Meeting Minutes
Renton City Hall

� 1. CALL TO ORDER
Chair Linda Smith called the November 15, 2011, meeting to order at 3:00 p.m.

11. APPROVAL OF MINUTES
The approval of the September minutes was deferred until the December meeting.
III. AGENCY PRESENTATION:
YWCA Children's Domestic Violence Program
JoJo Gaon, Director of Domestic Violence Services, YWCA, spoke to the Committee
about the Children's Domestic Violence Program. It is a ten week in-home program.
', Year to date the program has served 22 Renton children. This program uses
specifically designed activities such as artwork to help children understand and heal
from the effects of witnessing domestic violence. Recognized as a national model, it
also teaches children safety planning, problem-solving, and behavior management.
The program also works to help the children mend their relationship with their
mother (typically the non-abuser) as it is often fractured by the cycle of abuse.
Unfortunately the program has lost its funding for the case worker that speaks
Spanish;the program serves many Spanish speaking families.
IV. HSAC VACANCIES AND RECRUITMENT
Volunteers for Nominatinp Committee
Applications for the two open positions for an adult member and a youth member
are being solicited, and the announcement is on the City's website, and has been
sent to agencies we fund, neighborhood associations, and community contacts. The

application deadline is November 25, 2011. Current members are encouraged to
refer friends and colleagues they think would be a good fit. Rob, Linda, and Margie
volunteered to be on a Nominating Committee to review applications, do interviews,
and make recommendations to Karen.
Nicole and Margie's terms expire at the end of December, 2011. Nicole has
expressed a desire to be reappointed.
V. THIRD QUARTER AGENCY PERFORMANCE REPORTS
Dianne reported that Renton Area Youth and Family Services did not meet one of
their four performance goals for third quarter, unduplicated clients. They lost staff
which caused a delay in recruiting clients. They have hired new staff and anticipate
meeting their goal of 36 unduplicated clients for the year.
Nine agencies submitted their quarterly reports after the deadline of October 10,
however, all of the reports were turned in within a week of the deadline. Many
other cities require reports by the fifteenth of the month, so there may have been
confusion because of the different due dates.
VI. RECOGNITION OF ROLF
Karen shared that the cost of a park bench is between $1,500 and $3,000, and that
no notation is made on the bench that it was donated in memory of someone. A
decision about how to honor Rolf's service to the Committee was tabled until the
December meeting as many members were absent today.
VII.SUMMER LUNCH PROGRAM REPORT
The partnership between City of Renton staff, the Renton School District and
community sites was successful again this year. There were 15,300 lunches served
at 16 sites this summer, an increase from the 11,500 served last year. Volunteers
provided a number of activities at some sites this year and attendance was up on
those days. The Renton Management Association provided $100 in art supplies so
that the kids at Sunset Terrace (Renton Housing Authority) could participate in the
national Department of Housing and Urban Development (HUD) "What Home
Means to Me" poster contest. A nine year old girl at Sunset Terrace was one of the
twelve winners. She will receive a $100 savings bond. The return of the Seafair
clowns to Heritage Park on August 17 to hand out school supplies was a huge
success. The Mayor, Council members, and the Seafair clowns gave out 319 bags of
school supplies.

VIII. BOARD AND COMMISSION TRAINING. NOV 30. 5:30-8:30PM
' The Board and Commission Training is scheduled for Wednesday, November 30,
from 5:30-8:30 p.m. at the Senior Activity Center. Dinner will be served and guest
Caprice Hollins will speak on Cross Cultural Connections. Members are encouraged
to attend, as the Board and Commission Training is a good opportunity to network
and learn how other boards work.
IX. UPDATES:
1) Severe Weather Shelter: Council approved the two Memorandums of
Understanding between the City and Harambee Church, and the City and
Catholic Community Services. The shelter will operate from November 1, 2011,
to March 31, 2012. Harambee Church will be the site for this shelter. It will open
at 9:00 p.m. and close at 7:00 a.m. Catholic Community Services will oversee the
shelter, do the initial screening of guests, and provide staff to stay at the shelter
overnight. The City will provide the funding, cots and blankets (those currently
at Renton Community Center for emergencies), make the determination as to
when the shelter will open,transport the cots and blankets to the shelter, and
let the public/homeless know the shelter is open. Harambee will provide the
space, volunteers, and food for the guests.
2) HRAP Policy Changes: Karen presented the two HRAP policy changes to the
Community Services Committee on Monday, November 14. The Community
Services Committee requested that Karen meet with the Manufactured Home
Owners of America Association about the proposed change to stop serving
manufactured homes produced prior to 1976. She is to report back after this has
been done.
3) Update to Council on Funding Process: Terry Higashiyama, Community
Services Administrator, and Karen met with Terri Briere, Council President, to
discuss the funding process earlier this year. They were asked to make a
presentation to Council that would include the positive things that Human
Services staff is doing with the agencies, such as the Meet and Greet and
providing Capacity Building services. Karen is working on scheduling this.
4)Agency Meet and Greet,Thurs. Dec 1, 9:00 a.m.-11:00 a.m: The Agency
Meet and Greet will be rescheduled in January.
5)State of Human Services in South King County,Wed. Nov 16, 9:00 a.m.-12:00
p.m. at Green River Community College: Karen is working on the regional State
of Human Services Committee. They are gathering data specific to South King
County on food, housing, healthcare, and education employment. Speakers will
discuss budget cuts in each of these four areas. The impact is expected to be
dramatic and they will discuss how organizations can work together to deliver
Human Services in the future.

X. SHARING: AGENCY VISITS
The Human Services Advisory Committee and Human Services staff visited Bridge
Disability Ministries and Kindering Center on Tuesday, October 18. Linda shared that
the in-person visits gave her a better understanding of how the agencies are
affecting lives.
XI. ADJOURNMENT
A motion was ma by Elizabeth, and seconded by Rob, to adjourn the November
ting. All wer i favor, motion carried,the meeting adjourned at 4:35 p.m.
