1.0 PURPOSE:
To establish policy and procedures for flagging certification.
2.0 ORGANIZATIONS AFFECTED:
Public Works Department, Parks Maintenance Division
3.0 REFERENCES:
WAC 296-155-305
MUTCD
4.0 POLICY:
4.1 All employees who, as part of their job, may be required to act as Flaggers, must
complete a Washington State approved flagging course, or the equivalent, prior to
being assigned duties as a Flagger.
4.2 While flagging, Flaggers must wear a red, lime-green, or orange warning garment
with retro-reflective striping, and a high visibility, contrasting-colored hard hat.
Warning garments worn at night must include reflectorized material.
5.0 DEFINITIONS:
5.1 Flagger:
An employee who provides temporary traffic control.
5.2 MUTCD:
Federal Highway Administration's Manual on Uniform Traffic Control Devices, as
modified and adopted by the Washington State Department of Transportation.
6.0 PROCEDURES:
Supervisors will determine which of their employees require this course and will arrange
for employees to take the appropriate training as needed.
