3. Board and Officers:
a)The Chair and Vice-Chair positions are open for election. Alicia and Adria
Staff Contacts: agreed to be on a Nominating Committee. The Chair position is a two year
Karen Bergsvik term and the Vice-Chair position is a one year term.

by Mayor Law on December 15, 2010.

dutecht@rentonwa.gov 4. Capacitv Buildin� Request for Proposal (RFP)_This RFP will solicit
consultants interested in providing professional services to non-profit
Carol Allread agencies funded by the City to help improve their capacity. Linda, Charlie,
425-430-6650 and Adria will review the RFP, and assist in developing criteria for the
callread@rentonwa.gov consultant(s)to be hired, as well as for the agencies that will receive the
Katie McClincy services. The goal is to finalize the RFP within the next month, and Dianne
425-430-7512 will publicize it and send it to a list of potential consultants that have a

5. Direct Entitlement Uadate: The data from the housing stock inventory is complete and will be folded in
to the Consolidated Plan if the City elects to become a Direct Entitlement. If we remain a Joint
Agreement city, the information will be used in the Housing element of the City's Comprehensive Plan.
Kris Sorenson, City staff, was the lead on this. The next step is to brief the Mayor. The City is still
meeting with King County to see what the agreement will look like if we remain a Joint Agreement city.
King County has indicated that their administrative fees will remain the same, regardless of whether

more cities become Direct Entitlement cities. Data from the 2010 Census will also contribute to the
decision, and if it becomes available in the projected timeframe, a decision to become a Direct
Entitlement city or remain a Joint agreement city should be made by March.
6. A�encv Tour Proposals: Karen proposed a plan for (earning more about the ten new agencies that the
City has not previously funded.
• Four agencies/programs that are community based will come to the HSAC meetings to provide a
thirty minutes presentation and allow for a question and answer time. These agencies are the
YWCA, Sound Mental Health, The King County Bar Foundation, and Friends of Youth. These will
occur at the March, May, August, and November meetings.
• The Feminist Women's Clinic sees clients on Tuesdays during the regularly scheduled HSAC
meetings, so an optional agency tour will be held on Monday, April 25t". The Committee requested
that this be held at the end of the work day, as close to 4:00 p.m. as possible. An optional visit to
Burien will also be scheduled for NAVOS, and their employment program.
• Dynamic Family Services and Pediatric Interim Care Center are both in Kent and the suggestion is to
combine this in to one visit. Bridge Disability Ministry and Kindering Center are both in Bellevue and
will also be combined. These tours can be done in July and October. Charlie motioned to approve
the proposal as presented, and Alicia seconded the motion. Motion approved.
7. Annual Outcome Reports: Agencies are required to turn in an annual outcome report, and we now II�
have the reports for 2010. Members were asked if they wanted copies of the reports, or if they wanted
a summary. The summary would be similar to the one that they received last year, using the same
outcome indicator measurement method information. The HSAC members opted to receive the
summary, and they can request electronic copies ofthe reports from Dianne. They also requested that
' staff include specific comments as to whether the agencies are on time with their reports and invoices,
and whether they are meeting their goals or not.
8. Current Events:
a) One Ni�ht Count of the Homeless: Volunteers will gather at the Renton Senior Activity Center in
January, 2011, for the One Night Count. Vision House is co-facilitating this event with Karen. Renton
Housing Authority is involved for the first time, and will be helping count in the Highlands area. The
Compass Center is also assisting, and will work in the Benson Hill area.
b) A�encv Trainin�: Attendance was excellent at the Human Services Agency Contract Workshop held
on January 12, 2011. Topics covered include completing and submitting reports on time, identifying
outcomes, meeting performance criteria, insurance requirements, and how to determine Renton
residency. Several Committee members requested copies of the material that was presented, and it
will be sent to them.
c)A�encv Meet. Greet and Share: This event is scheduled for Friday, February 4,from 9:00-11:00 a.m.,
in Council Chambers on the seventh floor of City Hall. Agencies and programs funded by the City of
Renton will have the opportunity to network and exchange resources.
Charlie motioned to adjourn the meeting. Motion passed and the meeting was adjourned at 4:15 p.m.
