Chair Linda Smith called the February 21, 2012, meeting fia arder at 3:OS p.m.

II. APPRQVAL OF MINUTES
A motion was made by Adria, and seconded by Robin to approve the January
minutes as written, with a minor amendment. AI!were in favar, motion carried,
minutes appraved as amended and submitted.
II1. ANNUAL PERFORMANCE REPC}RT:
All agencies met their annual perfarmance goals. All agencies are current at this
time for insurance certificates and service reparts. There was ciiscussion as ta why
some agencies greatly exceeded their annual performance goals and why others just
met their goals. Bridge Disability Ministries opted to report their Case Management
hours served with Renton dollars only, rather than all funding sources. Other
agencies report on the total number of Renton residents served,from ail funding
sources. How the annual performance measures are determined and negotiated will
be put on fihe March agenda.
IV. 2Q11 ANNUAL OUTCOME REPORT
The annua)autcome report was distributed to committee members. Some agencies
did not meet their gaals, did nat estab{ish a target, reported on a different outcome
than what they previously identified, or did not provide enaugh informatian. They
are requir�d to identify the outcome that they are gaing ta measure by the end of
second quarter, and that is what they are supposed to be trackir�g. The Committee
discussed whether outcomes should be used to make fiunding decisions ar as an
educatianal tool. It was decided to continue this discussian at a future meeting.

V. 2013/2014 COMMUNITY DEVELOPMENT BLOCK GRANT(CDBG1 FUNDS
a)What can capital funds be used for?
The Housing Repair Assistance Program (HRAP) usually gets all of the capital CDBG
funding. Other projects can be funded with CDBG, but they have to meet strict
criteria. CDBG funds are allocated into three categories: capital, planning and
administration, and public services. The City of Renton has an agreement with King
County that dictates how these funds may f�e used. CDBG funds have a lot of
regulations, which can complicate what projects qualify for funding. Those seeking
funding apply to the City, and staff decides which ones will receive CDBG funding.
Funds cannot be supplanted, so we try to fund the same agencies/programs year
after year. Agencies that are recommended for CDBG funding are familiar with the
paperwork and the audits.
b) Housing Repair Assistance Program (HRAP) Overview
HRAP helped 185 households in 2011 for a tota) of 867 services provided. The
budget is comprised of general fund, CDBG, and an annual donation from First
Savings Bank Northwest. Jobs are contracted out if a repair requires a license or
technical knowledge that the technicians don't have, or if it is a permitted confined
space. CDBG funds are used for emergency repairs so that three bids are not
required. Some of the challenges facing the program include uncertainty of a
continued contribution from First Savings Bank Northwest, and new risk
assessments for lead based paint that could add a $200-$400 cost per job.
VI. FUNDING PROCESS
The human services funding process was reviewed February 6th at the Committee of
the Whole. The Council had no changes to the current process. There was
discussion at the meeting as to how the human factor can be considered in the
funding process—this covers community needs, essential services, knowledge about
agencies not reflected in the applications. Further discussion will be held at a future
meeting.
Committee members were asked if they would like the applications in hardcopy, or
if they could read them on the internet. They can log in to the Sharel Application
system to review them online any time after the April 26th due date. The committee
reference is to have them in hardco so h
p py t ey can make notes on them while
reviewing them.
Staff is proposing to start distributing the hard copies of applications by result area
starting May 15t", and will have them all distributed by May 25t". Due to the short
time between the application due date and distribution of the applications,the staff
review will be limited.

VI1.RESOURCE FAIR/MEET AND GREET WITH AGENCIES
About thirty agencies will attend the Agency Meet and Greet on Thursday, February
23, from 9:30-11:30 a.m. A technical training will be offered on how to get census
data from NWMaps.net for use in grant writing. Adria will attend the event to
recruit volunteers to coordinate a monthly Resource Fair with her. The Human
Services Advisory Committee is invited to attend this event.
VIII. HOMELESSNESS UPDATE
al Cold Weather Shelter
The Cold Weather Shelter, located at Harambee Church,was activated for the first
time in January. It was open for four nights, and served 14-24 people per night. To
promote awareness of the shelter flyers were posted throughout the community
and emailed to the organizations that work with the homeless. Most of those I
served were chronically homeless men. I
b) March meetin�of ARISE
ARISE will hold their annual meeting on March 5 to recruit more churches to provide
support. They recently had $40,000 in funding cut from King County, so they will be
brainstorming ideas about how to increase their revenue.
c) Women and Children's Shelter ,
Linda is working with a committee from Renton Ecumenical Association of Churches '
(REACH)to explore the feasibility of starting in Renton a program similar to Mary's
Place in Seattle for women and children. Churches pick up homeless women and
children at the day shelter—provide shelter to them at night—and then take them
back to the day shelter in the morning.
d) One Ni�ht Count I
Volunteers gathered at the Renton Senior Activity Center at the end of January for
the One Night Count of the Homeless. The YWCA co-sponsored this event with the
City of Renton. A total of 73 unsheltered homeless were counted, with the majority
being families car camping. This is a change from prior years.
e1 Familv Homelessness Initiative-Caseworker Housed at RHA One Stop
A caseworker will be housed at the Renton Housing Authority.
IX. ADJOURNMENT
A motion was made by Linda, and seconded by Alicia,to adjourn the February
meeting. All were in favor, motion carried, and the meeting adjourned at 5:00
