Additionally , the right to relocate the line is subject to priar approval of the City of Renton of the location of the water line and approval of the design of the line so that it does not .interfere with the functioning of the line for fire flow or as part of a looped water line system, which approval of the City of Renton shall not be unreasonably withheld.
