The hearing that you requested to contest the validity of both Code Compliance Violation
Findings dated October 10, 2016, as referenced above has been scheduled for Tuesdav„
December 20. 2016, on the 2:00 p.m. docket. The hearing will take place in the Council
Chambers on the seventh floor of Renton City Hall. The address is 1055 S Grady Way in Renton.
Please note that more than one hearing will be held starting promptly at 10:00 a.m. If your

luly 07, 2p16: While performing an inspection for a vegetation violatian on NE 12tn
Street, it came to my attention that 1248 Redmond PI NE was also out of campliance far
the same vialatian. I took phatos of the violatian. See attached Photos
A Warning of Violatian, CQDE16-Q0044Q, was issued to the praperty owner Vadim
Shaychin at the address provided on the City af Rentan Utility Billing System, for
violating the City of Renton's Exteriar Praperty Areas cade. The compliance date was
luly 22, 2026.
luly 22, 2Q16:A drive by inspection verified that the vegetatian had not been cut and
the property was stiH in vialation. The Warning of Vioiation #2 was maiied aut via USPS
Tracking. USPS Tracking verified de(ivery of the Warning of Violatian #2 an July 23, 2016
at 11:38 am. The new comply by date was August 5, 2016
August 3, 2016: I had a voicemail fram Vadim stating that he had just returned from a
trip out of town and asked that he be given a 2 week extension to cut the vegetation. I
called him back and 4eft him a voicemail granting the extension for 2 weeks beyond his
WV-2 comply by date. New date is August 19, 2016
August 23, 2016:After receiving a phone message from the Vadim Shoychin stating he
was almast done except an area where there were some bee hives, I drove by#he
property. There was really very little done, sa I called him. He said he had cut the yard
area af the property. 1 explained that the entire lat needed to be cut, including the area
of blackberry bushes aiang the south property line by the sidewalk. He said that he wiil
have to hire a contractor to do that so I agreed ta giue him and additiana( 30 days to
come into compliance. i will set the new comply by date to September 26th.
August 27, 2016:A drive by inspection verified that the vegetation had not been cut and
the praperty was still in violation. The Finding of Violation #1 with a $100 fee was
mailed out via USPS Tracking. USPS Tracking verified delivery of the Findrng of Vialation
#1 an September 28, 2016 at 11:15 am. The finding stated that the violation must be
brought into compliance within ten (10) days of the date of the finding.

October 10, 2016: A drive by inspectian verified that the vegetation had not been cut
and the property was still in violation. The Finding of Violation #2 with a $2(?0 fee was
mailed out via USPS Tracking. USPS Tracking verified a delivery attemp#on Qctober 13,
2016 at 11:4Q am and a natice was (eft because and authorized recipient was not
available. The finding stated khat the vialation must be brought into compiiance within
ten t1p}days af the date of the finding. The appeaf af this finding verifies that the
Finding of Violation #2 was received.
October 19, 201b: I tafked witfi Mr. Shoychin on the phone. He stated that he had a
death in the famiiy and that he forgot to cal( me and ask for more time. He stated that
he didn't want to pay the fees ($300} for the 1st or 2nd finding of violations. I told him
he stili has time ta appeal the 2nd, and he said he wiil do that. He also asked for 4
weeks to come into compliance as he is still very busy from the tragedy in the family,
and I agreed to give him 4 weeks, making his revised camply by date November 16,
2016.
October 28, 2016. As of the creatior� of this Narrative,tf�e code violation has not been
resolved.
The city's pasition is that Mr. Shoychin had fram luly 7th unti) September 26th�, 10
weeks, to have the violation resolved before the first Finding o#Violation with the $100
fee was even mailed out. This is 6 weeks more than typically ailawed. 2 times cade
campliance allawed extensians based on Mr. Shoychin's request and assurance that the
violatian would be resolved, and both times he failed ta resolve the violation. Mr.
Shoychin had ample time to have this violation resolved, and for that reason code
campiiance requests that the fee be upheld.
