Meeting Minutes, February 12, 2013
5:30 PM Meeting called to order by Ryan Zulauf, Airport Manager.
5:32 PM Introductions
• Ryan introduced Chuck Kegley as the new Vice Chair, per results of the voting by
email, with Marleen Mandt coming in second.
• Ryan introduced Steve Beardslee, the newly elected President of BEFA, who is being
appointed to replace Robert Ingersoll in the Airport Leaseholders primary position.
5:35 PM Minutes of the December 11, 2012 meeting unanimously approved.
5:40 PM Neighborhood communications
Robert Moran brought up the late night helicopter flights over his neighborhood.
Speculation was that it could be the sheriff’s helicopter.
Mike Cero commented that there is an increase in the dive and drive procedure over
Mercer Island. Speculation was that increased fog creating a need for this type of
approach. Ryan brought up the RNP as a solution to this type of approach.

6:00 PM New Business -- Required Navigational Performance (RNP)
Ryan started a discussion on the recently released Puget Sound Regional Council’s
(PSRC) draft study titled, “Busy Airport Study.” Comments on the draft study can be
submitted until February 28, 2013. The general opinion was that the study was very
informative. Al questioned the feasibility of use by small GA pilots. Tom Imrich (MI)

commented that the Cirrus aircraft can fly these approaches now, and as the
approaches are developed, manufacturers will join in.
Ryan continued with discussion on routing jet traffic down the east channel and how
Kennydale residents would react. Tom Imrich also commented that an east channel
approach will reduce jet noise due to the gradual power off approach. Mike Cero
commented that the east channel approach would be more agreeable to Mercer
Island residents.
Discussion broke out on how to inform the public of the RNP approaches. One
thought was to put a video of the demonstrated approaches on YouTube.
The possibility of a new approach for Runway 34 that would avoid Talbot Hill was
discussed. A suggestion was made to combine the route for both Boeing Field and
Renton through the Kent valley to a common waypoint. Ryan replied that the
airspace in the region is very complex, including Boeing Field, Seatac, Renton and
Auburn. The technical challenge is achievable though and the greater challenge is
informing Renton and Mercer Island residents and obtaining their approval.
Marcie asked if the Busy Airport Study had been referred to the RAAC, and the
answer was no. Marcie agreed to refer the study to the RAAC at the next Council
meeting. Marleen questioned how noise levels will be affected.
Next Steps – membership to provide recommendation on Busy Airport Study, upon
referral by the City Council.
