RENTON PLANNING COMMISSION
Meeting Minutes
February 1, 2012 Renton City Hall
6:00 p.m. Council Chambers
Planning Commissioners Present: Michael Chen, Michael Drollinger, Ray Giometti, Gwendolyn High, Nancy
Osborn, Kevin Poole, Martin Regge
Planning Commissioners Absent: Michael O’Halloran
City Staff Present: Chip Vincent, Planning Director; Jennifer Henning, Current Planning Manager; Judith Subia,
Administrative Secretary
1. CALL TO ORDER: Commission Chair Drollinger called the meeting to order at 6:00 p.m.
2. ROLL CALL: Commission Vice Chair Regge called roll. Commissioner O’Halloran was absent. Commissioner
Chen arrived.
3. APPROVAL OF MINUTES: The Minutes of November 28, 2011 were approved as written.
4. CORRESPONDENCE RECEIVED: None
5. AUDIENCE COMMENTS: None
6. COMMISSIONER COMMENTS: Commissioner Poole encouraged the Commission to read a Seattle Times
article regarding the City of Bellevue’s Planning Commission.
7. DIRECTOR’S REPORT:
CED thanked the Commission for the hard work done on Docket #7. Most of the items were adopted at
the end of the year.
The impact fees discussion will continue this year. Current information, including the proposal, is on the
City’s website.
Staff has started the process for selecting new a Planning Commissioner. Chair Drollinger, Chip, and
Angie reviewed current applications and will be interviewing candidates next week.
Chip discussed Exit 7 projects, including Quendall Terminals, Hawks Landing, and Kennydale Apartments.
Quendall Terminals: Chip and Vanessa is meeting with the EPA tomorrow. They are working together to
advance the EIS. Hawks Landing: Staff work is continuing. The developer has financing for the hotel
portion. Kennydale Apartments: The owners have submitted an application, which is being reviewed by
ERC.
Chip shared Mayor and Council appointments on regional and countywide boards and commissions.
Renton is very well represented on issues that are worked on at the Planning Commission.
New members of the Planning & Development Committee include Ed Prince (Chair), Terri Briere (Vice
Chair), and Randy Corman (Member).
Development of the Benson Hill Community Plan is underway. An Open House will be held on February
29 at 6:00 p.m. at Renton Park Elementary.

The appeal period for the SMP ended last week with no appeals filed.
8. NORTH RENTON TREE PLANTING PROJECT:
Leslie Betlach, Parks Planning & Natural Resources Director, thanked the Commission for participating in the
process for developing the Parks, Recreation, and Natural Areas Plan.
On Wednesday, April 28, 2012 in honor of Arbor Day/Earth Day, the City of Renton will plant 50 or more
street trees in the North Renton Neighborhood. This is made possible by a grant from the Washington State
Department of Natural Resources Urban and Community Forestry Program and the United States Forest
Service.
9. 2012 PLANNING DIVISION WORK PROGRAM DISCUSSION:
Chip discussed the items on the Planning Division Work Program, specifically items recommended by Staff to
be added to Docket #8. He also discussed Special Projects and the process of re‐formatting the
Comprehensive Plan. He asked the Commission if there are any issues that are important to the
Commission that should be identified, and what the priority is for the items identified. Staff will ask the
Commission for a recommendation at the next meeting.
Commissioners suggested TDRs and the creation of an ILA, wind turbines, and ADUs (specifically on 3rd and
Pelly). There was also a suggestion that the Commission go out in the field to look at projects that are the
outcome of work that the Commission has reviewed.
Audience Comment
Tom Carpenter (Unincorporated King County, East Renton Plateau) read an article regarding ham radios.
There may be new technology that allows ham radio operators to operate at lower heights.
10. KING COUNTY COMPREHENSIVE PLAN AMENDMENTS AND TRANSFER OF DEVELOPMENT RIGHTS:
Chip shared an email from Commissioner High (representing CARE, Community Alliance to Reach Out &
Engage) regarding TDR issues in unincorporated King County. Commissioner High discussed the TDR process
and the lack of coordination and joint planning between King County and Cities. Almost all vested projects in
King County that are later annexed into the City are incompatible with the City’s zoning.
Audience Comment
Tom Carpenter (Unincorporated King County, East Renton Plateau) discussed the need of an ILA between
King County and the City of Renton. He is concerned about density bonuses and the transfer of development
rights.
Shannon Newsom (Kent) attended the meeting along with other students from an Environmental Science
class, asked for information regarding TDRs. Commissioner High shared examples.
Debi Eberle (Unincorporated King County, East Renton Plateau) hoped to work together with the City to
create an ILA.
