CALL TO ORDER AND PLEDGE OF ALLEGIANCE
Mayor law called the meeting of the Renton City Council to order at 7:00 PM and led the
Pledge of Allegiance.

PROCLAMATION
National Night Out-August 1,2017: A proclamation by Mayor Law was read declaring
August 1, 2017 to be"National Night Out" in the City of Renton,and he encouraged all
citizens to help"Give Crime &Drugs a Going Away Party" by participating in a 34th Annual
National Night Out event.Community Program Coordinator Cyndie Parks accepted the
proclamation with thanks

July 17, 2017 REGULAR COUNCIL MEETING MINUTES
ADMINISTRATIVE REPORT
Chief Administrative Officer Jay Covington reviewed a written administrative report
summarizing the City's recent progress towards goals and work programs adopted as part of
its business plan for 2017 and beyond. Items noted were:
• Renton for the Renton Farmers Market will be held on Tuesday,July 18th,from 3:00
p.m. until 7:00 p.m.at the Piazza Park in downtown.The market will be filled with
fresh flowers and farm fresh produce every Tuesday from 3:00 p.m. until 7:00 p.m.
through September 26th. In addition to market fare, shoppers will enjoy live music,
food trucks,tips from Master Gardeners, cooking demonstrations, and children's
activities.
• The Renton History Museum will be closed Monday,July 24, 2017-Saturday,August
5, 2017 for housekeeping, maintenance, and an exhibit refresh.The Museum will re-
open with regular hours on Tuesday,August 8th. Regular museum hours are Tuesday
through Saturday, 10:00 a.m.to 4:00 p.m.
• King County Sheriff's office has closed the Cedar River to all in-water recreation use
from Landsburg to Ron Regis Park. River closure signs will be posted on the entrance
railing at Ron Regis Park and on a post at Maplewood Roadside Park, and at the latter
to alert people who may be planning to drop off a shuttle car for a float ending at that
point.
• The famous Renton Loop returns for one day only on August 19th!The "Cruz the
Loop'event will run from 12:00 to 4:00 p.m. at Renton High School,with cruising
from 4:00 to 5:00 p.m. It will be an afternoon of music,food, and family fun,capped
by cars cruising the loop. Registration is now open,so get your spot early.
• Preventative street maintenance will continue to impact traffic and result in
occasional street closures.
CONSENT AGENDA
ltems listed on the ConsentAgenda were adopted with one motion,followinq the listing.
a) AB-1952 City Clerk reported the official population of the City of Renton as of 4/1/2017 to be
102,700, ranking eighth in the state by population size, as calculated by the State of
Washington Office of Financial Management. None; Information Only.
b) AB-1953 Public Works Department requested authorization to purchase three new vehicles,
with an estimated total cost of$536,993, in order to replace aging vehicles.The funds to
purchase these vehicles were included in the 2017/2018 Biennial Budget. Council Concur.
c) AB-1954 Public Works Department requested authorization to convert a vacant Mechanic's
Assistant(Grade a09) position to a Vehicle and Equipment Mechanic(Grade a15)with an
estimated cost of$10,891 in 2017 and $11,163 in 2018;the costs would be absorbed by the
Fleet Maintenance Section's budget. Refer to Finance Committee.

UNFINISHED BUSINESS
a) Community Services Committee Chair Witschi presented a report recommending concurrence in
the staff recommendation to approve funding for the hire of Western Neon to design, fabricate
and install the proposed Dragon Public Art on the Western Hotel building located at S 3rd St and
Wells Ave S from budgeted funds currently available in the One Percent for Art Program fund.

COMMITTEE RECOMMENDATION.CARRIED.
b) Community Services Committee Chair Witschi presented a report recommending concurrence in
the staff recommendation to approve the amendment to RMC 2-9-8.C.10 regarding Overnight
Stays in Parks so as to more effectively remove 'campers'on City property.The Committee
further recommended that the ordinance regarding this matter be presented for first reading.

COMMITTEE RECOMMENDATION.CARRIED.
c) Utilities Committee Chair Mclrvin presented a report recommending concurrence in the staff
recommendation to award the construction contract to the lowest responsive, responsible
bidder, DPK, Inc.,for the Harrington Avenue NE Green Connections Stormwater Retrofit Project—
Phase II in the amount of$904,036.The Committee further recommended approval of the
transfer of$170,000 from the approved 2017 Downtown Storm System Improvement Project
budget to the Harrington Avenue NE Green Connections Stormwater Retrofit Project—Phase II
budget in the next budget adjustment. (CAG-17-108)

LEGISLATION
Ordinances for first reading;
a) Ordinance No. 5851: An Ordinance was read amending Subsections 4-2-080.D and 4-6-060.F
of the Renton Municipal Code, by amending the Downtown Business District Map, adopting
the Downtown Streetscape Design Standards and Guidelines, providing for severability,and
establishing an effective date.

b) Ordinance No.5852:An Ordinance was read amending Subsections 4-4-090.0 and 4-4-090.D
of the Renton Municipal Code, by amending Refuse and Recycling Deposit Areas/Collection
Points Requirements, providing for severability, and establishing an effective date.

Permits—General and Appeals,4-9-020 and 4-9-180 of Chapter 9, Permits—Specific, and 4-
11-160 of Chapter 11, Definitions,of Title IV(Development Regulations) of the Renton
Municipal Code, amending the Regulations related to Hearing Examiner Proceedings and
amending the definition of"Party Of Record."
