Minutes from Februarv 15, 2011, Meetin�: It was moved by Rob and �inda Smith seconded by Alicia, and carried to approve the February minutes. Rob Spier . Elizabeth Stevens,Vice- 2. Kin�Countv Bar Association: Threesa Milligan, Director of Pro Bono Chair Services, shared with the Committee that the program helps connect low- Nicole Wicks income people with attorneys who handle their cases for free. Over 10,000 households are served each year by a panel of 1,500 volunteer attorneys. Neighborhood Legal Clinics assist with a variety of legal issues including Absent: General Family Law, Bankruptcy, Civil Rights, Domestic Violence Family Law, Margie Albritton and Immigration. They are currently looking in Renton for a location for a Rolf Dragseth Neighborhood Legal Clinic, and space may be available at The Salvation , Army. Harr Hi ins Pro ram Coordinator for the Housin Justice Project (HJP), Staff Contacts: Y gg , g g provided an overview of HJP. HJP is a homelessness prevention project that Karen Bergsvik provides accessible, volunteer-based legal services, including information, 425-430-6652 referrals, advice, negotiations, and representation to qualified low-income kbergsvik@rentonwa.gov tenants facing eviction in King County. Those seeking help must walk-in at Dianne Utecht the Maleng Regional Justice Center in Kent, Monday through Friday from 425-430-6655 8:00 a.m.-10:30 a.m. HJP in Kent served nearly 1300 clients in 2010, a 20% dutecht@rentonwa.gov increase over 2009. The sub-committee presented Linda Smith as a candidate for the Chair position, and Rob Spier for the Vice-Chair position. Committee members voted, and the vote was unanimous for the two candidates. They will officially assume their new roles at the April meeting. 4. Reco�nition—Out�oin�Chair and Vice-Chair: Karen presented certificates of appreciation to Robin Jones, Chair, and Elizabeth Stevens, Vice-Chair. Both are exiting their positions and will remain on the Committee. Karen thanked them for their contribution to the Committee and dedication to the residents of Renton. A�encv Visit to HSAC Criteria: Agencies currently funded by the City of Renton will be invited to attend one of the following regularly scheduled meetings: April 19, May 17, September 20, and December 20, 2011. They will be scheduled in five minute increments and may present any information they want the Committee to know about their agency and/or program. 6. Communities in Schools Visit to HSAC: Communities in Schools will follow the guidelines mentioned above in Agenda #5: Agency Visit to HSAC Criteria. I 7. Review Draft A�encv Survev: The City's Communications Division formatted the agency survey. The Committee requested some minor edits. Changes will be coordinated by staff and the survey will be presented at the next meeting for final review. � 8. Resource Fair: Adria presented a proposal for a monthly Resource Fair. At the Agency Meet, Greet, and Share held in January, she heard from agencies that it is difficult to perform outreach to those in need. It is also challenging for clients to access services as they may be unavailable during agency ho�urs and the agencies are located across the county. Agency representatives expressed an interest in working together to better serve clients. Adria's idea is to hold a monthly Resource Fair, where each organization can have a booth. Agencies would have the opportunity to network and better understand each other's functions, and clients would have access to multiple services in one place. Terry Higashiyama, Community Services Administrator, suggested that we hold a Resource Fair, and then send out a survey to agencies to find out if it was helpful. Terry asked for a motion of support from the Committee for the Resource Fair. Linda made a motion to approve the Resource Fair as presented, and Rob seconded the motion. Motion approved. 9. Capacitv Buildin� Update: The Capacity Building sub-committee made up of Dianne, Linda, and Adria chose South King Council of Human Services (SKCHS) as the Capacity Building consultant. They used a score sheet to rate the applications. They liked SKCHS because of their experience, the diversity of their team, and their ability to identify results. Once references have been checked, Dianne will write a Memorandum of Understanding with SKCHS. The sub-committee will decide how the services will be ' utilized and offered to agencies in a fair and equitable way. Capacity Building services should be available in June, and offered through December, 2011. , 10. Severe Weather Shelter for Homeless Uqdate: The City has approved funding of a shelter that is triggered by severe weather. The shelter will open when the outside temperatures reach 32 degrees Fahrenheit for 24 or more consecutive hours, when snow has or is expected to exceed three inches in depth, or when other conditions are severe enough to present a substantial threat to life or health of persons. Harambee Church has offered their church as the site for this shelter. They will provide the space, prepare meals, and help recruit volunteers. As a consultant, Catholic Community Services will supervise the shelter, do the initial screening of the guests, and provide staff to stay at the shelter overnight. The City will provide the funding, cots, and blankets, decide when the shelter will open, transport the cots and blankets to the shelter, and let the public know the shelter is open. Robin motioned to adjourn the meeting.
