Project Information and Proposed Design Standards
Summary:
The purpose of this memo is to summarize the existing conditions of the project site and
bridge and proposed design standards.
Existing Conditions:

Street:
• Bronson Way is a two way street over the bridge.
• Est. ADT= 22,000.
• The posted speed limit is 25 mph.
Bridge:
• Structure ID: 0002504A
• Bridge No.: Renton-42
• Ownership of the bridge was transferred to from WSDOT to Renton in January 2018
with execution of the SR 900 turn back agreement.
• The bridge is not currently posted for weight limits.
• There are pedestrian facilities on this bridge. Additionally, the Cedar River Trail
passes underneath the north approach span.

Cedar River:
• The Cedar River is documented to have Chinook, Coho and Sockeye Salmon,
Steelhead and Cutthroat Trout.
• The anticipated fish window for the Cedar River is mid-June to mid-August.
• The United States Geological Survey (USGS) maintains a monitoring station at the
Bronson Way Bridge. The following is a link to the USGS website with the monitoring
station data: https://waterdata.usgs.gov/nwis/uv?site no=12119000.
Design References:
• Washington State Department of Transportation (WSDOT), Local Agency Guidelines
(LAG), dated May 2019.
• WSDOT, Bridge Design Manual, dated July 2019.
• WSDOT/APWA 2020 Standard Specifications.
• American Association of State Highway and Transportation Officials (AASHTO), LRFD
Bridge Design Specifications, current edition.
• AASHTO, Policy on Geometric Design of Highways and Streets, dated 2011.
Bridge Painting:
• Given the age of the bridge, it is very likely the original paint system contains lead.
• According to WSDOT records, this bridge was last painted in 1999. During the life of
this bridge, it has been painted 4 times. Refer to Exhibit I.The City has no record
from WSDOT indicating that the original paint system was removed when the bridge
was repainted.
• There are areas of rust and potential section loss on the steel girders and deck
beams. Refer to Exhibit B site photos and Exhibit E bridge inspection report.
• The City anticipates full removal of the existing paint system in order to identify and
conduct repairs to steel elements of the bridge as necessary.
Seismic Retrofit:
• Refer to Exhibit G for a preliminary seismic evaluation.

Notes
0 ORIENTATION:
The bridge is oriented west to east.
The Cedar River flows south to north.
Span I is enclosed behind curtain walls and Pier 2.There is no access to the underside.
Span 3 is over a pedestrian walkway.
3 GENERAL NOTE:
Old state bridge number was 900/20
11 LOAD RATING:

12 CONCRETE DECK:
The deck is covered with an ACP overlay.See element 801.
35 CONCRETE DECK SOFFIT:
The deck soffit has a few transverse and diagonal hairline cracks,some are leaching.
Span 2 has 2 SF of poor consolidation near Pier 2 between Stringers 2B and 2C.
107 STEEL OPEN GIRDER:
Two lines of steel girders in span 2,do not have redundancy.See the Fracture Critical Report for details.
Bottom flange of both girders have soil and debris accumulation and some established vegetation growth.
110 CONCRETE GIRDER:
Spans 1 and 3 have 9 lines of structural concrete girders(designated A through 1).The curtain walls in Span 3 were cut off to
provide access for the pedestrian walkway.The remaining portion of the curtain walls are now considered fascia beams.The SMS
quantity represents the structural girders and not the fascia beams.The fascia beams are designated north and south for reference
in the report.
Span I girders cannot be inspected due to inaccessibility,curtain walls are still solid.
Span 3 girders have vertical hairline cracks in the webs and horizontal hairline cracks in the haunches.
3C-at abutment 4 small void at base.
3i-crack at w haunch interface;extends from bottom flange up both webs to deck soffit.Crack is 1/16"open.
The south fascia beam has settled approximately 2"below the sidewalk and is diagonally cracked on the east end.
113 STEEL STRINGER:
10 lines of stringers,21"x 8-1/4"
No defects noted.
152 STEEL FLOOR BEAM:
5 steel floorbeams,0 thru 4.
The floorbeams have light rust on the top flange,minor pitting and rust blooms on the lower half of the floorbeams.
Bottom gusset plates for the cross bracing have minor laminar rust.
Floorbeams 1,2,and 3 have pack rust at the south end of the cover plate,up to 3/8"thick.
Floorbeam 1 also has pack rust between the bottom flange and lateral bracing plate at midspan.

205 CONCRETE COLUMN:
Nine columns are visible at the east abutment(Pier 4).
Column 4D has a 6"x 4"x 2"deep spall.
212 CONCRETE SUBMERGED PIER WALL:
The pier walls have vertical hairline cracks.
The fascia walls have cracks along the horizontal construction joints.
Pier 2 has a 2 SgFt delamination near the ground line at the southwest corner.
Pier 2 has a 16"x 10"x 1-1/4"deep spall with exposed rebar and a few small delaminations at the north end.Breast wall under the
south bearing has an 18"diameter spall with exposed rebar.
Pier 3 has six spalls,the largest is 11"x 7"x 1/2"deep with exposed rebar on the east side near the south end.
215 CONCRETE ABUTMENT:
The west abutment cannot be inspected due to inaccessibility.
The east abutment has a few vertical hairline cracks and a horizontal hairline crack under the south sidewalk fillet that is rust
stained.
The curtain walls at the west abutment have hairline cracks.
266 CONCRETE SIDEWALK&SUPPORTS:
The sidewalk soffit has diagonal and transverse hairline cracks,some are leaching,and a few shallow spalls with exposed rebar
particularly at the joints.See repair#10005.
The joint edges have spalling up to 20"x 4"x 1"deep.
The sidewalk edges have a few shallow delaminated and spalled areas with exposed rebar due to lack of cover.
Southwest approach sidewalk has been replaced with a new concrete sidewalk slab.
SIDEWALK STRINGERS
Span 2 stringers have up to 3/4"thick laminar rust on the top flanges near the joints.There are scalloped areas up to 1/4"deep at
the south sidewalk.
Span 2 north sidewalk near Pier 2 has minor pack rust between the curtain wall and sidewalk stringer.
Span 3 south top surface is fretting at the sliding plate.
311 MOVEABLE BEARINGS:
Rocker bearings at Pier 2.
Both tilted to their full extent in expansion.
Bearing 213:grout pad has a full length spall on the east face.
313 FIXED BEARINGS:
Fixed bearings at Pier 3.
Both have minor surface rust.
Most of the grout pad edges are delaminated or spalled.
321 CONCRETE ROADWAY APPROACH SLAB:
The approach slabs are 16 ft.long at each end of the bridge and are covered with ACP.
331 CONCRETE BRIDGE RAILING
There is exposed rebar at northeast comer of bridge.
South rail is offset vertically 1/2"at joint near FB3
357 PACK RUST:
Pack rust in the floorbeams and sidewalk stringers.See elements 152 and 266.

801 AC OVERLAY:
The ACP overlay has a few transverse cracks over the floor beams.
904 ORGANIC ZINC/URETHANE PAINT:
Paint system is generally weathered and chalky(50%)and has a few areas of surface rust and scattered rust blooms(0.5%).
The bridge girders and floorbeams are starting to accumulate bird guano on the horizontal components. REPAIR#10003.
1660 OPERATING LEVEL
1680 SCOUR OFFICE:
Piers 2 and 3 are subject to vertical wall abutment scour.The channel is slightly contracted by the piers and approaches.The
abutments are founded on piles and have 2'-6"thick pile caps.Piers 2 and 3 are founded on 2-0'thick spread footings and 4'-0"
thick seals with the top of the footing 12 ft.below the pier cap(elev. 14.0).
Next sounding should be taken by April 2022 to maintain 72 month frequency.
2675 UTILITIES:
-South overhang has a bundle of twelve 4"and a 1-1/2"conduit.
-North overhang has bundles of six 4",bundle of twelve 4",a 10"water line,and a 3"conduit.
-Between Stringers A and B 8"iron pipe,hangers at deck connections are heavily rusted,shims in saddles are deteriorated and
crumbling.See Repairs.
-Between Stringers B and C is a bundle of 4 pipes.
-North rail has a stream gauge.
7664 DRAIN CONDITION:
Deck and sidewalk drains are open,downspouts are missing under the north sidewalk drains. Uncontrolled flow from the drain is
pouring onto a duct bank and dripping on the exterior bottom flange of the girder A.
7672 CURB CONDITION:
Top 7.5"of steel girders are exposed in span 2.4"concrete curbs under the top flange on roadside and sidewalk face of steel
girders.
Roadside:
Spalled concrete at joint locations and gaps at floor beam locations allow surface runoff and debris to flow onto interior face of steel
girders.
Diagonal open cracks at west joint on north side.
Sidewalk face:
Ends of concrete curbs are broken with large open gaps at the interface with steel floor beams.
Open gaps in sidewalk curb allow surface runoff and debris to flow onto exterior face of steel girders.

A number of utilities utilize this bridge to cross over the Cedar River. Some permanent adjustments to utility
routing and/or temporary relocations may need to occur in order to perform this bridge preservation work.
