Adria Krail 1. Minutes from Januarv 18, 2011, Meetin�: It was moved by Charlie and
Robin lones, Chair seconded by Rolf, and carried to approve the January minutes.

Rob Spier 2. Guest Speaker. Nancv Sherman: Nancy shared her experiences on being
Elizabeth Stevens,Vice- homeless in Renton. She wanted the Committee to understand the
Chair following points:
Nicole Wicks . Not all homeless people are alike, and they need customized
services.
• Homeless people are often dealing with depression, Attention
Absent: Deficit Disorder (ADD), substance abuse, and other issues.
• If the barriers to access help are too high or the process is too
lengthy, homeless people will often give up before getting the help
they need.
, Staff Contacts: • Food is easily accessible; housing is the bigger issue.
• Service providers need to ask the right questions to determine the

Dianne Utecht Administrator, reminded the members that the bylaws state that the Vice
425-430-6655 Chair will become the Chair, and that the bylaws need to be followed. She
, dutecht@rentonwa.gov suggested that the Nominating Committee add another member, as it is
Carol Allread good to have an odd number. Rob volunteered to be the third person. The
425-430-6650 Nominating Committee will work with Terry to complete the process of
callread@rentonwa.gov nominating a Chair and a Vice-Chair. Elizabeth Stevens,the current Vice-
Chair, will let Karen know if she is interested in moving into the Chair
position..
4. Review of 2010 A�encv Performance Report and Annual Outcome Reports:
• All agencies made 100%of their performance goals. Meals on Wheels had reporting issues in
the last two quarters. They had a lot of turnover, and a Senior Vice President is now working
with Dianne and improved compliance is expected.

� On the annual Outcomes report, agencies either did not make their goal or did not set a
baseline. How this can be changed in the future was discussed, and Dianne will follow up with
the agencies after they identify their outcomes and indicators in the second quarter report. If
no baseline exists it will be addressed at that time. Outcomes are also expected to improve with
support from staff,the Capacity Building consultant, and Rob.
5. A�encv Survev: Nicole developed a draft survey for the agencies that applied to Renton for funding to
seek feedback on the funding process. One of the goals is to determine if there is a correlation
between whether the agency utilized help during the process, and if they received funding or not. The
agencies were offered assistance in the form of workshops, computer lab sessions, and staff access.
Suggestions were: that an additional question be added regarding if they emailed for help and got a
reply or not; a point scale be added to the yes answers, so that there is more depth and information to
the responses. Terry clarified that City staff can help format the survey. Nicole will make the changes,
and get it to Karen for formatting.
6. A�encv Work:
• Reporting forms that were emailed or mailed in the past are now available online. The vision is for
the Human Services web pages to be the best source of information, and for forms to be easily
accessible to the agencies. In the future, more information will be available online, including
examples of well written reports, outcomes, and indicators.
• The Agency Meet, Greet, and Share, held Friday, February 4, was well attended. All agencies that
received funding in the 2011-12 funding cycle attended, with the exception of three. Rob Spier,
Human Services Advisory Committee member, offered his services to agencies to assist with writing
outcomes. Response was positive, and several agencies asked for his business card.
• The Renton Clothes Bank is partnering with Kiwanis and will be renamed The Renton Kiwanis
Clothes Bank. Kiwanis wants to volunteer in a more hands-on environment, and will provide $7500
per year in funding. Hours will be expanded to provide more opportunity to those in need to utilize
their services.
• Dianne is meeting with the agencies to negotiate their budgets and performance measures. The
goal is to have the contracts completed and out to agencies by the end of March so they can submit
their first invoice by April 10, and be paid for first quarter. Dianne will be the lead on six joint
contracts,where other cities fund the same services. This saves the agency time, as they have one
contract, and submit reporting forms to one city instead of several.
• Karen presented the schedule for visiting with the ten new agencies being funded by the City. After
discussing the request by Communities in Schools of Renton to come to an HSAC meeting, it was
decided that Karen will develop criteria for agencies not on the schedule to come to HSAC meetings.
She will have it for review at the March meeting.
• The Capacity Building Request was publicized Tuesday, February 8, 2011, in the Daily Journal of
Commerce. It is also posted at the City's website, and was emailed to five agencies that provide
capacity building services. Interested parties are requested to respond by March 4, 2011. Dianne
will be setting up a meeting with Adria and Linda to determine the criteria for selecting the
consultant, and for deciding what agencies will receive the services.

7. One Ni�ht Count: Karen was co-facilitator with Vision House on the One Night Count. Council
members Greg Taylor and Marcie Palmer were team leads, as was Alicia Glenwell, Human Services
Advisory Committee member. Renton was divided in to nine geographic areas. A total of 71
unsheltered homeless were counted, which is down slightly from previous years. Area flooding may
have affected the count. Local programs, such as the new Compass Veteran's Center, may also be
bringing the numbers down.
8. Handout-Tax Assistance Sites in Renton: The City of Renton is partnering with AARP and United Way
again this year to provide free tax assistance to people with low to moderate incomes. They can hElp
prepare basic Form 1040 tax returns, including Schedule A for itemized deductions, claims for the
Earned Income Tax Credit and other tax credits. The Committee is encouraged to share the Tax
Preparation Assistance flyer with anyone who may be able to use it. Assistance is not limited to Renton
' residents.
Charlie motioned to adjourn the meeting. Alicia seconded the motion and the meeting was adjourned at
5:00 p.m.
