RentonCityCouncilPage2of3July11,2019Ontheheelsofthe“OneTable”effortlastyear,theKingCountyExecutiveandtheCityofSeattleMayorinitiatedaseriesofdiscussionsaroundregionalhomelessnessgovernance.OthersinvolvedinthesediscussionsincludedAllHome,Vulcan,theSeattleChamber,philanthropicgroups,etc.SoundCitiesAssociation(SCA)alsoparticipatedthroughDeannaDawsonandelectedofficials.InhisroleasChairoftheSCAPublicIssuesCommittee(PlC),CouncilmemberPrincewasoneoftheelectedparticipantsindiscussions.ConcurrentwiththediscussionswasaconsultantstudybythefirmNationalInnovationServices(NIS),whichmadeaseriesofrecommendationsaroundhomelessgovernance.Amajorrecommendationwastoestablishanentitythatwasmoreconsolidatedandlessfractured.Otherrecommendationsincludedacallformoredata-basedmanagement,communitycoordination,andracialjustice/equityfilters.Theenvisioned“homelessnessgovernance”beingexaminedwouldfocusonresponseeffortssuchasrapidre-housing,shelter,diversion,trackinganddatamanagement,andnavigationsystems.Thegovernancewouldnotinterferewithlocaldecision-makingovermatterssuchasland-use,encampments,parksfacilities,andthelike.ThesediscussionsandtheensuingNISreportledKingCountyandSeattletoconcludetheywantedtomoveforwardwithconsolidationandestablishmentofaresponsesystem.SCAstillhasquestionsandhasnotsignedonasofyet,butSCAstaffhasprovidedongoingbriefingstoPlC.Inrecentmonths,KingCountyandSeattlehavedonemoreworkandhavedeterminedthatanautonomousgovernancestructuresuchasaPublicDevelopmentAuthority(PDA)couldworkwellasastructurethatcanbesetupunderexistinglaw.TheKingCountyExecutive’sofficewouldliketoreceiveinputfromRentononthreeidentifiedcoreareasbeforetheendofthemonth,andpriortoafirst-draftInter-LocalAgreement(ILA)beingcompiledandbroughtbeforeKingCountyandSeattleCityCouncils:1)Aboardforthehomelessresponsegovernanceentity:Therearewide-rangingopinionshere,from“makeitallappointedwithsubject-matterexperts,noelected”to“theremustbeelectedofficials.”Therearealsodisparateopinionsaboutputtingpeoplewith“livedexperience”(formerlyhomeless)ontheboard.2)ParticipationforcitiesotherthanSeattletobe“in”theAuthority:TheCountyExecutive’sofficewouldliketoknowifothercitieswishtotakepart—andhow.Someoptionstoconsiderare:anMOUthatsaysothercitiessupportthegovernanceentityandwouldtakeactionsconsistentwiththepolicyAGENDA ITEM #3. a) RentonCityCouncilPage3of3July11,2019underpinnings;citiesprovidingfundingandensuringatleastthatmuchofthefundingisspentwithintheircommunity;participatingcitiesmaintainingcontrolovertheuseoffunds.3)Oneentityoroneentitywith“sub-regional”tailoring:KingCountyandSeattlehavegottenfeedback—particularlyfromSCArepresentatives—abouthavingtheabilitytotailoreffortstoaccountfordifferencesinsub-regionssuchasSouthCounty,EastCounty,andSea/Shore.WhiletheExecutivebranchesofKingCountyandSeattlearemovingaheadonthenewgovernancestructure,therewillbeawholeroundofadditionalconversationwiththeirrespectivecouncils.Plus,KingCountyfullyunderstandsthatmanyoftheKingCountycitiesviewSeattleasapoorexampleofhowtodohomelessnessresponseworkandwouldnotwanttoseeKingCountyandSeattledominatethedecisionmakingwithinanewentity.CONCLUSION:StaffrecommendstheCityconsiderbecomingapartofthenewhomelessresponsegovernancesystem—thoughmoreinformationisneededonwhatthissystemwilldoandhowcitiessuchasourscanbeassuredthatfundscontributedwillbeusedandoverseenbythejurisdictionsthatprovidethem.WealsorecommendhavinganelectedofficialaswellasourHumanServicesManagerparticipateinongoinghomelessnessgovernanceconversationssothatRentonhasavoiceatthetable.CitystaffisattendingtheSouthKingCountyHomelessnessActionCommittee(HAC)onJuly17,2019,todiscussthismatterandfurtherdetailswillbeprovidedafterthisissueisvettedfurtherbytheHAC.AGENDA
