1.0 PURPOSE:
This policy establishes the process for designating "Competent Persons" to provide
training and evaluate hazards and/or job performance for specific tasks, and for job
tasks that require the designation according to the Washington Department of Labor.
2.0 ORGANIZATIONS AFFECTED:
All departments that perform trenching/excavation.

4.0 POLICY:
Competent Persons have a responsibility to ensure that workers are provided with a
safe place to work. They must ensure compliance with Washington Department of
Labor and State safety regulations, as well as other safety rules and regulations. They
must make safety a part of their daily activities, enforce safety rules and not let workers
take chances. Every City-designated Competent Person responsible for fall protection
or trenching and excavation jobs must be trained and knowledgeable about fall
protection and trench safety requirements.
For Trenching and Excavation, the Competent Person designated by his or her
department shall have the knowledge, training, and experience to identify existing or
predictable hazards in surrounding that are unsanitary, hazardous, or dangerous to
employees. This person, by the nature of his or her position, has authorization or
authority to take prompt corrective measures to eliminate hazards, train certain
equipment operators and/or evaluate the proficiency and safe performance of those
operators.

Far Fall Protection, the Competent Person designed by his or her department shall be
knowiedgeable regarding fall protection equipment, including the manufacturer's
recommendations and instructions far its proper use, inspection, and rnaintenance;
who is capable of identifying existing and potentiai fal) hazards; who has the authority
to take prompt corrective action to eliminate those hazards; and wha is knowledgeable
of the rules contained in this sectian regarding the erection, use, inspection, and
maintenance of fall protection equipment and systems.
5.Q DEFINITION5:
5.1 Fall Protection Competent Person: An individual knowledgeable regarding fall
protection equipment, including the manufacturer's recammendatians and
instructions #or its proper use inspection, and maintenance; wha is capable af
identifying existing and potential fal{ hazards; who has the authority ta take
prampt corrective actian to eiiminate those hazards; and who is knawledgeable
af the rules contained in this section regarding the erection, use, inspection, and
maintenance af fall pratection equipment and systems. This designation may be
task specific or far the duration of employment.
5.2 Operator: Person authorized by a department as having the knowledge to
operate and/ar a vehicle safely.
5.3 Trenchin JExcavation Competent Person: Qne wha is knowledgeable in, and
can identify, existing or predictable hazards in the surroundings that are
unsanitary, hazardaus, or dangerous to er tplayees and who understands soil
classifications and protective systems. This person also has the authorization or
autharity by the nature af his or her position to take prampt carrective
measures to eliminate such hazards.
6.0 PROCEDURES:
There are many circumstances where the operation, inspection, maintenance and/or
testing of appliances and equipment are required to be carried out by a "Competent
Person." It is the responsibility of the department to ensure that suitably trained,
qualified and experienced personnel carry out all such duties.
6.1 Department Responsibilities:
6.1.1 Identify areas af operation that require the designation af Competent
Persans;
6.1.2 Select and designate person to act as "campetent" persons based upan
his or capability to identify hazards;

6.1.3 Complete the "Competent Persons" designation form (attached as
Exhibit A for Excavation and Trenching Standard, or Exhibit B for Fall
Restraint and Fall Arrest Standards);
6.1.4 Designate the person as "competent" to perform certain duties or
evaluate and/or authorize the safe work practices of workers (see Exhibit
A or B);
6.1.5 Keep records as to how such technical skill has been achieved, e.g., by
training, work experience, study assessment, etc.;
6.1.6 Delegate the responsibility and authority for coordinating activities and
operations covered by the designation(s) (trainer, evaluator, task
oversight, etc.);
6.1.7 Train and evaluate every five years.
6.2 Resqonsibilities of the Trenchin/Shorin Competent Person (See Exhibit A):
6.2.1 Evaluate the work practices or behaviors of the worker to determine the
effectiveness of his or her training;
6.2.2 Work with the City to recommend additional training or resources as
necessary;
6.2.3 Inspect trenching and excavation locations on a daily basis, including the
adjacent areas and protective systems, for evidence of a situation that
could result in possible cave-ins, indications of failure of protective
systems, hazardous atmospheres, or other hazardous conditions. An
inspection shall be conducted by the Competent Person prior to the start
of work and as needed throughout the shift. Inspections shall also be
made after every rainstorm or other hazard increasing occurrence.
These inspections are only required when employee exposure can be
reasonably anticipated; and
6.2.4 Where the Competent Person finds evidence of a situation that could
result in a possible cave-in, failure of protective systems, hazardous
atmospheres, or other hazardous conditions, the Competent Person will
stop work and take immediate corrective action. Exposed employees
shall be removed from the hazardous area until the necessary
precautions have been taken to ensure their safety.

6.3 Responsibilities of the Fall Protection Competent Person (See Exhibit B):
A person acting in the capacity of safety monitor(s)/attendants shall be trained
in the function of both the safety monitor and warning lines systems, and shall:
6.3.1 Be a Competent Person as defined by WAC 296-155-24503;
6.3.2 Evaluate the performance of workers performing a particular task or
operation (including, but not limited to equipment operation, task
performance, equipment testing, certain vehicle operation, and other
processes identified by the Washington State Department of Labor as
requiring the authorization/evaluation of a competent/qualified person);
6.3.3 Have control authority over the work as it relates to fall protection;
6.3.4 Act as the safety monitor for low slope roofs. The safety monitor shall:
Be instantly distinguishable over members of the work crew, by use
of highly visible (hi-Viz) vest/jacket;
Engage in no other duties while acting as safety monitor;
Be positioned in relation to the workers under their protection, so as
to have a clear, unobstructed view and be able to maintain normal
voice communication;
Not supervise more than eight exposed workers at one time;
Warn the employee when it appears that the employee is unaware
of a fall hazard or is acting in an unsafe manner; and
Stop work and take immediate corrective action when hazards or
dangerous behaviors are observed.
