Through the emails with the violator, I was told that the California
address was no good.
August 25, 2016:A drive by inspection of the property verified that the violation has
been resafved and the code case was clased.
It's the city's positian that Mr. Liu pay the 3`� Finding af Violation fee. Mr. Liu knew the
condition of his property and continued to ignore it well after he received the ariginal
emaii from the city asking him to bring the property into compiiance.

address. I explained the violations and fees
and asked him to contact me so we can get
this resolved.
Rob Shuey Diary Log Finding of Violation#2 08-03-16 A drive by inspection verified that
nothing has been done to bring the property
into compliance. There are a number of pairs
of shoes on the front porch that appear
recently used ie.no spider webs in or around
them,as is the case with the coolers on the
front porch. I think someone is living there. I
knocked with no answer. Mailing FOV-2 to
both the california address and the violation
address,both Tracking&Priority.
08/16/2016 Rob Shuey Contact Violator Phone Call and office visit 08-12-16 The violator called me and asked
from Violator that I waive the Finding of Violation fee. I told
him that I cant.About an hour later he showed
up at the front counter and asked me again to
help him get the fee waived. He showed me
the copy of the letter he received in the mail,
so clearly it was delivered to his house. I told
him he has the option to appeal the finding by
filling out the form and submitting it to the city
clerk.

The city has elected to establish a non-judicial hearing and determination system to enforce Renton Municipal Codes civil code
violations. Therefore a code violation penalty, consistent with RMC 1-3-2(P) is imposed, not including any costs,fees or assessments.

Thank again for responding so quickly. A couple of quick items I need to clarify. You need to contact Renton Utilities
and provide a current,valid address, and when do yau anticipate being home and taking care of the vegetation on the
property? I'm sure you understand that it's not fair to your neighbors to leave the property unmaintained. The sooner
you can resolve the violation,the more likely I will be able to convince my supervisor that you responded as soon as you
knew abaut the violation. If you're not going to be hame within the next 10 days and(or have the vegetatian cut, I'm
obligated to issue another Violation Fee,this time far$200. I'm hoping#o avoid that as long as you can give me an
accurate time line showing that the vegetation will be cut within a reasonable amount of time (within the next 2
weeks?)

192, Milpitas Ca. I've received na response from either afi the twa warnings I mailed and as of yesterday a
$100 Violatian Fee was assessed far nancompliance. Hapefu{ly this is just a case of address mix-up and we can get this
