RENTON PLANNING COMMISSION
Meeting Minutes
March 17, 2010 Renton City Hall

Planning Commissioners Present: Lisa Brines, Michael Chen, Michael Drollinger, Ray Giometti, Gwendolyn High,
Michael O’Halloran, Nancy Osborn, Kevin Poole, Ed Prince
City Staff Present: Chip Vincent, Planning Director; Erika Conkling, Senior Planner; Judith Subia, Administrative

1. CALL TO ORDER: Commission Chair Giometti called the meeting to order at 6:00 p.m.
2. ROLL CALL: Commission Secretary Brines called roll. Commissioner Chen arrived at 6:06 p.m.
3. CORRESPONDENCE RECEIVED: None
4. AUDIENCE COMMENTS: None
5. COMMISSIONER COMMENTS: Welcome to the newest Commissioner, Michael O’Halloran!
6. DIRECTOR’S REPORT:
The joint Planning & Development Committee and Planning Commission meeting has been postponed
and is scheduled for April 7, 2010 at 5:00 p.m. to discuss the Shoreline Master Program Update, City
Center Community Plan, and an overview of the 2010 Work Program.
The City received four proposals for the EIS on the Quendall Terminals project. Staff is going through
the selection process.
7. SHORELINE MASTER PROGRAM (SMP) UPDATE DELIBERATIONS:
Erika gave a presentation explaining where we are in the process. The Commission is not expected to make
a recommendation this evening, but Staff asks that direction be given, so a final recommendation can be
prepared. Erika discussed alternatives for a sliding scale setback and single family buffers. She also
discussed repairs of existing docks and bulkheads.
Audience Comment
Sharon Smith, 5143 Ripley Lane N, Renton: Ms. Smith has a floating dock that is shared with her neighbor.
She suggests that the Commission take a time out and would like to see the City of Mercer Island adopt its
SMP first. Ms. Smith discussed the negative impact of a natural vegetation buffer.
Anne Simpson, 3001 Mountain View Ave N, Renton: Ms. Simpson would like to see the process slowed
down. She asked the Commission to consider buffer averaging. Ms. Simpson discussed docks and its
replacement. She also asked the Commission to consider a 6 feet wide dock.

Jerry Brennan, 3405 Lake Washington Blvd N, Renton: Mr. Brennan discussed natural vegetation and his
experience with the dock permitting process.
Al Provost, 3707 Lake Washington Blvd N, Renton: Mr. Provost suggests using useable land for setback rules.
He questions the mandatory setbacks and does not think soft bulkheads work.
Laurie Baker, 8225 S 128th St, Seattle: Ms. Baker commented on the native vegetation buffer. She feels that
the definition is not clear, and it does not say what is acceptable.
David Halinen, Halinen Law Offices, 1019 Regents Blvd, Ste 202, Fircrest: Mr. Halinen discussed the no net
loss of shoreline ecological function principal.
Anne Simpson for Monica Fix, 3007 Mountain View Ave N, Renton: Ms. Fix feels it is not fair to create
regulations where property owners would immediately be non‐conforming.
8. COMMISSIONER COMMENTS: The next meeting will be on April 7, 2010.
