RENTON PLANNING COMMISSION
Meeting Minutes
April 7, 2010 Renton City Hall
6:00 p.m. Council Chambers
Planning Commissioners Present: Michael Chen, Michael Drollinger, Ray Giometti, Gwendolyn High, Michael
O’Halloran, Nancy Osborn, Kevin Poole, Ed Prince
City Staff Present: Chip Vincent, Planning Director; Erika Conkling, Senior Planner; Judith Subia, Administrative
Secretary
1. CALL TO ORDER: Commission Chair Giometti called the meeting to order at 6:00 p.m.
2. ROLL CALL: Commissioner Drollinger called roll. Commission Vice Chair Prince arrived late.
3. CORRESPONDENCE RECEIVED: Email from Tim Riley regarding the Shoreline Master Program and letters
from the City Clerk regarding the Cavalla Preliminary Plat Appeal.
4. AUDIENCE COMMENTS: None
5. COMMISSIONER COMMENTS: There is one Commission seat available, vacated by Lisa Brines. The City is
currently accepting applications for this position.
6. DIRECTOR’S REPORT:
The Joint Planning & Development Committee and Planning Commission meeting has been rescheduled
to April 21 at 5:00 p.m. in the Council Conference Room.
The Commission is invited to attend an Affordable Housing Tour on April 14. The bus will leave City Hall
at 1:00 p.m.
The Boundary Review Board (BRB) held a public hearing on the Fairwood annexation. The BRB
recommended approval of the area into Renton.
The City is working with King County on trying to bridge the gap in the financial deficit that exists in the
West Hill area to be able to move that annexation discussion forward.
7. SHORELINE MASTER PROGRAM (SMP) UPDATE DELIBERATIONS & RECOMMENDATION:
Erika discussed the items that were distributed to the Commission, which included a draft of the SMP, the
Cumulative Impact Analysis, and Final Restoration Plan.
The Commission discussed the next steps, including the decision making process by the Planning &
Development Committee and the full Council.

David Halinen, 1019 Regents Blvd, Ste 202, Fircrest: Mr. Halinen, on behalf of AnMarco, submitted a

proposed redlined version of the SMP draft that was included in the Commission’s packets. He still has the
same concerns that were made in that redlined version and appreciates the efforts that the Commission and
staff have made.
Laurie Baker, 3107 Mountain View Ave N, Renton: Ms. Baker discussed the communications process. The
initial mailing, which included a survey, was in April 2008. Only those who asked to continue to receive
information received future mailings, except in key points during the process. The next mailing to all
property owners was 18 months later. Ms. Baker is disappointed with the process and feels that the
property owners should have had more notice. She feels that the City should have the results of the survey
and explain why there are restrictive policies in the draft SMP.
Charlie Conner, 3001 Mountain View Ave N, Renton: Mr. Conner feels the City should not exceed the state
mandate regarding existing piers. He encouraged the Commission to take a time out of the process because
there are still a few things that need to be fixed.
Jean DeMund, 2811 Mountain View Ave N, Renton: Ms. DeMund moved into the City between the first and
second mailing and was not made aware of the process. She urged the Commission to wait and continue to
work towards a recommendation that the community can support.
Kim Bowden, 2727 Mountain View Ave N, Renton: Mr. Bowden is concerned about safety when having to
repair and rebuilt docks. He does not feel the four feet width is adequate.
Planning Commission Recommendation
MOVED BY PRINCE, SECONDED BY OSBORN to accept the draft SMP dated March 2010 and supporting
documents and forward to Council. ALL AYES, COMMISSIONERS CONCUR. MOTION CARRIED.
8. COMMISSIONER COMMENTS: The next meeting will be on April 21, 2010.
MOVED BY POOLE, SECONDED BY PRINCE to appoint Commissioner Drollinger as the Commission Secretary.
9. ADJOURNMENT: The meeting adjourned at 7: 39 p.m.
