1.0 PURPOSE
To provide policy and establish procedures for the operation of City of Renton-owned motor vehicles and
equipment, and motor vehicles and equipment operated or supervised by City of Renton employees, and
the movement of City employees within the area bounded by the security fence at the Renton Municipal
Airport.

4.0 POLICY
It is the policy of the City of Renton that City-owned motor vehicles and equipment, and motor vehicles
and equipment operated and/or supervised by City employees, such as rental, contractor or mutual aid,
etc., will be operated within the airport in such a manner and at such locations so as to prevent the
unauthorized entry of the vehicle or equipment onto the active runway or parallel taxiways, to prevent an
aircraft/vehicle accident, and to prevent the disruption of ground vehicle/aircraft movement coordination
by the control tower.
5.0 DEFINITIONS
Runway- The defined 200 foot wide by 5,379 foot long rectangular paved surface prepared and intended
for the landing and taking-off of aircraft.
Daytime - 7:00 AM to 8:00 PM, October thru April; 7:00 AM to 9:00 PM, May thru September.
Nighttime - 8:00 PM to 7:00 AM, October thru April; 9:00 PM to 7:00 AM, May thru September.

Parallel Taxiway - The defined paved surfaces laying on either side of, and parallel to, the runway and
intended for the exclusive use of aircraft taxiing or hover taxiing from one part of the airport to another.
Cross Taxiway - The defined paved surfaces connecting the runway and the parallel taxiways and
intended for the exclusive use of aircraft taxiing or hover taxiing from one part of the airport to another.
Safety Area - The surface surrounding the runway and extending to the outer edges of the parallel
ta ways which is prepared for the purpose of reducing damage to airplanes in the event of an excursion
from the runway.
Vehicle Lane- The paved surfaces designated for the operation of motor vehicles and equipment which is
not properly lighted (see Reference 1), the operator is not in direct radio communication with the FAA
Control Tower and there is a requirement that the vehicle and/or equipment move within the Aviation
Area rather than upon the Perimeter Road.
Apron or Ramp - The areas designated for the parking and maneuvering, loading and unloading, and
fueling of aircraft, normally located between the vehicle lane and the security fence.
Aviation Area- All places which are located within the security fence line of the Airport.
Perimeter Road - The paved surface located outside of the security fence designated for the movement of
motor vehicles and equipment for which there is no requirement that the vehicle and/or equipment be
within the Aviation Area.
Control Tower- A Federal Aviation Administration-operated communications and control facility for the
direction of aircraft in-flight, the control of aircraft moving on the ground within the Aviation Area, and
the control of vehicles and pedestrians upon the taxiways, safety areas and the runway.
FAA Air Traffic Control Radio Frequency - The radio frequency of 124.70 MHz, Amplitude Modulation
AM) mode. Amplitude modulation mode requires special two-way radios which are not normally found
in City-owned vehicles or organizations. Most City radios used for fire, police and administrative
communications are Frequency Modulation (FIVn and although the frequency of 124.7 MHz may be
obtained on synthesized radios, the FM-type radios are incapable of communicating with AM-type radios.
Daytime Airport Emergency Response Radio Frequency - The Renton Airport FAA Control Tower has
been equipped with an FM-type radio capable of communications on the City Administrative frequency
Local Government Radio frequency, TAC 5, K7K 553).
Incident Commander - The senior City, Fire, or Police officer in charge of the response team, which may
include Boeing Mutual Aid andlor support personnel and equipment.

6.0 PROCEDURE
6.1 Requirements:
6.1.1 Aircraft have the right-of-way within the Aviation Area of the Airport.
6.1.2 Only Airport Maintenance Employees may enter onto the runway, a taxiway or safety area
without specific, case-by-case approval of the Airport Manager.
6.1.3 City personnel who may be an emergency response incident commander will attend an
annual emergency response coordination exercise conducted annually by the Airport
Manager. The purpose of this table top exercise will be to insure that potential incident
commanders are familiar with the airport facilities, communications and safety procedures,
are aware of structural and aircraft firefighting requirements, fuel and hazardous materials
storage locations, and water rescue requirements and procedures.
6.1.4 City employees will operate or ride in or on a motor vehicle or equipment upon the runway,
a ta ciway or safety area of the Renton Municipal Airport between the hours of 7:00 AM
and 10:00 PM, daily onlv when the vehicle has an operating, appropriately colored (see
Ref 2 and Paragraph 6.3), flashing or stroboscopic light mounted and the employee or
vehicle/equipment operator established direct radio contact with the Control Tower prior
to entering the taxiway or runway and direct radio contact with the Control Tower, or the
capability of such, is maintained throughout the time the vehicle and/or employee remain
upon the runway or taxiway.
6.1.5 During nighttime hours, city employees will operate or ride in or on a motor vehicle or
equipment upon the runway, a taxiway or safety area of the Renton Municipal Airport
oniv when an emergencv situation exists and the vehicle has an operating, appropriately
colored flashing or stroboscopic light mounted, and the emqlovee or vehicle/epuipment
onerator has:
1) checked the skies for approaching aircraft, and
2) checked the runway and taxiways for the presence of aircraft, and
3) announced the intentions of the vehicle or equipment on the FAA Air Traffic Control
radio frequency, e.g. ambulance will cross runway at north end or repair vehicle will be
located along runway edge at taxiway Delta, and
4) the capability to monitor the FAA Air Traffic Control radio frequency to detect the
announcement by aircraft of their intention to land at the airport in order to advise the
aircraft that the vehicle/equipment is on the runway or taxiway or in the safety are, or
5) is accompanied by a vehicle with an operating, appropriately colored flashing or
stroboscopic light, the operator of which has the capability to make the required radio
announcements on and monitor the FAA Air Traffic Control radio frequency.

6.2 Emergency Responses
6.2.1 Daytime emergency situation response onto the runway, taxiway or safety area requires
that the responding agency (fire and/or police) contact the FAA Control Tower on the
Daytime Airport Emergency Response Radio Frequency prior to entering onto a runway,
taxiway or safety area. The Incident Commander will maintain radio contact with the
FAA Control Tower and coordinate all movement of vehicles, equipment and personnel
with the FAA Control Tower.
6.2.2 Nighttime emergency situation response onto the runway, taxiway or safety area requires
that the responding agency broadcast to aircraft in the vicinity of the airport that
emergency vehicles, equipment and personnel will enter the runway, taxiway or safety
area. The Incident Commander (the senior City Fire or Police of'icer in charge of the
response team) will continuously monitor the FAA Air Traffic Control Tower radio
frequency to detect the announcement by aircraft of their intention to land at the airport in
order to advise the aircraft of the emergency (see procedures at 6.1.4).
6.2.3 The emergency situation Incident Commander will notify the Airport Manager whenever
emergency equipment have occupied the runway or have moved onto the runway during
an emergency response situation. If, during a daytime emergency, the runway was closed
by the Control Tower, onlv the Airnort Manager or his designee is authorized to
reopen the runwav for use bv aircraft. If, during a nighttime emergency, emergency
equipment has occupied the runway or moved onto the runway during the emergency
situation, the Incident Commander will continue to advise aircraft that the runway is not
available for use by aircraft until a runwav safetv insnection has been comqleted bv
the Airnort Manager or his designee who will declare the runwav oqen for use bv
aircraft.
6.2.4 In the event of a daytime emergency situation response involving a disabled aircraft on the
runway or in the safety area, the Incident Commander will post a properly lighted vehicle
and a person or vehicle with the capability to monitor the Daytime Emergency Response
Radio Frequency (City admin/TAC 5 frequency) until released by the FAA Control Tower
or the Airport Manager.
6.2.5 In the event of a nighttime emergency situation response involving a disabled aircraft on the
runway or in the safety area, the Incident Commander will post a properly lighted vehicle
and a person or vehicle with the capability to monitor the FAA Air Tra.ffic Control radio
frequency until the aircraft has been authorized by the FAA, National Transportation
Safety Board or the Airport Manager to be moved (see procedure 6.1.4).
6.3 Vehicle Lighting
6.3.1 Airport department vehicles will be equipped with yellow stroboscopic lights which shall be
in operation whenever the vehicle is upon the runway, taxiway or safety areas.

6.3.2 Public Works, Police and Fire Department City-owned vehicles will be equipped with
stroboscopic or flashing light(s), of the color specified below, which shall be in operation
whenever the vehicle is within the Airport security fence.
Police Department blue
Fire Department red
Public Works and other City-owned vehicles yellow
6.3.3 City-owned vehicle operators will activate the appropriately colored stroboscopic or
flashing light(s) whenever the vehicle is within the Airport security fence to provide
additional warning to aircraft of the vehicles presence because of the operators'
unfamiliarity with aircraft operations.
6.4 Emergency Access Through the Security Fence
6.4.1 Primary routes for emergency access to the east and west sides of the Airport have been
established. The primary points of access through the security fence for these emergency
routes are the fire access gates on the east and west sides of the blast barrier. These gates
are not the gates intended for routine access by airport tenants, but are locked gates. It is
intended that the padlocks be cut by emergency situation response units.
6.4.2 Emergency access gates have been placed at various locations throughout the Airport.
These gates are of the "welded link" type and it is intended that the chain be cut be
emergency situation response units. The gate across East Perimeter Road is a wood
barrier gate and it is intended that this wood barrier be broken to obtain emergency entry.
6.5 Movement of City Employees While Pedestrians
6.5.1 During daytime hours, City employees on foot will not enter or go onto the runway,
taxiways or the safety area unless in direct radio contact with the FAA Control Tower or
they are part of a work group or emergency response which has been authorized to enter
these areas.
6.5.2 During nighttime hours, City employees on foot will not enter or go onto the runway,
taxiways or the safety area unless participating in an emergency response under an
Incident Commander.
