luly OT, 2Q16: While performing an inspection far a vegetation violation on NE 12tn
Street, it came to my attention that 1248 Redmond PI NE was alsa out of compliance far
the same violation. t took photos of the vialatian. 5ee attached Photos
A Warning of Violation, C�DE16-000440, was issued ta the property owner Vadim
Shaychin at the address provided on the City of Renton Utility Billing System, for
vioiating the City of Renton's Exterior Property Areas code. The compliance date was
Juiy 22, 2016.
July 22, 2016:A drive by inspection verified that the vegetation had not been cut and
the property was still in violation. The Warning of Violation #2 was mailed out via USPS
Tracking. USPS Tracking verified delivery of the Warning of Vialation #2 on July 23, 2016
at 11:38 am. The new comply by date was August 5, 2016
August 3, 2016: 1 had a voicemail from Vadim stating that he had just returned from a
trip out of tawn and asked that he be given a 2 week extension to cut the vegetation. I
called him back and left him a voicemail granting the extensian for 2 weeks beyond his
WV-2 campfy by date. New date is August 19, 2016
August 23, 2816: After receiving a phane message from the Vadim Shoychin stating he
was almast done except an area where there were some bee hives, I drove by the
property. There was realiy very little done, so i cailed him. He said he had cut the yard
area of the property. I explained that the entire lot needed to be cut, including the area
af biackberry bushes along the south praperty line by the sidewalk. He said that he will
have ta hire a contractor to do that so I agreed to give him and additional 30 days to
come into compliance. I will set the new camply by date to September 26th.
August 27, 2016:A drive by inspection verified that the vegetation had not been cut and
the property was still in violation. The Finding of Violation#1 with a $304 fee was
mailed out via USPS Tracking. USPS Tracking verified delivery of the Finding of Violation
#1 on September 28, 2016 at 11:15 am. The finding stated that the viofation must be
brought into campliance within ten (10) days of the date af the finding.

October 10, 2Q16: A drive by inspection verified that the vegetation had not been cut
and the property was stiil in violatian. The Finding of Violatian #2 with a $200 fee was
mailed out via USPS Tracking. USPS Tracking verified a delivery attempt on qctober 13,
201& at 11:40 am and a notice was left because and authorized recipient was not
avaiiable. The finding stated that the violation must be brought into campliance within
ten (10} days of the date of the finding. The appeai of this finding verifies that the
Finding of Vioiation #2 was received.
October 19, 2016: I talked with Mr. Shaychin on the phone. He stated that he had a
death in the family and that he forgot to cal! me and ask for more time. Ne stated that
he didn't want ta pay the fees ($300� far the 1st or Znd finding of violations. I tald him
he still has time to appeal the 2nd, and he said he will da that. He also asked for 4
weeks to come into compliance as he is still very busy from the tragedy in the family,
and f agreed to give him 4 weeks, making his revised comply by date November 16,
2426.
October 28, 2016: As af the creation af this Narrative, the code vioiation has nat been
resolued.
The city's position is that Mr. Shoychin had fram July 7t�' until September 26t�'�, 10
weeks, to have the vioiation resolved before the first Finding af Violatian with the $100
fee was even mailed out. This is 6 weeks more than typically allowed. 2 times code
compliance allowed extensions based on Mr. Shoychin's request and assurance that the
violation would be resalved, and both times he failed ta resolve the violation. Mr.
5haychin had ample time to have this violation resolved, and for that reason code
compliance requests that the fee be upheld.
