Nicole Wicks a) YWCA: June Wiley, Regional Director, spoke to the Committee about the
Children's Domestic Violence Program. They served six families in the first
quarter, exceeding their goal. They use a ten week in-home program to
teach kids to make a safety plan, identify safe and healthy behavior, and
Absent: how to know when to call 9-1-1. The mother is eventually brought in to the
Elizabeth Stevens sessions. Advocates also work with the schools and Child Protective
Services to provide wraparound services.
b) King County Sexual Assault Resource Center: Mary Ellen Stone,
StaffContacts: Executive Director, did not attend the meeting as scheduled. ,
Karen Bergsvik c) Friends of Youth: Keltie Wright, Program Manager, provided
425-430-6652 information about the Healthy Start Program. The main components of the
kbergsvik@rentonwa.gov program are home visits, social support, developmental health screenings,
and referrals to community resources. The program is for young, first time
Dianne Utecht parents who are caring for only one child. It helps prevent child abuse and
425-430-6655 neglect and prepares the child for school. Since Healthy Start started in

1994,they have served more than 2,400 clients, and families who exited the
Carol Allread program had been served for an average of 25 months.
425-430-6650 d) Renton Area Youth and Family Services(RAYS) SPARK T.H.I.S. Program:
callread@rentonwa.gov Rich Brooks, Executive Director, and Jennifer Moore, Program Manager,
spoke about the program. This was not scheduled, and it was agreed to
have them do their presentation since there was time on the agenda. It is a
mentoring and community/school involvement program brought to the Renton School District through
RAYS. T.H.I.S. stands for Truth, Hope, Involvement and Success. The aim is to make a positive change in
the lives of youth. Students in the program will discover Truth about who they are and what they can
accomplish, find Hope for a limitless future, get Involved in their community and the world around
them, and achieve Success in education and in life. They work to enhance communication and life skills
while learning to make positive educational and personal decisions and build healthy relationships.

Spark Leaders meet with students individually to set goals and offer support. Participants also have the
opportunity to be involved in volunteer activities in the community and attend college tours.
Enrichment/team-building activities such as indoor rock climbing, Whirly Ball, hiking, Wild Waves and
other fun events take place during school breaks. It is often the first time students have experienced these
types of activities.
The Committee discussed what to do about the agencies that schedule a presentation and do not show
up. It was decided that they will have the opportunity to reschedule if there is time available on the
remaining presentation dates, if it doesn't exceed the allotted time on the agenda.
3. linda's Openin� Remarks: Linda reiterated that she wants to work cohesively as a team, and show
respect for each other. She asked the Committee if there were any questions regarding her philosophy
as the new Chair. There were no questions or comments. I
4. Update—2011 CDBG Bud�et: The Federal Budget passed recently and in that was a 16%cut for
Community Development Block Grant (CDBG) funding. Karen has been asked to plan ahead to see how
this will affect Human Services programs, especially the Housing Repair Assistance Program (HRAP).
Final numbers are not available; however, as of now we are looking at a total cut of$42,000. Multi-
Service Center and Institute for Family Development (PACT)will receive 16% less funding. The Housing
Repair Assistance Program (HRAP) will lose $26,000. HRAP is sustainable for 2011, as $93,000 was
carried forward in 2010. More CDBG cuts are expected, and Karen has to present different scenarios to
offset the cuts.
5. Recommendation—Direct Entitlement vs.Joint A�reement Status: In light of the cuts in CDBG
funding, Karen is recommending against becoming a direct entitlement city at this time. It is reviewed
approximately every three years, so the City can look at this option again at a later date.
6. Re�ional Affordable Housin� Pro�ram (RAHPI A�reement: The City participates in a regional
affordable housing program and the interlocal agreement is up for renewal. Karen explained that the
funds come from recording fees, and three projects in Renton have benefitted from this program in the
past three years: Compass Veteran's Center, Wonderland Estates, and the townhouses that RHA
intends to build in the Renton Highlands.
7. Draft Caaacitv Buildin�Questionnaire: The Committee working on the capacity building decided to
send a questionnaire to the agencies to get input as to what training should be provided. The
consultant, Nathan Phillips, provided a questionnaire that is being used by the Renton Foundation and
the South King Council of Human Services. A number of agencies in Renton have already completed
this questionnaire. Technical assistance to complete the questionnaire will be provided to agencies that
have less than three employees,for up to ten hours. The questionnaire will be sent out in late May to
all of the agencies that applied to the City for funding.

8. A�encv Survev Results: A survey about the 2011-2012 funding process was sent to the agencies who
applied to the City for funding, and eighteen responded. The feedback was positive overall. A few
indicated that they did not have enough room on the application to answer the questions in as much
detail as they wanted. It is recommended for the next application that a respondent has to sequentially
answer the questions and can't go on to the next question without answering the prior question. Karen
thanked Nicole for her work developing the survey and the group for their contribution to the end
product.
9. First Quarter Performance Report:
• Pediatric Interim Care: Dianne reported that while Pediatric Interim Care Center is not currently
meeting their goal,they are considered a regional service, and we cannot ask them to hold a
bed open for a Renton baby. Once a Renton baby is admitted,they should have no problem
providing the number of infant care days since the average stay is about 20 days.
• Senior Services Volunteer Transportation:They are usually far over their goal, but numbers are
currently down and there is no obvious reason for this. They will do some targeted outreach in
Renton to attract more Renton clients to the program.
• Valley Cities Counseling and Consultation/Homeless Healthcare: They are just under 90%of
contract goals. The homeless are a difficult population to engage and serve. Staff worked with
Valley Cities on a plan to do additional outreach to programs that serve the homeless in Renton.
10. Recap of Cedar River Clinic Visit: Several Committee members and staff visited the Cedar River Clinic
on_Monday, Apri125, during non-operating hours. The group unanimously expressed that the clinic
exceeded expectations. The staff is knowledgeable and efficient. The quality of care that patients
receive is exceptional, and the clinic does a good job of educating and supporting anyone seeking their
services. Safety and confidentiality are a priority, and the needs of each patient are considered.
11. Resource Fair—Update: Adria shared that the next step is to query the agencies to find out if they are
interested in participating, and also to determine what they would need to man a booth. Members
who have ideas about questions to ask can email Adria. The target time frame for the Resource Fair is
the last week of August, or within the first two weeks of September.

12. Adiournment: Charlie motioned to adjourn the meeting. Adria seconded the motion and the meeting
was adjaurned at 5:00 p.m.
