Meeting Minutes
April 4, 2012 Renton City Hall

1. CALL TO ORDER: Commission Vice Chair Regge called the meeting to order at 6:00 p.m.
2. ROLL CALL: Commission Secretary O’Halloran called roll. Commissioners Drollinger and High were absent
and excused. Commissioner Chen arrived late.
3. APPROVAL OF MINUTES: The Minutes of March 7, 2012 were approved as written.
4. CORRESPONDENCE RECEIVED: None
5. AUDIENCE COMMENTS: None
6. COMMISSIONER COMMENTS: Welcome to the newest Commissioner, David Fleetwood! Congratulations to
Chip on his appointment to Interim Administrator!
7. DIRECTOR’S REPORT:
Jennifer welcomed David Fleetwood to the Planning Commission.
Chip has been appointed the Interim Administrator for CED.
School District impact fees were discussed at the Committee of the Whole earlier this week. The
Committee agreed to stay the course with regard to the Kent, Issaquah, and Renton School District fees
and requested that RSD collect fees from cities that the District serves.
Jennifer discussed the Downtown Library. Council wants to make sure there is a fair process and is
considering options.
8. DEVELOPMENT REGULATIONS (TITLE IV) AMENDMENTS DOCKET #8 BRIEFING:
UD‐84: Water Class Map
Adriana presented this docket item. The Planning Division made this docket item request. This docket item
would amend the Water Class Map and will replace it with a new map. Since Class 1 waters are regulated by
the Shoreline Master Program, the new map will only show waters that are identified and regulated as
Types 2 to 4 waters/streams. The new Water Class Map will only show waters that are identified and
regulated as Classes 2 to 4 waters. This will improve the legibility of this map and clarify which regulations
are applicable to the various stream reaches.

UD‐85: Overlay Mapping
Bob presented this docket item. The Planning Division made this request. This item eliminates overlapping
and conflicting zoning overlay districts, reducing the number and complexity of administrative code
interpretations. There are a few areas where the Employment Area Valley overlaps Urban Design District D.
The majority of the Automall Areas A and B overlap Urban Design District D as well. There is also a minor
single parcel overlap between the Employment Area Valley and Automall overlays.
Bob clarified that there are no regulatory changes in this amendment. This is simply to remove conflicting
areas of overlay maps.
UD‐86: Hearing Examiner Rules and Procedures
Jennifer presented this docket item. Currently, no rules exist for Hearing Examiner procedures. This
amendment would provide guidance and establish rules for hearings. Considerations are being made for
powers, proceedings, hearings, and recordings. Guidance will include information for definitions, powers,
nature and format of proceedings, oath, recording, evidence, testimony, and appeals.
UD‐92: Hotels in the CO
Vanessa presented this docket item. This request came from Keith Maehlum, Renton Properties, LLC.
Currently, hotels are permitted in the CO zone if the parcel is located in the Employment Area Valley land
use designation. This amendment would remove the footnote that restricts this use to the EAV and allow
hotel uses in all areas zoned CO.
