Approval of Previous Minutes
Airport Operations and Improvements:
Ryan discussed using Whispertrack to put voluntary noise abatement program onto internet to use on
Ipads. Landscape company to keep entrance looking good. Continuing to look at adding a 6th bird hazer
and Capital Projects coordinator to help us deliver capital projects to aid Manager and Assistant
Manager. Marcie asked about interviews—Ryan has several that he is looking at, and hiring process will
hopefully be completed in August.
Seaplane base dredging project—looking at dredging due to past floods that have caused siltation.
Explained scope of project. We had to delete islands due to DNR’s requirements. May have another
opportunity to dredge again in another 5 years. Question was asked how dredging will affect wildlife—
response was that we are working during the “fish” window and won’t affect the bird population.
Explained that WRIA8 says that Lk WA really needs the lake. everyone agreed that the dredging needs
to be done right away. Mike C asked about salmon habitat and where that would be—response was
along the shore.
Construction in 2012 on with coordination with Boeing.

Sustainability Management Plan, presented by Brad from Barnard Dunkelber
Introduce himself from Denver, CO.
What the Airport is undertaking with this project, why, who, and decision which aspect this plan should
investigate in detail. Explained that this is a pilot program through the FAA that can be used across the
country. Exciting opportunity for this airport in this program. Jennifer Ann asked how the airport was
selected to participate. Response was that they gathered info from airports on what they wanted to get
out of the study and then the FAA selected 2 in this region.
Al asked about the difference between the business plan and the sustainability study—its similar and
that the business plan is the beginning of the sustainability study. they business plan identified
problems in and around the airport. Now we solved those problems and now its time to take on more
difficult issues that show a more economical and socially responsible airport. This will answer how we
reduce our footprint so we can maintain lease rates, and when a tenant does a project how do we
control environmental contamination. Marleen question small, med and large airports are represented.
Brad‐why is the airport preparing this project? refers to handout page 1 re: development the meets the
needs of the present w/o compromising future generations.
Sustainability is a system to recognize efforts to make the operation sustainable.
How Does Sustainability Apply to Renton Airport? to set expectations that are geared for our small
airport. Marleen ? how many of these other airports have a “RAAC”? Brad didn’t know the answer. The
RAAC will be a part of the study because it involves the surrounding businesses and community too.
Will be bringing info to the RAAC in the next steps.
Once the Management Plan is developed then the airport will implement the plan with coordination
from Boeing and the community.
How is the plan prepared? refered to page 2 of handout (bold bullets)—Ryan commented that we have
cut electrical usage by working leaner, but currently have no way of communicating efforts to cut
footprint. Brad continues with economics of reaching goals and how to reach them, and finally to
prepare the study which is the “seed” of the program for the airport to implement. May select several
items that will be focused on and those may change as the plan is put together. Diane ? what is the end
goal, to keep businesses on the airport? Brad‐provide the airport with a tool for decision making that
factors environmental and economic issues on the businesses and community. BD expanded to say that
it’s not going to overlook the economics, but rather to emphasize the social, economic and
environmental aspects equally. Question on how the airport will report out its progress to achieve the
different parts of the sustainability study. Baseline will be 2010 data. Ben asked how BD is defining the
matrix‐Brad –using existing data that airport already has available (business plan for example). Extensive
range of data being collected from airport.
Richard ?‐tracking GA operations, would the goal be to halt decline of GA operations? Brad‐deferred til
later in the presentation.
Needs to be something the airport can do and can afford to do—low intensity but provide useful data
that can be used. Focusing on things that the airport can directly control like airport vehicle fuel,
electricity, not what tenants are consuming. Ex. operation of facilities, maint of facilities, capital
improvements, partnerships with tenants, neighbors, and other stakeholders.
Marleen?‐is there going to be sharing between the other participating airports? Brad‐absolutely, that’s
where this process provides the airports to be tied in to the community, FAA, and other airports. BD is
asking pilots to report back on successes that can be put into a document that can be used immediately.
The FAA recognizes the differences between airports‐denver has a dedicated sustainability manager.
Do any other participating airports have seaplane ports? Ryan‐no Renton is the only one. This airport
has a problem with the seaplanes operating from the seaplane base and hopes that the seaplane base is
in the study front and center.
Mike C commented on with the social, economic, enviro is the extronalities and the business operators
don’t value those. How are you going to justify the value of reducing carbon? Brad‐initially set goals, if
there is a goal established that says this value has this meaning maybe without a number but describing
the effects instead of using a number. BD will use a number for calculating effects of carbon. Goal is to
run facilities more efficiently by finding more efficient ways to run the facilities. Rich‐greenhouse gas
isn’t a big part of this study, but the City as a whole is working on a greenhouse gas reduction and the
airport will be a part of that instead.
Brad‐range of issues to be considered: Energy consumption, greenhouse gases, airport finances, water
quality, noise, natural habitats, airport operations, outreach/education, material purchase/disposal,
construction activities.
Richard‐info seems to focus on resources used and enviro impact, but you need to look at services
provided (cost of fuel, maintenance of aircraft).
BD wants to capture service in the study and wants to know how users value service
Al‐What is the goal?
BD cost of operating an airport varies. Comment accessibility of airport (seaplane base)
BD how do we make the airport more accessible and easier to use.
Marleen – wants a process that works
Ryan‐if airport can operate in a viable and reasonably priced way that doesn’t adversely affect the
neighbors.
Brad—Plan will use the agreements that already exist between the airport and the community.
Robert M—seems like the RAAC has already discussed all the items on the BD list.
FAA‐identify matrix to identify how to measure how well the airport is reaching the goals.

Diane – business owners agreed on 6 things that (triple ground rates, measure of how lease rates are
calculated,
Brad‐airport finances would deal with airport expenditures, and BD needs input on what businesses
want to see. Rich‐need to choose 5 of the items on the list due to budget and time constraints.
Ryan responded with we followed Boeing Field on lease rates, but we need to get our operating costs
down so we don’t have to keep increasing rates.
Diane‐it’s a good idea because its what businesses have to do and the airport should be ran as a
business that knows how much it costs to run. Ryan‐back in 2008 we ran on a month to month basis
and had no idea what the cost was.
Brad—drafting a document similar to presentation and to narrow the list of goals and then bring it back
to the RAAC for more input. This is an important first step.
Marleen –assume that there will be backroom analyses? Do you need help gathering ideas? Brad‐how
would you like to deliver the info?
Discussion on when to meet next.
Brad timeline is 10 months for draft document. FAA checks at the end of the year and BD hopes to have
all the pieces together. Next step to be done in another 2 months. Al‐ finding a few items to focus on
and doing them well. Marcie‐does BD have enough info to do the next step? Brad will send info out
through Ryan (using facebook?)
Discussion on what info is needed from community (RAAC). Al explained that here are the items and
then identify the tools to make those items happen. Ulf agreed except that RAAC is missing the tools.
Ryan gave example of poor condition of pavement and how to maintain it—more than one option with
environmental and economical difference.
Diane‐next meeting date? Ryan will be in touch with BD to set the next meeting date. Keep 2nd week of
Sept but set up another meeting before then, maybe August.
Marcie and Marleen commented on how enthusiastic this RAAC membership is.
Brad commented on how extensive the data is and that will make the study very thorough.
Marleen—commented about last years picnic and thought that would be a good idea to do again before
the next meeting in August.
